Resolution 2007-067 Making an Appointment to the Water Board.
RECOMMENDATION
Staff recommends adoption of the Resolution,after selecting an applicant for fill the vacancy on the
Water Board.
EXECUTIVE SUMMARY
A vacancy currently exists on the Water Board due to the resignation of Paul Czarnecki.
Councilmembers Roy and Brown conducted interviews but did not agree on a recommendation for
the Water Board. The Council interview team wishes to submit two names (Ted Borstad and Gary
Wockner) for Council's consideration for that position. Applications are attached for the two
applicants being considered.

Why do you want to become a member of this particular board or commission? I believe in sharing the knowledge I'v
gained as a civil engineer for the good of the community.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
t) Providing an adequate supply of clean water to drink. We need to complete the Halligan Reservoir project which will
solidify our supply for many years. Then it's important to monitor the quality of the water we're treating such as that
from Horsetooth Reservoir and the Poudre River basin. We need to maintain a rate structure to support these
goals.
p) Maintain a high quality Wastewater Treatment facility. It's important to discharge a high quality effluent and manage
the disposal of biosolids in an environmentally sound manner. We also need to monitor for new pollutants that may
need to be treated. We need to maintain a rate structure consistent with these goals.
3) Make sure that our stormwater system functions to preserve and protect the citizens. Continued implementation of
the stormwater capital improvements program, maintenance of existing drainageways and continued education of
the public about the benefits of joint uses is important.

board or commission:
I am a registered professional engineer in the State of Colorado.

Comments: The learning curve for many of the complex issues facing the Water Board can be fairly steep I will be able
to contribute due to my recent background in many of these issues.
All applicants are strongly encouraged to attend a regularly scheduled meeting of the board or commission for which they
are applying. Frequent non-attendance may result in termination of the appointment

Ted Borstad has over 34 years of civil engineering experience. His background includes the management,
planning, design, construction, and review of public works projects for other consultants, local, state, and
federal agencies.
Water Systems— Evaluation and design of water systems from small building services up to 20" water mains.
Prepared plans, specifications, and cost estimates. Clients include Westminster, University of Colorado
Health Sciences Center, Colorado State University, and the Air Force Academy.
Streets/Highways— Designed numerous projects (local, collector, arterial and county) in Colorado. Clients for
whom he has completed projects include Fort Collins, Evans, Larimer County, Breckenridge, and the Air
Force Academy. Several projects were designed to CDOT standards.
Sanitary Sewer—Design of a ten mile interceptor which ranged in size from 42" to 72". He has designed 12"
to 18" replacement sanitary sewers in tight corridors. He has experience with trenchless technologies
including pipe bursting and cured in place pipe.
Drainage and Erosion Control — Prepared drainage master plans for communities and development projects.
Has designed 12"to 84" storm sewer systems, concrete box culverts, concrete and metal culverts, open
channels, and detention basins. He has designed water quality features including constructed wetlands,
sedimentation basins, and silt fences.
Parking— He has completed the planning, design, and construction observation for numerous parking lots.
Clients have included the Air Force Academy, US Forest Service, and Colorado State University.
Project management—Ted has cost-effectively managed large multi-discipline projects. He is skilled at
contracts, budgeting, and scheduling. He has conducted public hearings, and conducted formalized
partnering sessions for utility projects.
Pavement Mansgement— Implemented the Corps of Engineers PAVER program for numerous projects at
local, state, and federal institutions. These projects included an evaluation of the pavement condition and
determination of the most cost effective rehabilitation measures.

Why do you want to become a member of this particular board or commission? I believe that our sustainable use of ater
is of paramount concern for the ecological health of our environment and the economic health of our city.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Water Conservation: The city has a golden opportunity to lead Northern Colorado toward a sustainable phase of
water usage that enhances our economy and protects our natural resources including the Cache la Poudre River.
Educational programs are critical for success.
2) Fiscal Responsibility: As a fiscal conservative, I believe that all advice given from a board to the Council should
focus on fiscal responsibility. Our water supply, stormwater, and wastewater programs need to focus on fiscal
responsibility.
3) Wastewater and Stormwater treatmentleducation: Our storm sewers often drain directly to the Poudre River.We
need more public education on the importance of maintaining the health of the river.

board or commission:
I work as an ecological scientist. I have many scientific/data/GIS skills which may allow me to be useful to the board

I am quite active in lobbying the City of Fort Collins to escalate their water conservation programs I see this as a
badge of leadership, not a conflict of interest, but others might.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING AN APPOINTMENT TO THE WATER BOARD
WHEREAS,a vacancy currently exists on the Water Board of the City due to the resignation
of Paul Czarnecki; and
WHEREAS, the City Council desires to fill the vacancy which exist on the Water Board.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following named person is appointed as a member of the Water Board with a
term to begin immediately and to expire as set forth after the name:
