Please call 221-6515 (TDD 224- 6001)for assistance. WORK SESSION August 24, 2010 6:00 p.m. 1. Call Meeting to Order. 2. Poudre River Floodplain Regulations. (staff: Jon Haukaas, Ken Sampley, Marsha Hilmes-Robinson, Brian Varrella; 1 hour discussion) City Council requested a review of the policies and practices guiding the current stormwater program. At the August 2009 Water Board meeting, stormwater staff presented background on how floodplain regulations are currently administered through Chapter 10 of City Code. Staff returned to Water Board during the November 2009 meeting and received direction to solicit feedback on specific options that would revise the Cache la Poudre (Poudre) River Floodplain Regulations. The three Poudre"River Floodplain revision options are as follows: Option 91: The Poudre River floodplain regulations be revised to adopt a 0.1 foot rise floodway; or Option#2: The Poudre River floodplain regulations be revised to not allow any structures in the 100-year floodplain; or Option #3: No change to the Poudre River floodplain regulations (null alternative). This item provides further discussion and analysis of the options and an update on the public outreach program. In addition, related developments with the Colorado Water Conservation Board (CWCB) and the Federal Emergency Management Agency (FEMA) are addressed. 3. Continuation of the Discussion from the August 10, 2010 Work Session on Plan Fort Collins: Phase 2 — Vision, Policy Choices, and Proposed Directions. (staff: Joe Frank; 90 minute discussion) The Plan Fort Collins planning process is currently midway through the second of three phases. Phase 2 focuses on refining the vision, policy choices and preferred directions for the revisions to City Plan and the Transportation Master Plan. On July 27 and August 10, 2010, Council discussed and provided comments on most of the Policy Choices Needing More Direction and Discussion. Due to the lateness of the August 10 work session, Council decided to continue the discussion to the August 24 work session on policy "LIV 10-A: Carry Forward Existing Policies Related to Poudre River Corridor Activities". Council also wanted to discuss concerns, if any, with the list of Policy Choices to Carry Forward and Refine. 4. East Side and West Side Neighborhoods Design Standards Study. (staff: Joe Frank, Steve Dush, Megan Bolin, Clark Mapes; 1 hour discussion) In January 2010, at the direction of City Council, staff began a process to examine concerns related to the replacement and expansion of small older houses with larger new construction in Fort Collins' oldest neighborhoods. Prior to January, City Council and staff heard from a number of concerned residents that some of the new single-family development was incompatible with the neighborhood character. A key question which prompted this study was whether the City's current Land Use Code standards governing such development are adequate and appropriate to protect established neighborhood character, as defined by City policy. The Final Report summarizes the process, presents key background information and analysis, and concludes with a range of potential options for City Council to consider regarding whether and how to proceed with any implementation actions. 5.
