EXECUTIVE SUMMARY This Resolution approves expenditures of$42,500 for design, materials,installation and contingency fora project with the artist Barbara Baer to create two art elements integrated into the Lincoln Center Renovation Project. One work will be created as a focal point to the new main lobby and the second will highlight the exterior south facing wall above a newly renovated entrance into the facility. BACKGROUND / DISCUSSION Section 23-303 of the City Code established the Art in Public Places Reserve Account, and designated it for use in acquiring or leasing works of art, maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No.20, 1995.The Council permanently adopted the Art in Public Places Program,and reenacted City Code Chapter 23, Article IX, with certain modifications in 1998. The Art in Public Places Board moved to select an artist for this project using an RFP process through the City's Purchasing Department. Artist Barbara Baer was selected to work with the project team. The artist worked with the project team to develop design concepts integrated into the site and meet the goals of the project.This design concept was reviewed and recommended by the project team and the APP Board. The APP Board reviewed the design for this project at its July 21, 2010 Board meeting. The artist will design, fabricate, and install two artworks for this site. One work will be created for the interior main lobby and the second will be for the exterior south facing wall of the building. Barbara Baer's concept is to create an artwork for the south side of the building to draw attention to and highlight this newly renovated entry into the facility. The otherwise blank wall of the theatre becomes a giant canvas for the artist to create an artwork that will give impact to the building for the community to enjoy. The artist has also developed an art wall that will be both the focus and backdrop to patron activity in the Center's dramatic new lobby. The design combines linear movement and layers of translucent shapes in a visually changing wall of acrylic and light. Set in an architectural niche above the lobby's curving banquette seating, the work created from a double row of square translucent panels illuminated from behind by a wash of programmable colored light. FINANCIAL / ECONOMIC IMPACTS The funds for this item have been appropriated in the Art in Public Places Reserve Account in the Cultural Services and Facilities Fund. The Art in Public Places program has a maintenance fund for the long-term care of the APP art collection. The Lincoln Center Renovation Project art budget is $42,500 to be used for design, materials, installation, and contingency for this project. August 17, 2010 -2- ITEM 14 ENVIRONMENTAL IMPACTS The Lincoln Center renovation project is working towards constructing a LEED Gold certified building. The APR artist has been working with the project team in collaboration of the goals of this project. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. Many patrons approach the Lincoln Center along Mulberry and enter off the south parking lot. Placing the artwork on the South side of the building helps draw attention to and highlight this newly renovated entryway. The tall blank wall of the theatre becomes a giant canvas for the artist to create an artwork that will give impact to the building for the community to enjoy. The designed artwork illustrates the process of making/creating art within its scattering of cut shapes. Some of the sculptural forms bolt directly to the building surface, others curl off the brick wall or fold away from it, some reach above the roofline. By playing with positive and negative space, the design uses the existing wail itself to create some of the shapes. Expanding on the artist's concept of taking a drawing out of a page from a sketchbook, the metal cutouts are all white. By day, the color is in strong contrast to the darker brick, and by night the forms are illuminated with a color wash across the surfaces. The steel shapes of the sculpture are sandblasted, coated with a zinc primer rust barrier, and then powdercoated. The powdercoat product is an industrial finish often used for park signs and light posts.The overall artwork measures approximately 22' H x 34'W. �� I Proposed Lobby Artwork The open and dramatic new lobby of the facility has inspired an art wall that can be both a focus and backdrop to patron activity. The flowing, _ curling lines also mimic the stage dress of ancient Greece, the inventor of Western theatre tradition. Painted across the front of each acrylic panel is a ' pattern of lines; across the reverse are clouds of white and iridescent copper pigment. The overall dimensions are approximately 53"H x 265"W. The assembly stands 6"away from the back of the niche and is surrounded by a 1"open space to create a softly illuminated light box. Photo montage of artist's acrylic sample,to illustrate the final artwork pattern and effect The panels are premium grade acrylic sheet with flame polished edges.The surfaces are air-brushed with lightfast paints C and clear coated with multiple layers of urethane auto enamel: an extremely durable finish that is also UV resistant. The board asked about the possibility of eventually synching the fights with music. Ms.Francuz moved to accept Ms.Baer's exterior and lobby artwork for the nominal price of$42,500. Ms.Sommer seconded the motion. Res ullySubmifte" ' Anne Bossen RESOLUTION 2010-051 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND TO COMMISSION AN ARTIST TO CREATE ART FOR THE LINCOLN CENTER RENOVATION PROJECT WHEREAS, the City is currently in the process of renovating the Lincoln Center (the "Project"); and WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the funds appropriated for the Project was set aside in the Art in Public Places reserve account in the Cultural Services and Facilities Fund for use in the acquisition or leasing of works of art, the maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by Council in Ordinance No. 047, 1998 (the "Guidelines"); and WHEREAS, the Art in Public Places Board (the "Board") has selected an artist for the Project using an RFP process through the City's Purchasing Department; and WHEREAS,Barbara Baer(the"Artist")was selected to work with the Project Team to create a design concept appropriate to the Project site; and WHEREAS,the Board evaluated the Artist's designs at its regular meeting on July 21,2010, pursuant to the Guidelines; and WHEREAS, based on that evaluation,the Board is recommending the Artist's proposal for two works of art: an art wall in the lobby area that will consist of layers of translucent acrylic panels and programmable colored lights; and an artwork on the exterior south-facing wall of the building consisting of multiple metal sculptures of abstract forms, highlighting a newly-renovated entrance to the facility (the "Art Project"); and WHEREAS, the estimated cost to create the Art Project, including design, materials, installation and contingency for the Art Project, is $42,500; and WHEREAS, those funds are available in the Art in Public Places reserve account in the Cultural Services and Facilities Fund,and are appropriated as part of the 2010 budget,to provide for the Artist's design fees, materials, installation and contingency for the Art Project; and WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the recommended art be presented for Council review and approval because the cost of the art exceeds $10,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Council hereby authorizes the expenditure of up to FORTY TWO THOUSAND FIVE HUNDRED DOLLARS ($42,500) from the Art in Public Places reserve account in the Cultural Services and Facilities Fund for the Art Project proposed by Barbara Baer,the conceptual designs for which were reviewed and approved by the Art in Public Places Board on July 21,2010.
