Second Reading of Ordinance No. 002, 2010, Amending Section 2-445 of the City Code Regarding Membership on
the Youth Advisory Board.
EXECUTIVE SUMMARY
This Ordinance, unanimously adopted on First Reading on January 19, 2010, changes the membership of the Youth
Advisory Board from its current membership of 7 to a range of 5 to 9 members. This change provides greater flexibility
to accommodate fluctuating interest by young people in serving on the board. In the past, it has been difficult at times
to secure and retain seven engaged board members. Currently,there are young people interested and excited about
serving on the board, but no vacancies.

BACKGROUND / DISCUSSION
The Youth Advisory Board was created April 19, 1994 by adoption of Ordinance No. 058, 1994, and the original
membership was established at 9 members. Two members were appointed by Team Fort Collins. It was difficult to
recruit and maintain this level of membership and in 2006, Team Fort Collins decided it no longer wished to make
appointments to the Youth Advisory Board,!,-On June°6,2006,�Ord;nanee No:096, 2006, was adopted, changing the
membership of the Youth Advisory Board from 9(o 7 members))Turn\over is frequent on this Board as students
graduate from high school. Amending the City Code to allowa=range of 5 to 9 members provides City Council with
the opportunity to appoint interested studentseup to the/maximum of 9lmembers. When interest is not as high, a
minimum of 5 members allows a smaller'Board t'remain productive and�focused. A quorum can be established at
3 members for a 5-member Board, and 4 members for a Board of 6-9 members, to allow a smaller Board the
opportunity to conduct business when a full Board meeting is not possible.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
ORDINANCE NO. 002, 2010
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING SECTION 2-445 OF THE CODE OF THE CITY OF FORT COLLINS
REGARDING MEMBERSHIP ON THE YOUTH ADVISORY BOARD
WHEREAS,the Youth Advisory Board(YAB)is a City advisory board whose members are
appointed by the City Council; and
WHEREAS, pursuant to Section 2-445 of the City Code, the YAB consists of seven
members; and
WHEREAS, in order to provide more flexibility in the membership of the YAB depending
on the number of interested and qualified applicants, City staff is recommending that the City
Council amend the City Code to allow the YAB to consist of a minimum of five up to a maximum
of nine members.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, that Section 2-445 of the City Code is amended to read as follows:
See. 2-445. Membership; term.
(a) The Board shall consist of no less than five(5)and no more than nine
(9)members appointed by the City Council. All members shall be qualified
by experience, training, age, ethnicity or socioeconomic background to
represent a diverse cross section of youth in the Fort Collins community. At
least five (5) of the members of the Board shall be under the age of twenty-
one (21) years at the time of appointment. A quorum of the Board shall
consist of three (3) members for a five (5) member Board or four (4)
members for a Board consisting of six (6) to nine (9) members.

January, A.D. 2010, and to be presented for final passage on the day of February, A.D. 010.
