First Reading of Ordinance No. 033, 2007, Appropriating Unanticipated Revenue in the Transportation Services Fund and Authorizing the Transfer of Existing Appropriations in the Transportation Services Fund and the General Fund to Be Used for the Design and Construction of East Mountain Trolley Track Enhancements. The City of Fort Collins received a grant from the North Front Range Metropolitan Planning Organization Transportation Enhancement Grant Program to restore the brick roadbed surrounding February 20, 2007 -2. Item No. 19 A-B the exposed, abandoned, streetcar railway track so it will be an asset to the adjacent Old Town National/State/Local Landmark District, and provide safe pedestrian/bicycle passage. This project will involve removal and salvage of the existing bricks and removal of the existing concrete surrounding the existing tracks la a and new brick pavers. BACKGROUND This project will preserve and restore a portion of the brick roadbed that surrounds the exposed abandoned streetcar railway track along East Mountain Avenue, between College Avenue and Peterson Street in Fort Collins. The purpose is to preserve this architectural remnant of the streetcar system, to enhance the historic ambiance of the plaza entrance to Historic Old Town Fort Collins, and to provide safe passage for pedestrians and bicycles over the brick roadbed along this major street. The scope of the project is to remove and relay the existing bricks, adding some new, and replacing concrete pavement with bricks from east of College Avenue to Peterson Street on East Mountain Avenue. Nine thousand square feet of pavement(bricks and concrete) will be restored, and the existing light rail will remain intact for possible use in the future. The streetcar operated in Fort Collins from 1907 to 1951, when the service was removed in favor of modern buses. Although the tr t bY- a ed on West Mountain Avenue, because of the difficulty in cro ing the SF r r there are no plans at this time to extend the line east across C ge A e. er,onntain Avenue, several sections of trolley brick and light rail ar ose . se, ionsrely deteriorated, uneven, and unsightly, filled with asphalt patches after almost 100 years in the street. Recent street rehabilitation proposed demolishing the streetcar remnants in favor of a modern concrete roadbed, but the City agreed to temporarily patch the areas until funding could be secured to restore the brick streetcar roadbed. One major intact section is critically located at the intersection of Remington Street, where pedestrians cross from the City parking garage to the entrance of the Old Town Fort Collins Historic District. Another long section extends from Remington to Mathews Streets. Portions are visible to Peterson Street and for 150 feet east of Remington. The brick needs to be removed and reset using infill replacement brick where needed. This will make the Remington intersection safe for pedestrian and bicycle travel, and enhance this architectural remnant of the historic streetcar system in Fort Collins. This project would be const ed 0heut o w ity pgrades and a concrete street maintenance project planned 2007. t ect i armed to begin in February 2007 (weather permitting) followed th c t maint cc project and finally the brick restoration. Any work not complete by the end of May will be postponed until fall to avoid construction in the downtown area during the high traffic months of June, July and August. ATTACHMENTS 1. Location Map.
