Resolution 2009-107Supporting the Grant Application for a Local Parks and Outdoor Recreation Special Opportunity
Grant from the State Board of Great Outdoors Colorado for the Fossil Creek Trail at County Road 38-E.
EXECUTIVE SUMMARY
Park Planning and Development is currently applying for a $500,000 Great Outdoors Colorado Local Parks and
Outdoor Recreation Special Opportunity Grant. Accordingly,staff is preparing an application for the Fossil Creek Trail
at County Road 38-E project for this special grant cycle.
As part of the application process, Great Outdoors Colorado requires a resolution which indicates the City's support
for the project, verifying matching funds are appropriated, the land for the project is City owned by easement or title,
the project will be maintained in a high quality condition, and the City has completed similar grant sponsored projects.
BACKGROUND / DISCUSSION
Great Outdoors Colorado provides grant opportunities for eligible government agencies. In the past,the City has been
successful in obtaining numerous park,trail,and open space grants. Great Outdoors Colorado presently has available
a Local Parks and Outdoor Recreation Special Opportunity Grant for projects that are ready for construction, with
between $200,000 and $500,000 designated for trail projects.
The completion of the Fossil Creek Trail north of Cathy Fromme Prairie to the Spring Canyon Community Park has
been proposed as the project for this special grant. The project involves the construction of a new trail, beginning at
Luther Lane, where the Fossil Creek Trail presently ends, to an underpass of County Road 38-E. North of County
Road 38-E, the trail will be located on a trail easement on private property, then entering Pineridge Natural Area and
continuing north to the park site. See Exhibit A map. The project is estimated to cost about$1,200,000. The layout
of the trail has been discussed with those potentially affected by the construction, including City staff, area residents,
and Larimer County Engineering. The trail placement on Pineridge has been approved by Natural Resources' staff
as well. Design of the project has reached the final phase for the trail and underpass. Construction of the project will
begin in the summer of 2010.
FINANCIAL IMPACT
Capital funding for the construction of the project is budgeted in the Conservation Trust Fund. If awarded this grant,
the amount of Conservation Trust funds needed for this project will be greatly reduced, thereby allowing these funds
to be applied to other trail projects.
Operation and maintenance funding for the project will be about$5,000 per year, and these O&M costs are budgeted
in the 2010 Parks Maintenance budget.
STAFF RECOMMENDATION
Staff recommends adoption of this Resolution.

BOARD / COMMISSION RECOMMENDATION
On November 17, 2009,the Parks and Recreation Board voted unanimously to support the Great Outdoors Colorado
grant request for the expansion of Fossil Creek Trail at County Road 38-E.
The GOCO grant also received unanimous support from the Land Conservation and Stewardship Board during its
electronic Board meeting held on November 11, 2009.
PUBLIC OUTREACH
During the recent Parks and Recreation Policy Plan public process,the proposed completion of the City's trail system
was presented to the public. The community was asked to"list your top 3 most important outdoor facilities for adding,
expanding, or improving," and the number one voted outdoor facility was paved recreation trails.

BFO Process
The final budget was approved for the 2010-201 udget. However, we will be starting the process again in
March for the 2011-2012 budget.
Updates
Park Updates—J.R.:
Kelly Ohlson wanted to 1 ou know that he had planned to attend the October 28 meeting, and would have
come to tonight's meet' , but it was Council night. So he sends his apologies for not being able to attend
Crown Club I stigation: There were several incidents that lead to the change in concessionaire at Collindale
Golf Cours . The incidents were discussed, and the contract specifies that the Director of Parks can require that
employ s conduct themselves in a proper fashion. It was decided by the Crown Pub management that they no
Ion wanted to be in contract with the City. The Golf Board was advised and they approved of the change.
e RFP process has started, and JR hopes to have around 7-8 bids. He will be part of the interview process.
Park Planning Updates
There is a GoCo Grant available for$200,0004500,000. GoCo requires a resolution from the City Council
allow us to apply for the grant. We would use the grant money to expand the trail system from the Fossil Creek
Trail at 38E. The trail would start at Spring Canyon Community Park and then head south across Pineridge
Natural Area to Highway 38E, under Highway 38E, and then South to Luther Lane. The total trail project has
an estimated cost of$1,200,000. We need a recommendation from the Board.

Fossil Creek Trail at County Road #38E Great Outdoors Colorado (GOCO) Grant
Great Outdoors Colorado is accepting projects for a Special Opportunity Grant. Staff is
preparing an application for the Fossil Creek Trail from Luther Lane to Spring Canyon
Community Park. This trail segment will include an underpass of County Road#38E.
The grant amounts will range from $200,000 to $500,000. The trail project has an
estimated budget of$1, 2000,000. GOCO will make a decision on the winning grants in
April, 2010. The project would be constructed in the summer/fall of 2010 if the grant is
successful. Without the grant, we would definitely still do the trail from County Road
#38E north through Pineridge to the park. A review of revenues in the trail account
would be done to see if the underpass and the connection to Luther Lane can also be
funded in 2010.
Great Outdoors Colorado now requires City Council to pass a resolution in support of the
grant application. I would like to have the support for the project from your Board to add
to the Agenda Item Summary. The resolution is scheduled for the December 15`Council
Meeting.
Board comments:
• DeBell: I vote yes on the GOCO grant.
• Ellis: Yes, on the GOCO grant application, I agree wholeheartedly on a
recommendation for the trail connection.
• .Gaughan: The trail recommendation looks good, I vote yes.
• Germany: Great opportunity for connecting the trail system. I support this
recommendation.
• Grooms: Yes, on the GOCO grant.
• Haines: I definitely think the Board should support a recommendation to Council
for the GOCO grant application to connect the Spring Creek and Fossil Creek
trails across a portion of Pineridge. What a great opportunity for the community;
these trails are heavily used and enjoyed.
• Knowlton: I think the Board should support a recommendation to Council for the
GOCO grant application for the Pineridge to Fossil Creek trail construction. .
• Mills: Yes, on the GOCO grant. This connection is a great opportunity to link the
trail system.
• Stanley: As long as the trail is sensitive to the environment in terms of placement,
I vote yes on the GOCO grant. This trail connection will really be great for"my"
side of town.
• Sears: Linda thanks for your vote and concern. We have worked with Craig and
his staff planning the alignment of the trail to be as sensitive as possible. We are
very happy with the alignment.
The Land Conservation and Stewardship Board recommend to City Council to
support the Fossil Creek Trail at County Road#38E GOCO grant application. It
was unanimously approved.
RESOLUTION 2009-107
OF THE COUNCIL OF THE CITY OF FORT COLLINS
SUPPORTING THE GRANT APPLICATION FOR A LOCAL PARKS AND
OUTDOOR RECREATION SPECIAL OPPORTUNITY GRANT FROM THE
STATE BOARD OF GREAT OUTDOORS COLORADO FOR THE
FOSSIL CREEK TRAIL AT COUNTY ROAD 38-E
WHEREAS,the City's Park Planning and Development Department is applying for a Special
Opportunity Grant from the State Board of Great Outdoors Colorado (GOCO) in the amount of
$500,000 for funding for an extension of the Fossil Creek Trail north of Cathy Fromme Prairie to
Spring Canyon Community Park(the "Project"); and
WHEREAS,as part of its grant application process, GOCO now requires that the governing
body of any entity applying for grant funds approve of and show its support for the grant application
through a resolution of the governing body; and
WHEREAS,such resolution is to include information on the availability of matching funds,
ownership of the real property necessary for the Project,a commitment to maintain the Project in the
future, and how the applicant has demonstrated its ability to complete similar projects; and
WHEREAS,matching funds for the Project have been appropriated in the Conservation Trust
Fund and are available for expenditure on the Project; and
WHEREAS, the Project is to be built on property either owned by the City or on long-term
easements acquired by the City for trail purposes; and
WHEREAS,the City has the ability to complete this Project and has demonstrated this ability
on similar trail projects, including the Fossil Creek Trail Underpass of State Highway 287 project
completed in 2006, and the Mason Corridor Trail project completed in 2004; and
WHEREAS, should the City receive a GOCO grant for the Project and complete the Project
as planned, the City intends to maintain the Project in high quality condition, subject to the annual
appropriation by the City Council of funds sufficient and intended for such purpose, in the City
Council's discretion; and
WHEREAS, should the City receive a GOCO grant for the Project, staff will ask the City
Council,by a separate resolution,to authorize the City to enter into a Grant Agreement with GOCO.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, that in light of the forgoing,the City Council hereby supports the City's application for
a GOCO Special Opportunity Grant in the amount of$500,000 for the Fossil Creek Trail Project.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 1 st day
of December A.D. 2009.
