SUBJECT
Resolution 2007-026 Ratifying Appointments to the Fort Collins Regional Library Board of
Trustees.
RECOMMENDATION
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY
Last November,area voters approved the formation of the Fort Collins Regional Library District and
provided 3 mills in property tax to fund it. The District cannot begin operations until its Board of
Trustees is in place. The City Council and County Commissioners have formed a Library District
Trustee Selection Committee comprised of Commissioners Kathay Rennels and Karen Wagner and
Councilmembers Karen Weitkunat and Ben Manvel. The Committee is charged with selecting
candidates to fill seven trustee positions. The selected candidates must be ratified by a two-thirds
majority vote ofboth the City Council and the County Commissioners. By adopting this Resolution,
the Council will be ratifying the trustee candidates selected and recommended by the Selection
Committee.
BACKGROUND
Upon formation of a library district, state law provides a process for selecting the Board of Trustees
to govern the new district. In the case of the Fort Collins Regional Library District, this process
calls for the formation of a Trustee Selection Committee,composed of two representatives from the
City Council and two County Commissioners. The Committee is charged with selecting and
recommending candidates for the Board of Trustees for ratification by the full Council and the
Commissioners. Ratification must be by two-thirds majority vote.
The Selection Committee was formed and conducted an outreach process to solicit application for
the trustee positions. Sixty-one applications were received and the Committee members reviewed
and rated each one. After a comprehensive discussion the Committee selected seventeen applicants
for interviews. The seventeen applicants were interviewed over the course of three days. After
careful deliberation, the Committee selected seven candidates to fill the seven Board of Trustee
positions. The candidates selected by the Committee and recommended for ratification by the full
Council and the Commissioners are:

The applications and associated documentation provided by the candidates to the Committee are
included as Attachment 1.
State law provides the initial terms for the trustees. One trustee serves for one year, one for two
years, one for three years, two for four years and two for five years. Thereafter, trustees are
appointed for the length of term specified in the bylaws adopted by the Board of Trustees. The
number of terms a trustee may serve is also specified in the bylaws. After the initial term expires,
recommendations to fill the position may be provided by the Trustee Selection Committee or the
City and County can agree to allow the Board of Trustees to recommend candidates. Actual trustee
appointments must be ratified by both the Commissioners and the Council,by a two-thirds majority.
The initial term for each selected candidate recommended by the Committee is noted above.
Once the trustees are ratified by the Council and the Commissioners they will begin the business of
adopting bylaws and creating the operational framework for the District. State law requires the
District,the City and the County to enter into an intergovernmental agreement within 90 days of the
ratification of the trustees.

A Governing Partnership The creation of a dynamic partnership between the district,

the community,Latimer County and the City of Fort Collins will serve as the
essential foundation for the district to best serve its community.This collaboration
will be essential to development of a mutually-beneficial,productive
intergovernmental agreement between the parties.Public•private collaborations are
complex,layered relationships that require time,expertise in a wide range of fields,
give and take,and enormous personal investment.However,when well-structured,
this investment can productively frame institutions such as the newly-formed library
district for many years to come.
Fiscal Authority In the State's model for a library district,the Board of Trustees has
fiscal authority over the public funds that create the District.This is an enormous
civic responsibility and will require a thoughtful investment of time in order to: 1)
work with the City to build a transitional and long-term relationship with which to
address lease agreements,property and maintenance,staffing,human resources,
pension and health benefits;2)create a steadfast,transparent process of checks and
balances under which the district budget(projections,expenditures,revenue,future
spending,operations and maintenance,contracts and lease agreements,etc)can be
governed efficiently and responsibly.
Operational Leadership The creation of the library district is much more far-reaching
than a mere restoration of services previously lost in budget reductions.The district
will have the opportunity to evaluate short and long-term goals,available resources,
community needs,desired services,potential for growth,staffing practices and much
more,This opportunity has the potential to excitingly strengthen and reshape library
services for Northern Colorado.

What do you believe is(are)the primary issue(s)facing the Library Board of Trustees?
The first set of issues facing the new board has to do with the transition to a library
— district. The board will need to come up with IGAs with the city,county and FRCC. And
— while other library districts' IGAs may be helpful as samples, our unique situation and
circumstances will require very careful construction of an agreement that will best serve
all signers. These agreements must cover,among other things,the question of the transfer
of resources from the city to the library district(buildings, collections,etc.), library
personnel issues(benefits, administration,choosing and contracting with a director,etc.),
insurance and so on. The district and the city will have to decide what services the city
_ will continue to provide and what compensation will result. The board will need to adopt
policies and bylaws for itself and to review and adopt policies for the library. They will
need to hire legal counsel.
I am particularly concerned with the library personnel issues and transitions,because I
feel the library staff is quite possibly the library's most valuable resource.
I consider the second most pressing issue to be the planning and decision-making i
— involving the construction of the new southeast branch. I know library staff has been
working already and will be eager to bring the new board up to speed and share their
ideas on what has been in the works.
And finally,when some of the nuts and bolts of getting the district up and running have
been taken care of,the board will be responsible with the library staff for articulating a —
_ vision of what they want their library district to accomplish, what the community wants
and can expect, and how best to implement those ideas.

This letter will serve as an introduction and to provide information not covered by my
attached resume.
I have been a Fort Collins resident since 1979. In 1987, my family moved aboard a boat
and lived aboard until 2003 when we returned to Fort Collins permanently(we had been
spending summers here since 1999). During those years we still owned property here and
maintained contact with the community by regular visits.
The experiences and skills I acquired and practiced during those years do not fit easily
into the programmed spaces of a resume so I thought a letter would help fill in the blanks.
I am a lifelong reader and library patron and supporter, and joined the Libraries Yes!
Steering Committee by invitation last summer to work for the passage of the ballot issue
for creation of a library district. During my time on the committee, I learned an immense
amount about library districts and our current library system, and I met many community
leaders and library employees who were volunteering their personal time to get the ballot
issue passed.
• I think the members of the inaugural Library District Advisory Board have an
opportunity to create a phenomenal resource for our community and I would like to be a
part of finishing what the passage of the ballot issue started. Having helped persuade our
taxpayers to invest their money, I feel a certain obligation to help see that it's used
wisely.
I have spent a lot of time since November trying to educate myself about the next steps in

I believe I would be an asset to the Library District Board. As a volunteer,I have a
proven history of commitment,energy, enthusiasm, and following through on projects.
The first year of the district is going to be a lot of hard work, full of challenges and
decisions. As a young retiree,I have the time and the motivation required for this
undertaking.
I have a journalism degree, and have been trained in researching projects, sifting through
the results, and presenting findings articulately. I also spent time years ago covering city
meetings and am not unfamiliar with workings of municipal government. I worked as a
911 dispatcher,and I have a good perspective on what's important and what's not. I work
well under pressure and don't get rattled by unexpected snags that crop up. I have served
on committees and am comfortable and effective in this setting.
While I have limited experiences with working with budgets, I have often held positions
which required a lot of financial responsibility, such as preparing closing documents for
complex business deals or examining campaign donations for compliance with FEC
regulations.
I appreciate this opportunity to be a part of something that I feel so strongly about. I can't
think of a better way to make a contribution to my community than to act as a steward for
our new library district.

known Robin since 1983,when we first worked together at Fort Collins Police Services.
Over the years we have come to be close friends and I am proud to tell you more about
her.
Robin has a keen and insightful mind and is gifted with a common sense that most of us
could only hope to have. I first worked with her in high-pressure situations as an
emergency services (9-1-1)dispatcher. There was never any doubt that citizen and
coworker alike put their complete trust in her and her abilities. Robin was respected by
all for her intelligence,work ethic and quick thinking, all coupled with a kind heart.
• A constant in her life has been her ongoing love of reading and books. She has been an
avid supporter of our local library—even when living afar—and I recall when she first
1 heard about the potential for a library district and enthusiastically volunteered her help.
We had many long conversations about the issues,the process and the many subtleties
that might influence the successful passage of the proposal.
As a facilitator who has worked with many a group, I am always delighted to discover a

I have known Robin since the early 90's. She and her family were living aboard their boat in Fort
Lauderdale in the summertime and Robin worked for my company,Northrop and Johnson
Yachts-Ships, as a temporary employee for several years.
Robin worked at various secretarial positions in the office, and I was very impressed with her
organizational skills, intelligence and work ethic. In 19981 asked her to be my personal assistant
and she agreed to fill the position for a year while her family took a sabbatical from cruising.
Robin's job responsibilities included correspondence and extensive phone contact with my most
important clients,preparing sales contracts and closing documents for yacht deals (most in the
$1,000,000 to $15,000,000 range), writing press releases,organizing special events, interviewing
prospective yacht captains and crews, and overseeing my schedule of activities and travel
arrangements in the U.S. and Europe.
In addition, Robin was given the job of coordinating our company's entries in the Fort
Lauderdale Boat Show. This included responsibility for individual contracts and payments for
each boat entered, advertising, staffing and crew concerns, booth arrangements,catering,
entertainment, client scheduling and travel arrangements,coordination with our five other offices
and managing a budget I excess of$250,000 per event.
All these positions require flexibility, excellent verbal and written communication skills, hard
work, and maintaining poise under pressure and Robin easily fulfilled all of these requirements.

The biggest challenge facing the Board of Trustees is the initial, proper
organization of the District. The hiring of an attorney and an auditor, the
formulation of a compensation structure, the implementation of a retirement
benefits, and the formulation of capital and operating budgets are all part of
the initial organization needs. As a former elected governmental official and as
an independent auditor of governmental entities, I have a knowledge
background to work with others to erlorltlze these decisions.

member of the Library District that.I have worked on establishing several new organizations,so I am familiar

and at several colleges where I taught,I developed new instructional programs,
designing the curriculum,developing the teaching materials,and gaining the
administrative approval to codify the program.Also I helped start and was
chair for five years of a local development corporation that worked on
revitalizing a commercial strip on Fulton Street in Brooklyn.Since I have lived
in Fort Collins,I have worked on the Multicultural Commission,and I was
chair of that group during the year it transformed itself into the Northern
Colorado Multicultural Corporation and became a 501/C3 corporation.In each
of these situations,there were general guidelines about the process of
• establishing the organization,but in each case,we had to pay attention to local
conditions and we had to adapt the process to those conditions.Currently I am
on the boards of the Latimer Chorale and FortNet.Recently I chaired the
committee which rewrote the bylaws of the Chorale.

What do you believe is(are)the First the board must have bylaws,to govern its internal organization and
primary issue(s)facing the operation.

Second,the board has to develop the job description for the library director
and hire a qualified person for that position.
Third,the board has to negotiate IGAs with its government agencies-Front
Range Community College,Larimer County,and the City of Fort Collins.
Some of this will be boiler plate,but there are many significant issues to be
worked out.
Fourth,the basic budget of the district must be developed,based on anticipated !
revenue collected.Especially during this first year,it will be revised
frequently.
Fifth,there are policies to be developed and articulated-insurance,facilities
management,personnel administration,technology management,accounting,
employee benefits,and board insurance just to begin with.
Sixth the board needs to begin formulating long term development plans for
the district-additional branches,other services that should be added.

RESOLUTION 2007-026
OF THE COUNCIL OF THE CITY OF FORT COLLINS
RATIFYING APPOINTMENTS TO THE FORT COLLINS
REGIONAL LIBRARY BOARD OF TRUSTEES
WHEREAS, on November 7,2006, the voters approved a citizen initiative to establish and
fund the Fort Collins Regional Library District(the"Library District")pursuant to Sections 24-90-
101 to 606 of the Colorado Revised Statutes (the"Library Law"); and
WHEREAS, pursuant to the Library Law, the City Council and Larimer County
Commissioners each appointed two oftheir members to a committee (the"Committee")to fill seven
positions on the initial board of trustees of the Library District; and
WHEREAS,the Committee created an application form,advertised for applicants,and held
interviews to select the initial board of trustees; and
WHEREAS, the Committee has appointed seven individuals to the Library District Board
of Trustees; and
WHEREAS, Section 24-90-108(2)(b) of the Library Law requires that the Committee's
trustee appointments be ratified by a two-thirds majority vote of the legislative body of each
governmental unit participating in the District.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that pursuant to the requirements of the Colorado Library Law, the Council, by a two-
thirds majority vote of its members, hereby ratifies the Committee's appointments of the persons
listed below to the Board of Trustees of the Fort Collins Regional Library District for the terms
shown after each name;provided,however,that such action is contingent upon the Larimer County
Commissioners taking similar action:
