Options for Harmony Road and Shields Street Intersection.
GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED
Staff is presenting the pros and cons of constructing either a roundabout or a traditional intersection
at the Harmony Road and Shields Street intersection and is looking for direction on how to proceed.
Should the Design Team:
1. Conduct a public information process to present both a roundabout and a traditional
intersection alternative to all potentially affected interests.
or
2. Proceed with only a traditional intersection design alternative.
FINANCIAL IMPACT
The roundabout is estimated to cost $900,000 less than the standard intersection due primarily to
less required right-of-way and less required pavement surface(i.e., smaller footprint).
BACKGROUND
As a part of the W. Harmony Road Improvements—Seneca to College(funded by the Building on
Basics 1/4-cent sales tax and Federal Grants) staff has been evaluating options to improve the
Harmony Road and Shields Street intersection. Per City Policy,an Intersection Alternative Analysis
has been completed comparing a traditional intersection to a modern roundabout.
Schedule
• Design started in mid-2006. Design and right-of-way acquisition will continue through 2007
and early 2008.
• Construction is planned for 2008.

Intersection Analysis Summary
• The roundabout alternative is modeled to operate at a higher Level of Service(lower average
delay), estimated to cost less, and to have 40% fewer injury accidents than a traditional
intersection.
• Staff believes that the roundabout alternative may be less safe for bicycles and motorcycles.
• The roundabout would be one of the largest in the region, but comparable to others in the
State.
• The roundabout alternative is controversial and is adamantly opposed by many citizens.
• The roundabout is estimated to cost $900,000 less than the standard intersection due
primarily to less required right-of-way and less required pavement surface (i.e., smaller
footprint).
• Although staff believes that a roundabout will work well in this location,staff also perceives
that this may be "too much too soon" and the traveling public may not be ready for a
roundabout of this size at this time.

Other Considerations
• A roundabout at Harmony and Shields would be one of the highest volume
roundabouts in the region.
• Based on comments that we've received to date, the public generally opposes a
roundabout in this location.
• Public acceptance of larger roundabouts in Fort Collins may be best achieved by
continuing to build and monitor smaller roundabouts.
