1. Call Meeting to Order.
2. Transfort/Dial-A-Ride Service Change Update and Related Issues;Including Implementation
of Three New Fixed Routes,DAR Policy Implementation Impacts,and Task Force Progress
Resort. (1 hour discussion)
Staff is seeking Council direction on continuation of night service for Dial-A-Ride clients
beyond March 31, 2007 as well as on several issues that have arisen during the DAR policy
implementation.
1. What direction does Council have in regards to the continuation of night service past
March 31, 2007? If Council wishes to continue providing this service, additional
funds must be allocated.
2. Staff seeks clarification from Council on the DAR clients who live outside the new
service area, i.e., 84 clients who were grandfathered into the service.
a. Dial-A-Ride is only serving those who have a disability that prevents them
from using fixed route bus service. In order to ascertain who is eligible, all
84 clients are being required to recertify; as are all DAR clients.
b. Of the 84 clients who qualify, the City will provide service through
December 2007; and staff understood that Council will likely continue the
service in the 2008-2009 budget.
C. Of the 84 clients who qualify, does Council wish staff to provide
grandfathered DAR service to those who live in Loveland?
d. Only those who are eligible out of the 84 clients are being grandfathered;and
while there have been requests from others, staff has said no and continued
to only serve those in the new service area.
3. Options for Hannon Road and Shields Street Intersection. (45 minute discussion)
Staff is presenting the pros and cons of constructing either a roundabout or a traditional
intersection at the Harmony Road and Shields Street intersection and is looking for direction
on how to proceed.
Should the Design Team:
1. Conduct a public information process to present both a roundabout and a traditional
intersection alternative to all potentially affected interests.
or
2. Proceed with 2nly a traditional intersection design alternative.
4. City Manager Update on the Performance Management System. (90 minute discussion)
This work session provides City Council with an update on pay for performance initiatives
currently underway. Council will receive information on how the City will evaluate
employee performance and manage employee pay under this new model. Staff would
appreciate feedback related to the system outlined by WisdomNet, Inc.:
1. Does Council agree in concept with the Performance Management system as
outlined?
2. Does Council agree with the Pay philosophy presented?'
3. What questions or general comments does Council have?
5. Other Business.
