Second Reading of Ordinance No. 103, 2009,. Appropriating Unanticipated Grant Revenue From the Office of the
National Drug Control Policy and the U.S. Department of Justice in the General Fund for the Northern Colorado Drug
Task Force.
EXECUTIVE SUMMARY
The City has received three grants for the Northern Colorado Drug Task Force. The first is from the Office of National
Drug Control Policy for January 1-December 31, 2010, in the amount of$84,124. The second is from the Office of
National Drug Control Policy in the amount of$24,703. The third is from the U.S. Department of Justice in the amount
of $108,275 for fiscal year 2009. This Ordinance, unanimously adopted on First Reading on October 20, 2009
appropriates these funds.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.

FINANCIAL IMPACT
The City has received three grants forAhe Northern C loraWDrug Task Force. The first is from the
Office of National Drug Control Policy for January 1�'December�3;���2010,in the amount of$84,124.
The second is from the Office of NationADrug Control-Policy m1he amount of$24,703. The third
is from the U.S. Department of Justice in tlie-a'mount,of$108,276 for fiscal year 2009. There is no
financial impact to the City of Fort Collins and there are no matching funds required for these grants.
EXECUTIVE SUMMARY
The Northern Colorado Drug Task Force (formerly Larimer County Drug Task Force) is a multi-
jurisdictional investigative team that currently includes Fort.Collins Police Services, Loveland
Police Department,Colorado State University Police Department and the Colorado National Guard.

illegal narcotics activities in La\ mer,Gounty The City has received notification of the initial grant
award in the amount of $84,124-that will-be uses to fund Task Force operating expenses. An
additional $24,703 was received in a separate request for reimbursement for costs incurred during
a specific investigation that was conducted in,partnership with other local and federal law
enforcement agencies. These appropriations are not a request to identify new dollars for the Police
Services budget. This ordinance appropriates $84,124 and $24,703 in new federal grant monies.
Fort Collins Police Services also applied for a U.S.Department of Justice,Edward Byrne Memorial
Justice Assistance Grant on behalf of the NCDTF for a grant to help fund Drug Task Force
operations. This grant was written cooperation with=the'EarimeWCounty Sheriff's Department
and the Loveland Police Department. Fort Collins PoliceJServices received $108,275, which will
be used for operating expenses and equipment)fb-jfhe Task Force. This appropriation is not a
request to identify new dollars for theoPolice Se vices budget.This ordinance appropriates$108,275
in new federal grant money.
ORDINANCE NO. 103, 2009
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE FROM THE OFFICE
OF NATIONAL DRUG CONTROL POLICY AND THE U.S. DEPARTMENT OF JUSTICE
IN THE GENERAL FUND FOR THE NORTHERN COLOR-ADO DRUG TASK FORCE
WHEREAS, the Office of National Drug Control Policy(the `'ONDCP") has awarded Fort
Collins Police Services("FCPS")a federal grant in the amount of$84,124("Grant I") for use in the
Northern Colorado Drug Task Force (the "Task Force"); and
WHEREAS, the ONDCP has awarded a second grant to FCPS for the Task Force in the
amount of$24,703 ("Grant [I"); and ;
WHEREAS,the U.S. Department of Justice has awarded FCPS a federal grant in the amount
of$108,275 (the "DOJ Grant"); and
WHEREAS, Grant I will be used to fund Task Force operating expenses during the period
of January 1 through December 31, 2010, Grant II will be used to reimburse costs incurred by the
Task Force during a specific. investigation that was conducted in partnership with other law
enforcement agencies, and the DOJ Grant will be used to fund Task Force operations; and
WHEREAS, the Task Force, formerly known as the Latimer County Drug Task Force,
consists of representatives from FCPS, Loveland Police Department, Colorado State University
Police Department, and the Colorado National Guard; and
WHEREAS, none of these grants require matching funds and the City and FCPS will
administer the grants for the Task Force; and
WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make
supplemental appropriations by ordinance at any time during the fiscal year,provided that the total
amount of such supplemental appropriations, in combination with all previous appropriations for
that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be
received during the fiscal year; and
WHEREAS,City staff has determined that the appropriation of the grant funds as described
herein will not cause the total amount appropriated in the General Fund to exceed the current
estimate of actual and anticipated revenues to be received in that fund during the fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of EIGHTY FOUR THOUSAND ONE HUNDRED TWENTY FOUR
DOLLARS ($84,124) for expenditure, upon receipt, in the General Fund for Police Services for
operating expenses of the Multi-jurisdictional Drug Task Force Grant Project for the period of
January 1 through December 31, 2010.
Section 2. That there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of TWENTY FOURTHOUSAND SEVEN HUNDRED THREE DOLLARS
($24,703)for expenditure, upon receipt, in the General Fund for Police Services for reimbursement
of expenses related to a particular investigation of the Multi-jurisdictional Drug Task Force Grant
Project.
Section 3. That there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of ONE HUNDRED EIGHT THOUSAND TWO HUNDRED SEVENTY
FIVE THOUSAND ($108,275) for expenditure, upon receipt, in the General Fund for Police
Services for operating expenses of the Multi-jurisdictional Drug Task Force Grant Project.
Introduced, considered favorably on first reading, and ordered published this 20th day of
October, A.D. 2009, and to be presented for final passage on th �r day of November, A.D 009.
