SUBJECT
First Reading of Ordinance No. 179,2006,Appropriating Unanticipated Revenue in the Recreation
Fund to be Used for the Youth Pottery Program.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT
This Ordinance authorizes the appropriation of$7,030 in the Recreation Fund, representing the
proceeds of a Colorado Council for the Arts grant, to be used to fund additional Youth Pottery
programming. The terms of the grant require a like amount in City matching funds. This Ordinance
authorizes the transfer of$3,515 from the Recreation Fund 2006 operating budget to the grant
project budget, representing the grant matching requirement for 2006. The 2007 required match
($3,515) is included in the Recreation Fund 2007 budget.
EXECUTIVE SUMMARY
On August 15, 2006, Council adopted Resolution 2006-081 authorizing the City Manager to enter
into a grant agreement with the Colorado Council on the Arts for funding for the Youth Pottery
Program.
The City Recreation Division was recently awarded a matching grant from the Colorado Council
on the Arts in the amount of$7,030. This amount represents the difference between expenses
directly attributed to the Youth Pottery Program and program revenues during the fiscal year, July
1, 2006 through June 30, 2007. The Colorado Council on the Arts requires that the City Council
appropriate these funds. This request is to appropriate the amount of$7,030 to support this program
in 2006/2007 and authorize the transfer of appropriations totaling$3,515,from the Recreation Fund
2006 operating budget to grant project budget, representing the required 2006 matching dollars.
Grant matching funds for 2007 ($3,515) are included in the Recreation Fund 2007 budget.
BACKGROUND
The Recreation Division staff received a $7,030 grant from the Colorado Council on the Arts to
provide a break-even scenario for the Youth Pottery Program. The Youth Pottery Program offers

students from tots to teens the opportunity to experiment in clay and explore self expression. Over
340 youths have participated in pottery classes in the past year and staff will be able to expand
access to quality arts education for all young people in the community with this grant support.
A portion of the funding to match this grant has already been appropriated by Ordinance No. 132,
2005, which authorized the 2006 operational budget for the City, including the Youth Pottery
Program which is part of the Recreation Division budget. The appropriated City match will be
offset through program registration revenue from fees,as well as through other 2006 grants that have
been received for Youth Pottery.The remainder of the total match to satisfy the requirements of the
Colorado Council on the Arts grant is identified in the 2007 requested appropriation for the
Recreation Division.
ORDINANCE NO. 179, 2006
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE RECREATION
FUND AND AUTHORIZING THE TRANSFER OF EXISTING
APPROPRIATIONS IN THE RECREATION FUND TO BE USED FOR
THE YOUTH POTTERY PROGRAM
WHEREAS, the Recreation Division's Youth Pottery Program offers students, from
elementary school to high school,the opportunity to experiment in clay and explore self expression;
and
WHEREAS, in the past year, over 340 youths participated in pottery classes provided
through the Recreation Division; and
WHEREAS,the Recreation Division applied for and was recently awarded a grant from the
Colorado Council on the Arts ("CCA") in the amount of$7,030; and
WHEREAS, on August 15, 2006, City Council adopted Resolution 2006-081 authorizing
the execution of a grant contract between the City's Recreation Division and CCA for funding for
the Youth Pottery Program; and
WHEREAS, the CCA grant will provide additional funding for the Youth Pottery Program
for the period beginning July 1, 2006 and ending June 30, 2007; and
WHEREAS, the CCA grant proceeds will allow the Recreation Division to expand access
to quality arts education to additional youths within the community; and
WHEREAS, the CCA grant requires a local match totaling$7,030; and
WHEREAS, the first half of the required local match, totaling$3,515 for 2006, is included
in the Recreation Division's 2006 Operating Budget; and
WHEREAS, the balance of the required local match, totaling $3,515, is included in the
Recreation Division's 2007 Operating Budget,adopted by City Council on November 21,2006,via
Ordinance No. 177, 2006; and
WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of CCA grant funds will not
cause the total amount appropriated in the Recreation Fund - Fort Collins Youth Pottery Program
to exceed the current estimate of actual and anticipated revenues to be received during the fiscal
year; and
WHEREAS,Article V, Section 10,of the Charter authorizes the City Council to transfer by
ordinance any unexpended and unencumbered amount or portion thereof from one fund or capital
project to another fund or capital project,provided that the purpose for which the transferred funds
are to be expended remains unchanged; and
WHEREAS, it is the desire of the Council to appropriate the sum of$7,030 in Colorado
Council on the Arts grant funds, and authorize the transfer of appropriations,totaling$3,515, from
the Recreation Fund 2006 operating budget to the Recreation Fund - Fort Collins Youth Pottery
Program grant project to be used for the Recreation Division's Youth Pottery Program.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That there is hereby appropriated for expenditure from unanticipated revenues
in the Recreation Fund - Fort Collins Youth Pottery Program grant project the sum of SEVEN
THOUSAND THIRTY DOLLARS ($7,030), representing grant proceeds from the Colorado
Council for the Arts, to be used for the Recreation Division's Youth Pottery Program.
Section 2. That the unexpended appropriated amount of THREE THOUSAND FIVE
HUNDRED FIFTEEN DOLLARS ($3,515) is hereby authorized for transfer from the Recreation
Fund 2006 operating budget to the Recreation Fund - Fort Collins Youth Pottery Program grant
project, to be used for the Recreation Division's Youth Pottery Program.
