EXECUTIVE SUMMARY The Carnegie Building was built as a library in 1904 at 200 Mathews in Library Park. It has served as a City of Fort Collins public building for more than one hundred years. In 1978, the building became the home of the Fort Collins Museum. The Fort Collins Museum and the Discovery Science Center have forged a new partnership. Through the merging of these two cornerstone institutions, a new museum building will be built and opened in late 2011 or early 2012. The City needs to determine the future use of the Carnegie Building after the Museum is relocated. The building itself is historically significant and a treasure to the community. For the last 30 years, the building has served as a part of the Cultural Services Department. After looking to the Cultural Plan adopted in 2008,reaching out to the community through an online survey and open house,and connecting with potential partner organizations, Cultural Services is recommending the Carnegie Building be repurposed as a community cultural center. GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED 1. Does Council have any questions or concerns with the proposed use of the Carnegie Building as a community cultural center? 2. Does Council have any suggested changes or additions to the proposal? 3. Does Council generally support the proposal? BACKGROUND The 1904 Carnegie Building at 200 Mathews has served as a City of Fort Collins public building for more than 100 years. The Fort Collins Museum has been housed in the building since 1978. The Carnegie Building and the Courtyard,including the four historic cabins to the south,are designated as an Historic Landmark District. The Fort Collins Museum and the Discovery Science Center have forged a new partnership,and a new museum building will be built and opened in late 2011 or early 2012. April 27, 2010 Page 2 The Cultural Services Department was asked to recommend future uses for the Carnegie Building after the Museum is relocated. To research potential uses of the building, Cultural Services staff first looked to the Cultural Plan. In 2008, the Cultural Plan was adopted as a guide for the work of the Cultural Services Department and for other non-city groups and organizations to pursue, with the goal of supporting quality of life and economic development in Fort Collins. The Plan includes a number of recommendations that were proposed to help move the community towards the common vision of being recognized as an arts and cultural center and destination. The Cultural Facilities section of the Plan encourages the development of a black box theater, community exhibition space, an arts council, and shared administrative spaces for both performing and visual artists. The availability of the Carnegie Building offers an opportunity to pursue several of these recommendations in the Cultural Plan. In addition to consulting the Cultural Plan, staff surveyed other City departments to determine if they had an interest in using the building. None did. Staff also reached out to outside organizations who had specifically expressed an interest in the facility,including Our Global Village Museum and Learning Center and the Poudre River Library District. Because of its historic nature and having served as a public space as a museum for so many years, the community is vested in the future of the building. An online survey was launched through the City's website and email to test the three primary proposed uses to date: community cultural center, library uses, and the Our Global Village Museum; and to open up the opportunity for members of the community to comment on other uses they might like to see. The survey received 1,646 responses,with more than 745 individual comments. An open house was held and 32attended. The survey results show that the public is interested in the community cultural center idea(55%), with the Library use second (25%), and the Global Museum use third (22%). The comments from the survey were just as important as the ranking of these three ideas, as this was an opportunity to hear new ideas. One of the most popular responses was to include meeting and event space in the building. Others specifically noted the desire to have the building preserved and continue as a public space. (see Attachment 3) After looking to the Cultural Plan,reaching out to the community through an online survey and open house, and connecting with several potential partner organizations, Cultural Services is recommending the Carnegie Building be repurposed as a community cultural center. The concept for the community cultural center includes: • Flexible, inexpensive space for anyone in the community to use • Creation of spaces the community can gather in, and support creative endeavors • Addressing several recommendations from the Cultural Plan • Repurposing the building in its current configuration, with minimal up-front investment • Creation of the following usable spaces: Gallery, black box area(that can be separated by curtains or be a continuation of the gallery space), meeting room,two small classrooms, • Partnering with Fort Collins Public Access Network, a non-profit public access TV studio, and training classes to encourage use of the public access network • Beet Street offices • Partnering with Beet Street to host professional and economic development programs for the arts industry (arts incubator) April 27, 2010 Page 3 The Poudre River Library District Board has stated it is not interested in using the Carnegie Building for ongoing library operations, but would be very interested in partnering and taking advantage of the creative spaces that would be developed as part of a community cultural center. The District could use gallery, classroom, and black box spaces for many of its programs. For example, library puppet shows could be held in the black box space. Staff is working with"Our Global Village Museum and Learning Center"to find possible space that would fit its square foot needs, as well as its desire to be located in the downtown area. Staff is exploring options at Mountain and Mason at this time. The Global Village volunteers are also interested in periodically using gallery, classroom, and meeting spaces that would be part of a community cultural center. Beet Street would be a significant partner in the community cultural center. Beet Street's revised Strategic Plan focuses, in part, on economic development by providing artists and art organizations professional development tracks, resources, and networking opportunities. The non-profit would move its offices to the mezzanine level of the Carnegie Building and run many of its professional and economic development programs in the building. The creative spaces in the building, such as the gallery, black box, and meeting room, would support the work of Beet Street. In effect, Beet Street's programs and the creative spaces of the building will work together to create an arts incubator, where artists and art organizations can access resources they need to be successful. By charging rent to major tenants like Beet Street, charging nominal fees for use of the gallery space,black box,meeting and class rooms,and utilizing existing resources in Cultural Services,the proposed community cultural center would be cost-neutral to the General Fund. As a community cultural center,the Carnegie Building will be a vibrant and creative place. It would provide the opportunity for community members to view, share, and participate in the creative process and have potential economic impact through the arts incubator activities of Beet Street. It has served as a City of Fort Collins public building for more than one hundred years. In 1978, the building was re-purposed as the new home of the Fort Collins Museum. The Fort Collins Museum and the Discovery Science Center have forged a new partnership. Through the merging of these two cornerstone institutions, a new museum building will be built and opened in late 2011 or early 2012. The City of Fort Collins surveyed the community on three possible uses for the Carnegie Building and offered the opportunity for community members to write in other uses. Survey Design: An on-line survey was designed to provide public input into possible uses. The survey asked respondents to consider the following three scenarios for the Carnegie Building: 1. Community Cultural Center: includes a black box theater, gallery space, meeting room, workshop/classrooms for the community to use in the creation and presentation of the arts. 2. Library Annex: includes processing space, offices, and storage for the existing pubic library building. 3. Global Village Museum: exhibits, reference materials, and educational programs with an international focus. The survey consisted of three questions: first, rank the three scenarios; second, an open- ended question for the respondent to write in "Other Uses"; and third, for the respondent to reflect on the proposed uses and write any additional comments. Survey Distribution: The survey was primarily distributed on-line through the City of Fort Collins website, fcgov.com. Emails containing the survey were also sent out and provided to the Poudre River Library, Our Global Village Museum, The Fort Collins Museum/Discovery Science Center, Beet Street, and Lincoln Center to distribute to their email lists. Those receiving the email were encouraged to forward it on to others who might be interested in taking the survey. An Open House was also held on January 7, 2010 at the Lincoln Center. Of the 1,646 respondents, 294 wrote a response to this question. The summary chart below, Table 1, lists all the uses suggested, the number of respondents mentioning that use, and the percentage of total responses to the question. Meeting and event space topped the list. Although the question offered the opportunity to suggest other uses than those proposed, many still suggested one the three scenarios. Library use was considered a logical use of the building, but some expressed concerns that the proposed use as a Library Annex would not allow the public to enjoy the historic building. This question asked respondents to reflect on the three scenarios and provide any additional comments. Of the 1,646 respondents, 426 wrote a response to this question. The summary chart below, Table 3, lists comments, the number of respondents, and the percentage of total responses to the question. Sixty-two respondents commented on the Library option. While some were unsure of the Library's need for additional space, many thought the current main library building was too small and wanted expanded services. The idea of returning the Carnegie back to its original use was appealing. Sixty-one respondents commented favorably on the Global Village Museum concept. The international focus and diversity were appealing. Fifty- five respondents agreed with the Cultural Community Concept. An additional 15 wanted a black box theater/performance space. Respondents also saw opportunities for the Library, Cultural Community Center, and Global Museum to collaborate. Fifty-two respondents shared their desire that the building continue to be preserved, and appreciated the historic value it has to the community. Forty-two respondents commented that they wanted the building to be open and accessible to the public. Beet Street approved a new strategic plan in November 2009 that.was reviewed and approved by the Downtown Development Authority and presented to City Council in February 2010.The plan includes a new focus on incubator- style economic development, with an immediate focus on centralized marketing, professional development classes and services, and leadership and advocacy for the arts and culture community in Fort Collins. Beet Street has been working with the Cultural Services Department, the Office of Economic Health,the Small Business Development Center, and CSU to develop an arts professional development curriculum for Fort Collins, with plans to begin classes at the end of this year. The Carnegie Building could provide an ideal location for the Beet Street offices and new arts incubator programs. In addition to the work already identified in our 2010 work plan, the Carnegie Building could allow us to partner with the Cultural Services department to expand arts incubation efforts to include a public art gallery, wet and dry studio space, a small "black box' event space, shared administrative resources for the arts community(e.g., printers; fax machines, wireless Internet, resource library, etc.), and industry events.such as monthly networking and.peer forums for arts professionals. Based on our research of best practices for arts incubators, this broader public and arts community interaction with the work of the incubator provides an important element that will encourage success. Beet Street believes that the Carnegie Building is a unique and creative opportunity to develop a new cultural facility that will encourage community interaction with the arts and spur additional economic development within the arts industry. In exploring all potential options,we are excited by the possibility to expand our partnership with the city and culture resources. We are currently partnered with the city through the Fort Collins Senior and Recreation Center to display artifacts and artwork, and program enhancements relative to their international experience programs. We are also working with CSU in providing materials for their international exhibitions and we are scheduled to provide exhibitions during the next several years at Fort Collins Museum Of Contemporary Art. However,our bottom line has always been to find a permanent home for our museum and learning center. We currently have a very small temporary exhibit space in the Scavo building at 220 E. Mulberry. During recent discussions with Jill Stillwell, Director.of Cultural Services we clarified that we have mutual goals for Fort Collins international culture, art, diversity and educational programs. These mutual goals are all to the benefit of the City of Fort Collins both culturally and financially. We had seen the historic Carnegie building as being a wonderful home for Our Global Village Museum. Our primary goal for the museum location was that it was to be located in the downtown footprint in order to bring the•greatest accessibility and economic benefit to the city. We have become aware of several other options for the museum for properties owned by the City in the 200 block W. Mountain. We are interested in pursuing these options further and we firmly believe that joint cooperation is in the mutual benefit of all. We appreciate the open efforts of the city in assisting us in bringing Our Global Village Museum and Learning Center to the people of Fort Collins.
