Please call 221-6515 (TDD 224- 6001)for assistance. WORK SESSION April 13, 2010 6 p.m. 1. Call Meeting to.Order. 2. Historic Preservation Program Assessment Improvement Project. (staff: Steve Dush, Joe Frank; 1 hour discussion) Last spring, City staff initiated a study to review the policies, regulations and processes of the City's historic preservation program in order to make recommendations for improvement to the program and statutory language as they relate to development review. A variety of viewpoints were sought for this study, including current customers of the historic preservation program, boards and commissions, City Council, and City staff. The study was conducted in two phases: the first phase focused on assessing the current historic preservation program and the second phase focused on updates to the Code regarding historic preservation. Following City Council input at its work session, the final study will be presented to the public and for Landmark Preservation Commission review on May 12, 2010. City staff will then proceed to implement the study's recommendations as resources permit. April 13, 2010 3. Proposal to Expand the Edora Pool Ice Center (EPIC) Advertising Policy. (staff: Marty Heffernan, John Litel; 30 minute discussion) In 1987, Council adopted an advertising policy for EPIC and updated it in 2003 when the second sheet of ice was added. The policy authorizes advertising on dasher boards, scoreboards, the Zamboni and in other locations in the facility. Staff is seeking Council input on the proposed expansion of the EPIC Advertising Policy to other Culture, Parks, Recreation and Environment (CPRE) facilities, including Northside Aztlan Community Center (NACC), Senior Center, the Gardens on Spring Creek, Mulberry Pool, City Park Pool, Club Tico, the Farm, Lincoln Center, and the Museum. Expanded advertising opportunities will enable staff to develop mutually beneficial partnerships with businesses willing to make a sizeable, long-term investment. By offering an attractive advertising package we can attract a smaller number of significant sponsors. Funding from the partnerships will be used to support programs, classes, performances and events. 4. Review the Draft Requests for Results for the 2011-12 Budgeting for Outcomes Process. (staff: Darin Atteberry, Mike Freeman; 2.5 hour discussion) The purpose of this work session is to hear brief presentations from four of the seven staff Results Teams and provide feedback to the teams regarding the draft Requests for Results (RFRs). The RFRs will be used by staff in developing the City Manager's Recommended 2011-12 Budget.
