EXECUTIVE SUMMARY The Colorado Department of Transportation(CDOT) is conducting the North I-25 Environmental Impact Statement (EIS) for the Interstate 25 corridor from Northern Colorado to the Denver Metropolitan area. CDOT is continuing to gather input from communities and citizens within the project area. CDOT's project team has developed a draft preferred alternative for long-range transportation improvements—both highway and transit-to link Northern Colorado to the Denver Metropolitan area. CDOT is also working on various phasing plan options for long-term implementation of the preferred alternative improvements based on future funding projections. The purpose of this work session is to share this most recent information regarding CDOT's North I-25 EIS process,to request additional input and feedback from Council regarding the proposed preferred alternative, and to discuss the various phasing plan options for these long-term transportation improvements. GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED 1. What feedback would City Council like to share with CDOT and/or the other agencies and communities participating in the North I-25 EIS process regarding the proposed preferred alternative? 2. Based on the proposed phasing options, staff would like to receive input from City Council on the following items: a. Which portions (if any) of the phasing options does Council support? b. What trade-offs of the different phasing options would Council endorse? C. Is there additional information that Council would like at this time? 3. Is there additional information that City Council would like to see CDOT provide as part of the North 1-25 EIS process? October 27, 2009 Page 2 BACKGROUND The Colorado Department of Transportation (CDOT), Federal Highway Administration(FHWA), and the Federal Transit Administration(FTA)commissioned the North I-25 Environmental Impact Statement (EIS) in 2004. The regional study area extends from Wellington at the north end to Denver Union Station on the south, and from US 287 and the Burlington Northern and Santa Fe (BNSF)Railway routes on the west to US 85 and the Union Pacific Railroad(UPRR)routes on the east. The regional study area spans portions of seven counties: Adams, Boulder, Broomfield, Denver, Jefferson, Larimer, and Weld. The regional study area includes 38 incorporated communities and three transportation planning regions (TPRs): the Denver Regional Council of Governments(DRCOG),the North Front Range Metropolitan Planning Organization(NFRMPO), and the Upper Front Range Regional Planning Commission(UFRRPC). Major population centers in the regional study area include Fort Collins, Greeley, Loveland, and the communities in the northern portion of the Denver metropolitan area(Denver Metro Area). Please see attachment 1 for a map of the study area. The purpose of CDOT's North I-25 Environmental Impact Statement(EIS) is to identify the type of facility improvements that will meet long-term travel needs between the Denver Metro Area and the rapidly growing population centers along the I-25 corridor north to the Fort Collins-Wellington area. To meet long-term travel needs, the project must improve safety, mobility and accessibility, and provide modal alternatives and interrelationships. The need for the project is driven by the following four categories: • Increased frequency and severity of crashes • Increasing traffic congestion leading to mobility and accessibility problems • Aging and functionally obsolete infrastructure • Lack of modal alternatives Highway alternatives were evaluated in addressing all four of these needs. Transit alternatives were evaluated in addressing two of the needs: increasing traffic congestion leading to mobility and accessibility problems, and lack of modal alternatives. Specific measures were developed for each of the needs in order to provide a means for evaluating the effectiveness of each alternative. CDOT has involved many cities,counties,and other agencies that are stakeholders within the North I-25 EIS study area to provide input and feedback on the development of the various transportation alternatives. Since CDOT began the North I-25 EIS process, City staff' Councilmembers have participated on the "Technical Advisory Committee" (TAC). Please see Attachment 4 for a complete list of TAC members. Staff from Transportation Planning and Advance Planning, along with Councilmember Manvel,have participated in many regional TAC workshops hosted by CDOT and its consulting team. The purpose of these workshops was to provide additional opportunities for community input with the goal of trying to develop consensus on a preferred alternative for the proposed highway and transit improvements. City staff: Kathleen Bracke, Scott Weeks, Ken Waido,and Mark Jackson October 27, 2009 Page 3 Draft Preferred Alternative Among the TAC representatives, at this time the preferred alternative is a package including a combination of components from Packages A and B (attached). The preferred alternative package is comprised of the following elements: Transit Improvements • Commuter rail service along the Burlington Northern Santa Fe (BNSF) railroad corridor to link to the Denver Regional Transportation District's(RTD)planned FasTracks commuter rail system near Highway 7 and Colorado Boulevard in Thornton,connecting to the Denver metropolitan area • Regional express bus service (daily bus service with increased frequencies) from Fort Collins to downtown Denver, and from Loveland to Greeley • Commuter bus service (peak hour increased frequency bus service) from Greeley to downtown Denver via the US85 corridor. Highway Improvements • Interchange improvements to address safety, structural, and capacity needs • Additional general purpose lanes along 1-25 from SH 66 to SH 14 • Tolled express lanes along I-25 from the current terminus at 70th Avenue in Denver to SH14. Please see the attached map(Attachment 2)for more details regarding the draft preferred alternative. Phasing Options The greatest area of concern and discussion among CDOT's project team and the TAC representatives is regarding the various phasing options. CDOT has divided the set of improvements for highway and rail into three phases based upon 20 year increments and the projected revenue streams. Elements included in each phase are listed in the table on the following page. There is much discussion among the various entities represented on the TAC about which type and location of improvements should be targeted in which order or priority based on various local and regional perspectives. City staff, along with other representatives from northern communities,prefers a phasing plan that shows interchange improvements along the northern section of I-25, particularly at the Mulberry/SH14 and I-25 interchange and at the Prospect Road and I-25 interchange be part of the Phase 1 improvements due to the existing safety and structural concerns. In addition, staff prefers the regional Commuter Rail service to extend north to Fort Collins as part of the Phase 2 improvements rather than in Phase 3. Areas of agreement by the TAC include October 27, 2009 Page 4 preservation of rights-of-way for future Commuter Rail service in Phase I and widening for general purpose lanes along I-25 in later phases (Phase 2 or 3) and be developed in conjunction with the Tolled Express Lane widening. Opportunities for Input Council input and feedback on this proposed preferred alternative and various phasing options is greatly appreciated so that staff and Councilmember Manvel can share that information with CDOT and other communities at the next workshop. Staff will continue to update Council on the progress of these workshops and the results of this consensus building process. City staff will continue to be actively involved with CDOT, FHWA, FTA and participating communities throughout the development of the final EIS document in 2009 and will make every effort to convey the input and concerns from,City Council,City staff,boards and commissions,and community members to influence the final recommendations for these significant regional improvements. Public Outreach Staff attended the City's Air Quality Board on October 19th and the Transportation Board on October 21 st to discuss CDOT's North I-25 EIS process and seek comments from board members. Staff presented a North I-25 EIS update to the Chamber of Commerce Local Legislative Affairs Committee on October 23rd. Meeting notes from the recent staff presentations to the Air Quality Board,Transportation Board and Chamber of Commerce Local Legislative Affairs Committee will be provided to Council by October 27th. Based on recent staff discussions with CDOT, there will be additional opportunities for staff input as well as input from City boards and commissions and Council during the development of the Final EIS document in 2010. Staff is not asking City Council to make a formal recommendation for a October 27, 2009 Page 6 preferred alternative and/or phasing option at this time. Staff will schedule future updates to City Council in 2010. Next Steps Staff will continue to bring the North I-25 EIS information to City Council, Boards and Commissions,and the community to gain their input and feedback regarding CDOT's EIS document and the proposed packages of improvements and phasing options. Staff is committed to continuing to work with CDOT, FHWA, and FTA throughout the completion process for the EIS to ensure that Fort Collins' concerns are addressed in the selection of the preferred alternative and phasing plan in the Final EIS document. Staff will work with CDOT to promote any public open house events to the Fort Collins community throughout the North I-25 EIS process. Once staff has received input from the City Council,boards and commissions, and the community, it will bring this item back to City Council for formal action to provide comments on the preferred alternative,phasing plan, and other components of the Final EIS document,which is anticipated to be released by CDOT in 2010. Timeline 4th Quarter 2009 CDOT will be finalizing the preferred alternative and continuing to develop the recommended phasing plan based on input from the project stakeholders. Summer 2010 CDOT will be developing the Final EIS document Summer 2010 Council work session, followed by City Council Meeting for formal consideration of a Resolution Fall 2010 CDOT will hold public hearings on the Final EIS document Spring 2011 CDOT anticipates the Record of Decision for Phase I improvements from the Federal Highway Administration and Federal Transit Administration.
