RECOMMENDATION Staff recommends adoption of the Resolution. EXECUTIVE SUMMARY The Boards and Commissions Manual (the"Manual")was adopted by City Council by Resolution 2001-026. The Clerk's Office annually prepares the Manual for members of boards and commissions which includes membership lists,descriptions of each board and commission,meeting schedules, conflict of interest guidelines, appeal procedures, and general information regarding membership limitations, attendance policies and other responsibilities. At its February 6, 2007 meeting City Council will consider on First Reading, Ordinance No. 021, 2007, creating a new Economic Advisory Commission. It is Council's desire to appoint members to this newly created Commission to three year terms. Existing board and commission memberships are appointed to four year terms. Resolution 2007-008 will amend the membership limitations section of the Manual to allow Council flexibility regarding board and commission membership terms. RESOLUTION 2007-008 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING AN AMENDMENT TO THE BOARDS AND COMMISSIONS MANUAL WHEREAS, the City currently has several boards and commissions appointed by the City Council; and WHEREAS, information pertaining to membership lists, descriptions of each board and commission, meeting schedules, conflict of interest guidelines, appeal procedures, and general information regarding membership limitations, attendance policies and other responsibilities of the City's boards and commissions is contained in a Boards and Commissions Manual(the"Manual'), maintained by the City Clerk, which Manual was last adopted by the City Council by Resolution 2001-26; and WHEREAS,Resolution 2001-026 requires that amendments to the Manual which constitute policy changes shall be made only by the Council by resolution; and WHEREAS, the Council wishes to amend the "Membership Limitations" section of the Manual to allow more flexibility with regard to the terns of boards and commissions members. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Membership Limitations" section of the Boards and Commissions Manual be amended as follows: Membership Limitations The following limitations and requirements are applied to board or commission membership: No person may serve on any one board or commission for more than eigkt-fgj censecatM years-(two complete terns). For the purpose of this provision,aj`termu dude the balance of an unexpired term served by a person appointed to fill a vacancy shall be considered a "complete term" if such unexpired term exceeds 24 months.
