RECOMMENDATION Staff and the Fort Collins Library Board recommend adoption of the Ordinance on First Reading. EXECUTIVE SUMMARY The Fort Collins Library Board has indicated it no longer wishes to meet and recommends disbanding the Board, effective immediately. BACKGROUND The Fort Collins Library Board was created to advise City Council on matters pertaining to the Fort Collins Public Library. The Board met monthly and reviewed library concerns, challenges and opportunities and shared its recommendation with the City Council about improvements to the Library. Passage of the November ballot question creating and funding the Fort Collins Regional Library District means that the Fort Collins Public Library will become part of the Library District as soon as the IGA between the City, County and Library District Board is signed. The Library District Board selection process has begun and a governing board will soon be selected. The District became official on January 1, 2007. In November,the Board decided that it would no longer meet and recommended the City Library Board be eliminated. ATTACHMENTS 1. Memo dated January 17, 2007, from Nina Bodenhamer, Library Board Chair. In response to this very exciting turn of events,the current Fort Collins Library Board feels that its purpose to advise the City Council on matters pertaining to the library has been completed. We applaud your investment and leadership over the years and further acknowledge your commitment to the library by supporting alternative funding sources. The newly-formed library district offers our community an exciting potential for collaboration, opportunity, and strengthened library services. The Library Board has not met in 2007. We believe that with the process to select a Board of Trustees to serve the library district underway, our services as a City Library Board are no longer needed. Therefore,we recognize the possibility of your interest to dissolve the current Library Board and remove it from the City ordinances. However, if you wish us to continue in an effort to assist with matters regarding the transition to a district,we welcome this direction as well. Again, it has been our pleasure to serve as the Library Board. We look forward to your continued leadership as collaboration between the newly-formed district, Larimer County,the City of Fort Collins, and our community shapes and defines library services for Northern Colorado. Box 580 • Fort Collins,CO 80524-2990 • (970) 221-6742 • FAX(970)221-6398 ORDINANCE NO. 020, 2007 OF THE COUNCIL OF THE CITY OF FORT COLLINS DISSOLVING THE LIBRARY BOARD AND AMENDING THE CODE OF THE CITY OF FORT COLLINS BY REPEALING SECTIONS RELATING TO THE LIBRARY BOARD WHEREAS,the Fort Collins Library Board is a City board established by ordinance for the purposes of advising the City Council and staff on policies, rules, regulations and other matters related to the administration,management and development of the Fort Collins Public Library, and encouraging the making of grants or gifts in support of the Library; and WHEREAS, on November 7, 2006, the voters approved the establishment and funding of the Fort Collins Regional Library District(the"Library District"); and WHEREAS, on November 21, 2006, the City Council passed Resolution 2006-118 establishing the Library District and appointing two Councilmembers to a committee to select candidates for the board of trustees of the Library District; and WHEREAS, once the Library District board of trustees is in place, the City, County and Library District are required by the state Library Law to enter into an intergovernmental agreement ("IGA") within 90 days describing the rights and responsibilities of all three parties; and WHEREAS, the City intends, through the IGA, to turn over responsibility for funding and operation of the City's libraries to the Library District during 2007; and WHEREAS, after the voters approved the establishment of the Library District,the Library Board,at its regular meeting on November 8,2006,voted to recommend to the City Council that the Library Board be dissolved; and WHEREAS, the Council agrees with such recommendation. NOW,THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the Fort Collins Library Board is hereby dissolved. Section 2. That Sections 2-291 through 2-295 ofArticle III of Chapter 2 ofthe City Code are hereby repealed in their entirety.
