Staff recommends adoption of this Ordinance on Second Reading.
EXECUTIVE SUMMARY
This Ordinance, unanimously adopted on First Reading on October 6, 2009, appropriates funds
received from the Colorado Department of Transportation for the replacement of the East Harmony
Road Bridge.

FINANCIAL IMPACT
The East Harmony Road Bridge Replacement Project is funded by a combination of City Bridge
Program funds and a Surface Transportation Program STP-Metro) grant from the Colorado
Department of Transportation`((CDOTN).
In August 2009, CDOT awarded the Ci $1,600,n in STPPMetro funds for the East Harmony

Road Bridge Replacement Project.
The following table summarizes the allocation of the funds:

The local matching funds total of$600,000 will be provided from the City Bridge Program Fund.

This funding contract between the City and Colorado Department of Transportation will allow for
the replacement of a structurally deficient East Harmony Road Bridge.
BACKGROUND
The East Harmony Road Bridge was built in 1968 and is one of ten structurally deficient bridges
located within the City. The bridge is inadequate to handle the volume of traffic that travels the
Harmony Corridor,does not meet�curfent,safety standards and'is not wide enough to accommodate

three full travel lanes, pedestrian facilities and a bicycle'lane�The bridge replacement will correct
these deficiencies. This new bridge will obe\designed to current standards, which include three full
travel lanes,an eight-foot wide bicycle lane;an eight=foot wide-sidewalk and a guard rail. The new
bridge is consistent with the vision of the Harmony Road Corridor as shown in the City Master Street
Plan and the updated Harmony Corridor Plan.
The replacement of the East Harmony Road Bridge will span two construction seasons. The
construction of the bridge will begin in late 2009 to take advantage of the low flow season of the
irrigation waters it spans. The bridge construction will be completed in May 2010. The total cost
of the bridge replacement is estimated at$2.2 million. The local match of$600,000 from the City's
Bridge Funds will augment the $4;?6--million'from the°GDOT ,granpto fully fund the project. Upon
completion of this project,the total inventory of structurally deficient bridges located within the City

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE
IN THE CAPITAL PROJECTS FUND FOR THE EAST HARMONY
ROAD BRIDGE REPLACEMENT PROJECT
WHEREAS, the Colorado Department otTransportation has awarded the City a Surface
Transportation Program ("STP") grant in the amount of$1,600,000 for the East Harmony Road
Bridge Replacement; and
WHEREAS, the East Harmony Bridge (the "Bridge") was built in 1968 to span the Fossil
Creek Reservoir Inlet Ditch (the "FCRID") and has been identified as one of ten structurally
deficient bridges located within the City; and
WHEREAS, the existing eastbound bridge will be replaced with a new bridge that will
accommodate three travel lanes, a bike lane and a sidewalk and is consistent with the vision of the
Harmony Road corridor as shown in the City Master Street Plan and updated Harmony Corridor
Plan; and
WHEREAS, the total cost of the new Bridge is estimated at $2,200,000; and
WHEREAS, the STP grant requires local matching funds in the amount of$332,600 which
are currently appropriated in the City Bridge Program Project; and
WHEREAS,the STP grantalso requires local overmatching funds in the amountof$267,400
which are also currently appropriated in the City Bridge Program Project; and
WHEREAS, Phase One of the Bridge construction will occur late in 2009 to take advantage
of the low-flow in irrigation waters in the FCRID; and
WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make
supplemental appropriations by ordinance at any time during the fiscal year, provided that the total
amount ofsuch supplemental appropriations,in combination with all previous appropriations for that
fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received
during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the revenue as described
herein will not cause the total amount appropriated in the Capital Projects Fund to exceed the current
estimate of actual and anticipated revenues to be received in that fund during any fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated revenue in the Capital Projects Fund
the sum ofONE MILLION SIX HUNDRED THOUSAND DOLLARS($1,600,000)forexpenditure
in the Capital Projects Fund-City Bridge Program Project for the East Harmony Road Bridge
Replacement Project.
