RECOMMENDATION Staff recommends adoption of the Resolution. FINANCIAL IMPACT This action will require the Colorado Department of Transportation to reimburse the City of Fort Collins Traffic Operations Department for maintenance of traffic signals, signing and pavement markings on state highways at the rate of: 11.6 Miles of signs and markings at $200 per mile= $2,320 x 12 $ 27,840 46 Signals at $300/month/yeaz $165,600 Total Maximum Annual Cost $193,440 Maximum monthly billing ($193,440/12) $ 16,120 Payment is made to the City monthly. The contract is effective for a term of five (5) years and is renewed annually. EXECUTIVE SUMMARY The State of Colorado currently reimburses the City of Fort Collins for the operation and maintenance of 46 traffic signals and 11.6 miles of signs and markings. The contract amount has been increased this year from $142,104 to $193,440 annually. During the five year period, traffic signals and lane miles can be added to the contract by submitting a Bilateral Change Order. For the efficiency of travel flow and the safety and convenience of the public, the City of Fort Collins maintains and operates CDOT's traffic signals within the Urban Growth Area. The traffic signals are connected to the City's Advanced Traffic Management System. A review of the costs has shown that the reimbursement rate from CDOT is consistent with our costs. This is a standard contract and payment schedule that CDOT has with all municipalities in Colorado. RESOLUTION 2006-086 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH THE COLORADO DEPARTMENT OF TRANSPORTATION PROVIDING FOR THE OPERATION AND MAINTENANCE OF TRAFFIC SIGNALS, CROSSWALKS, STOPBARS, SIGNS AND PAVEMENT MARKINGS WHEREAS,the Colorado Department of Transportation has prepared and presented to the City an agreement providing for the City to operate and maintain traffic signals, crosswalks, stopbars, signs and pavement markings along state highways within or adjacent to the City limits; and WHEREAS, the City has entered into previous intergovernmental agreements with the Colorado Department of Transportation providing for the operation and maintenance of traffic signals,signs and pavement markings along state highways within or adjacent to the City limits and no problems have developed from those agreements; and WHEREAS, Colorado law and the City Charter authorize governments to enter into contractual agreements with one another for the purpose of cooperating together in joint activities; and WHEREAS,the City Council has determined that it is in the best interest of the City that an agreement be entered into with the State of Colorado providing for the operation and maintenance of traffic signals,crosswalks, stopbars,signs,and pavement markings within or adjacent to the City and payment therefor by the State. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Mayor is hereby authorized and directed to enter into an intergovernmental agreement between the City of Fort Collins and Colorado Department of Transportation, which agreement shall provide for the operation and maintenance by the City of traffic signals,crosswalks, stopbars,signs and pavement markings along state highways within or adjacent to the City limits and payment therefor by the State at a monthly rate of Sixteen Thousand One Hundred and Twenty dollars($16,120), for an annual amount of One Hundred Ninety Three Thousand Four Hundred and Forty dollars ($193,440).
