SUBJECT
Resolution 2006-099 Adopting the 2006 update to the Three Mile Plan for the City.
RECOMMENDATION
Staff recommends adoption of the Resolution. The Planning and Zoning Board recommended
approval of this updated plan at a public hearing held on September 15, 2006.
EXECUTIVE SUMMARY
This is a review of updates to the Three-Mile Plan for the City. The Three-Mile Plan is a policy
document that is required to ensure that the City complies with the regulations of the Colorado
Revised Statutes.
BACKGROUND
The current Three-Mile Plan has been in use since it was last amended by Council on December 21,
2004. According to the Colorado Revised Statutes,the Plan should be updated and revised annually.
This update is presented for Council review.
Section 31-12-105 of the Colorado Revised Statutes requires the City to complete a plan within three
miles in any direction from any point of such municipal boundary as follows:
Prior to the completion of any annexation within the three-mile area, the
municipality shall have in place a plan for that area, that generally describes the
proposed location, character, and extent of streets, subways, bridges, waterways,
waterfronts, parkways, playgrounds, squares, parks, aviation fields, other public
ways, grounds, open spaces, public utilities, and terminals for water, light,
sanitation, transportation, and power to be provided by the municipality and the
proposed land uses for the area.

The Three-Mile Plan describes each of the items listed in the Statute in four categories as follows:

The Three-Mile Plan lists the plans,policies,maps,and other documents that have been adopted by
the City Council which generally describe the proposed location,character and extent of the specific
characteristics listed above. In addition, there are some plans and policies that have been adopted
not by the City, but by either Larimer County, CSU or adjoining municipalities, as these are also
located within the boundaries of the Three-Mile Plan for the City of Fort Collins, Colorado.

RESOLUTION 2006-099
OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING AN UPDATED THREE-MILE PLAN
FOR THE CITY OF FORT COLLINS
WHEREAS,Colorado law provides at Section 31-12-105,C.R.S.,that each municipality in
the State must prepare a plan for the area within thee miles in any direction from any point of the
municipality's boundaries (a "Three-Mile Plan"), which Plan must generally describe the proposed
location, character, and extent of streets, subways, bridges, waterways, waterfronts, parkways,
playgrounds,squares,parks,aviation fields,other public ways,grounds,open spaces,public utilities
and terminals for water, light, sanitation, transportation and power to be provided by the
municipality, and the proposed land uses for the area; and
WHEREAS, the City's original Three-Mile Plan was adopted in 1998, which Plan again is
in need of being updated; and
WHEREAS, City staff has prepared and presented to the Council a proposed update of the
Three-Mile Plan for the City, which plan update the Council has determined should be approved.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the updated Three-Mile Plan for the City of Fort Collins, attached hereto as Exhibit
"A" and incorporated herein by this reference, is hereby approved and adopted.
Passed and adopted at a regular meeting of the City Council held this 19th day of September,
A.D. 2006.

I . INTRODUCTION
What is the Purpose of the Three-Mile Plan ?
The Three - Mile Plan for the City of Fort Collins , Colorado , is a policy document
