SUBJECT
First Reading of Ordinance No. 121, 2006, Appropriating Unanticipated Grant Revenue in the
General Fund for the Larimer County Drug Task Force.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT
The Office of National Drug Control Policy awarded the City a grant for the Larimer County
Drug Task Force in the amount of$55,320. The funding cycle for this grant is January 1, 2006
through December 31, 2006. There is no financial impact to the City of Fort Collins as no
matching funds are required.
EXECUTIVE SUMMARY
The Larimer County Drug Task Force ("Task Force") includes Fort Collins Police Services,
Loveland Police Department, Larimer County Sheriff's Department, Drug Enforcement
Administration, and the Colorado State University Police Department.
Fort Collins Police Services applied to the Office of National Drug Control Policy on behalf of
the Task Force for federal grant monies to help fund the investigation of illegal narcotics
activities in Larimer County. The City has recently received notification of the grant award in
the amount of $55,320. These funds will be used to help offset the overtime costs of each
participating agency.
This appropriation is not a request to identify new dollars for the Fort Collins Police Services
2006 budget. This action appropriates the $55,320 in new federal grant money. As the
administrator of this grant, Fort Collins Police Services will ensure participating agencies receive
their share of the funds.
ORDINANCE NO. 121 , 2006
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE IN THE GENERAL FUND
FOR THE LARIMER COUNTY DRUG TASK FORCE
WHEREAS, the Office of National Drug Control Policy has awarded Fort Collins Police
Services a grant of federal money in the amount of$55,320 (the "Grant"); and
WHEREAS, the Grant is to be used by the Larimer County Drug Task Force to help fund
the investigation of illegal narcotics activities; and
WHEREAS,the Larimer County Drug Task Force includes the Fort Collins Police Services,
Loveland Police Department, Larimer County Sheriff's Department, Drug Enforcement
Administration, and the Colorado State University Police Department; and
WHEREAS,the City of Fort Collins will administer the Grant for the Larimer County Drug
Task Force; and
WHEREAS, Article V, Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS,City staff has determined that the appropriation of the grant funds as described
herein will not cause the total amount appropriated in the General Fund to exceed the current
estimate of actual and anticipated revenues to be received in that fund during the fiscal year; and
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund
the sum of FIFTY-FIVE THOUSAND THREE HUNDRED TWENTY DOLLARS ($55,320) for
expenditure in the General Fund for Police Services for the Larimer County Drug Task Force Grant
Project.
