Second Reading of Ordinance No. 128, 2006, Appropriating Unanticipated Grant Revenue in the
General Fund for the Operation of the Fort Collins Welcome Center.
RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY
The Colorado Tourism Office has awarded the City $70,222 for the operation of the Fort Collins
Welcome Center. As this amount exceeds the $57,000 originally anticipated, this Ordinance,
unanimously adopted on First Reading on September 5,2006,appropriates the unanticipated$13,222
in grant funds.

no City General Funds nor Lodging Tax revenue included in this project.
BACKGROUND
Pursuant to Resolutionl999-097,the City contracted with Colorado State University for space at the
Environmental Leaming CenterNisitors Center to the south of Prospect Road, approximately 1/4
mile west of Interstate 25. The City, in its effort to welcome visitors to Fort Collins through the
activities of its convention and visitor services contractor,the Fort Collins Convention and Visitors
Bureau(the"CVB"),will use the space for the Fort Collins Welcome Center. The CVB,in addition
to promoting tourism activity, will operate the Welcome Center pursuant to amendments to the
City's agreement with CVB, and consistent with the City's grant agreement with the State of
Colorado. „w
The Colorado Tourism BoardLthe d"), a edin RS 24-32-1304, is empowered to

it is efficient and effective to contract for the operation of the Welcome Center in Fort Collins by
contracting with the City of Fort Collins.
ORDINANCE NO. 128, 2006
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT
REVENUE IN THE GENERAL FUND
FOR THE OPERATION OF THE FORT COLLINS WELCOME CENTER
WHEREAS, pursuant to Resolution 1999-097, the City contracted with Colorado State
University for visitor center space at the Environmental Learning CenterNisitors Center; and
WHEREAS, the City currently has a contract with the Fort Collins Convention and
Visitors Bureau("CVB") for convention and visitor services; and
WHEREAS, the CVB now operates a welcome center located in the Environmental
Learning Center/Visitors Center to welcome and attract visitors to Fort Collins; and
WHEREAS, the City of Fort Collins has been awarded a grant for a seventh year of
operation in the amount of $70,222 from the Colorado Tourism Office to be used for the
operation of the Fort Collins Welcome Center for the fiscal year July 1, 2006 through June 30,
2007; and
WHEREAS, Ordinance No. 132, 2005, appropriated $57,000 and the actual grant
exceeded that amount by$13,222; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins permits the
City Council to make supplemental appropriations by ordinance at any time during the fiscal
year, provided that the total amount of such supplemental appropriations, in combination with all
previous appropriations for that fiscal year, does not exceed the then current estimate of actual
and anticipated revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the Colorado Tourism
Office grant funds as described herein will not cause the total amount appropriated in the
General Fund to exceed the current estimate of actual and anticipated revenues to be received in
that fund during the fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that there is hereby appropriated from unanticipated revenue in the General
Fund the sum of THIRTEEN THOUSAND TWO HUNDRED TWENTY TWO DOLLARS
($13,222) for expenditure in the General Fund for the operation of the Fort Collins Welcome
Center for the fiscal year July 1, 2006 through June 30, 2007.
Introduced, considered favorably on first reading, and ordered published this 5th day of
September, A.D. 2006, and to be presented for final passage on e 19th day of September A.D.
