1. Call Meeting to Order.
2. Beet Street's Strategic Plan for 2010 and Bend. (Ryan Keiffer, Beet Street Executive
Director; 45 minute discussion)
In fall 2009, Beet Street revisited its guiding principles, vision, strategies, and financial
models, and determined a clear plan for the future direction of the organization. More
than 500 leaders, stakeholders and community residents provided input that helped shape
the new strategies for achieving Beet Street's vision and goals. Ryan Keiffer, Executive
Director, will be presenting the new Beet Street strategy to City Council for input.
3. Proposed Regulations for Medical Marijuana Dispensaries (MMDs). (staff. Jerry
Schiager, Steve Dush, Peter Barnes, Ginny Sawyer, Linda Samuelson, and Teresa Ablao;
90 minute discussion)
City staff has prepared proposed regulations for medical marijuana dispensaries (MMDs)
for'Council's consideration. These regulations are scheduled to be presented for formal
consideration by the Council on First Reading on March 2, 2010.
The proposed regulations for MMDs include a licensing process, zoning and other
location requirements for retail MMD operations and their cultivation sites, and
requirements governing the operation of both kinds of facilities. The regulations would
also address the cultivation of marijuana by patients and primary caregivers serving a
single patient that do not constitute an MMD. The overall purpose of the regulations is to
protect the public health, safety and welfare, as well as the rights of patients and their
primary caregivers, while discouraging the potential abuse of those rights by those
seeking to circumvent the prohibition against the use of marijuana for purposes other
than medical treatment.
4. Transportation Safety in Fort Collins. (Staff. Jeff Scheick, Joe Olson, Matt Wempe,
Mike Trombley, Pete Hall-Poudre School District; I hour discussion)
Accidents involving motorists, bicyclists and pedestrians take a heavy toll both
economically and emotionally. As outlined last year during a series of transportation
related work sessions, a safe transportation system is a high priority.
The City and its partners in the community, including Poudre School District, focus on
education, engineering, evaluation, enforcement and encouragement (the 5 E's) to
address safety concerns. City staff members from Police Services, Traffic Operations,
Transportation Planning, Engineering, and Streets all have roles in the coordinated efforts
to make the streets in Fort Collins as safe as possible.
In keeping with the City's philosophy to be data driven, accident data is being improved
and better utilized to identify the root causes of accidents and to determine possible
countermeasures. Those countermeasures may involve actions within any of the focus
areas or from multiple areas. The processes and the relationships necessary to coordinate
these activities are in place both within the City and with its partners in the community.
Staff is committed to continue to work to make the transportation system in Fort Collins
as safe as possible.
