Please call 221-6515 (TDD 224- 6001) for assistance. WORK SESSION December 8, 2009 Call Meeting to Order. 2. Platte River Power Authority Organization and Governance/Contract Approval Status (staff. Brian Janonis, Darin Atteberry, Joe Wilson -Platte River Power Authority; 1 hour discussion) This is the first of a two-part discussion on Platte River Power Authority (PR -PA). This work session discussion will focus on the organization of the Authority by the four cities of Estes Park, Fort Collins, Longmont, and Loveland. A Platte River representative will present. the governance structure as defined by the Organic Contract, including the role of the Board of Directors. Significant Platte River Power Authority governing policies and communications between Platte River and the Fort Collins City Council will also be discussed. A second presentation on April 13, 2010, will discuss Platte River Power Authority's generation resources including renewable energy resources, demand side management and energy efficiency programs, emissions, and its Climate Action Plan. In addition, Platte River Power Authority will discuss how its operations have changed in response to the changing environment. 3. Stormwater Program Review (staff: Brian Janonis, Jon Haukaas, Bob Smith; 90 minute discussion) In 2008, the City Council directed staff to review the purpose and components of the City's Stormwater Program. Staff has been working through this process with review by the Water Board over the past year. Staff would like this opportunity to review its progress with the City Council and receive direction on finalizing several areas of the program. 4. City Council Discussion and Debriefing of the 2010-2011 Budgeting for Outcomes Process. (staff: Darin Atteberry, Mike Freeman; 30 minute discussion) The City Manager's 2010-2011 Recommended Budget was delivered to City Council on September 4, 2009. Over the following months, the City Council worked with the recommended budget to make the budget its financial and policy plan for 2010 and 2011. The City once again used the Budgeting for Outcomes process adopted in 2005.. This work session will provide the City Council with time to debrief the process for 2010 and 2011 budget and provide input to the City Manager in advance of the City beginning the 2011 and 2012 budgeting process this coming year. 5.
