SUBJECT
Resolution 2006-074 Authorizing the City Manager to Enter Into an Intergovernmental Agreement
with the Colorado Department of Transportation for the Provision of Transportation Services for
Elderly Persons and Persons with Disabilities.
RECOMMENDATION
Staff recommends adoption of the Resolution. Although much of the paratransit service is
contracted to Shamrock Taxi, replacement vehicles are still necessary to meet the needs of the
paratransit service demands and to operate safer, more cost effective buses.
FINANCIAL IMPACT
The funds for this item are available in the 404 transit reserves funds and are included in the
Building on Basics package for transit vehicle replacements. Operations and maintenance are
included in the Dial-A-Ride operating budget.
For the purchase of two mini-buses,the City of Fort Collins is required to provide$33,340 to match
the federal grant.
EXECUTIVE SUMMARY
The Colorado Department of Transportation awarded the City of Fort Collins two replacement
vehicles for the Dial-A-Ride fleet under the Federal Transit Administration 49 USC§5310: Elderly
Individuals and Individuals with Disabilities. In the BFO process,accepted Offer#521: Paratransit
Vehicle Replacement acknowledged this application process and match requirements.
The match ratio is higher than 20% due to the Colorado Department of Transportation's required
vehicle acquisition process. All grantees use the same bid, already compiled by Colorado
Department of Transportation staff. Dial-A-Ride vehicles utilize safety and vehicle features
different than those outlined in the Colorado Department of Transportation bid, and therefore are
at additional cost.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO ENTER INTO
AN INTERGOVERNMENTAL AGREEMENT WITH THE
COLORADO DEPARTMENT OF TRANSPORTATION FOR THE PROVISION
OF TRANSPORTATION SERVICES FOR ELDERLY PERSONS AND
PERSONS WITH DISABILITIES
WHEREAS,the Colorado Department of Transportation("CDOT")has awarded the City of
Fort Collins (the "City") two replacement vehicles for the Dial-A-Ride fleet under the Federal
Transportation Administration Act at 49 USC §5310 for the purpose of providing transportation
services for elderly individuals and individuals with disabilities; and
WHEREAS, the City is required to provide matching funds in the amount of$33, 340 in
order to match the Federal §5310 grant; and
WHEREAS, funds are available in the Transit Reserves Fund to provide the required City
matching portion of the funding necessary to acquire the replacement vehicles, and operations and
maintenance costs are included in the Dial-A-Ride operating budget; and
WHEREAS, the City Council has determined that it is in the best interests of the City that
the City Manager enter into the intergovernmental agreement with CDOT for the purpose of
acquiring said vehicles.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby finds that:
a. The City Manager has the power to enter into intergovernmental agreements
under Section 1-22 of the Code of the City; and
b. The State of Colorado, State Department of Transportation, Division of
Transportation Development, has obtained certain unencumbered Federal
funds for the provision of transportation services for elderly persons and
persons with disabilities; and
C. The State Department of Transportation, Division of Transportation
Development, is responsible for the disbursement of these funds; and
d. The City is desirous of obtaining said funds for the provision of
transportation services, and has filed an application with the State of this
purpose; and
e. The State has proposed an intergovernmental agreement with the City to
provide funds for such services; and
f. The City desires to accept the funds for such services pursuant to the
conditions of the agreement and to provide the City matching funds in the
amount of$33,340; and
g. The City desires to work together with the State Department of
Transportation to effect said services as provided in the agreement.
Section 2. That the City Council hereby authorizes the City Manager to enter into an
intergovernmental agreement between the City and CDOT for the purpose of purchasing two
replacement vehicles for the Dial-A-Ride fleet under the Federal Transportation Administration Act
for the provision of transportation services for elderly persons and persons with disabilities and for
the purpose of providing City matching funds in the amount of$33,340.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 18th
day of July, A.D. 2006.
