SUBJECT
Resolution 2006-070 Approving Expenditures from the Art in Public Places Reserve Accounts in
the Cultural Services and Facilities Fund and the Storm Drainage Fund to Commission an Artist to
Create Sculptural Elements for the Spring Canyon Community Park Project.
RECOMMENDATION
Staff and the Art in Public Places Board recommend adoption of the Resolution.
FINANCIAL IMPACT
The Spring Canyon Community Park art budget is $92,880 to be used for design, fabrication,
installation, and contingency for this project.
The funds for this project have been appropriated in the Art in Public Places Reserve Account in the
Cultural Services and Facilities Fund($80,880)and the Art in Public Places Reserve Account in the
Storm Drainage Fund($12,000). The Art in Public Places program has a maintenance fund for the
long-term care of the APP art collection.
EXECUTIVE SUMMARY
This Resolution would approve expenditures of$92,000 for design,fabrication,travel,installation,
contingency and related project expenses for a project to install multiple art elements by Karl
Ciesluk in Spring Canyon Community Park.
BACKGROUND
Section 23-303 of the City Code,which was added in 1995,established Art in Public Places(APP)
Reserve Accounts within the Cultural Services and Facilities fund,and the Light and Power,Water,
Wastewater and Storm Drainage Funds, and designated them for use in acquiring or leasing works
of art,maintenance,repair or display of works of art, and administrative expenses related to the Art
in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the
Council in Ordinance No. 20, 1995. The Council permanently adopted the Art in Public Places
Program, and reenacted City Code Chapter 23, Article IX, with certain modifications in 1998.

Under Section 23-303 of the Code, APP money in a utility account can only be used for works of
art that provide betterment to that utility,or that are otherwise determined by the City Council to be
for a specific utility purpose that is beneficial to the rate payers.
The Art in Public Places Board decided to select an artist for this project using an RFP process
through the City's Purchasing Department. The Selection Committee chose artist Karl Ciesluk.
Karl Ciesluk worked with the project team to create design concepts appropriate to the site. This
design concept was reviewed and recommended by the Project Team and the APP Board. The APP
Board reviewed the design for this project at the board's regular meeting on June 21, 2006.
The artist alongwith the project team proposes three environmental) themed art elements for the

site. The art will consist of hand carved stone seed-pod forms, large carved sprout shaped tree
sculptures and a community project that will create animal drawings for tile carvings to be installed
on a stormwater diversion structure that will also serve as a pedestrian bridge.
The Storm Drainage Fund money will be used for the art elements on the bridge. With the help of
local school children, the artist will develop images of local animals that will later be carved into
porcelain tiles by the artist. The tiles will cover the Park's pedestrian bridge with animals that
depend on water for survival. The piece will be entitled, "Source of Life."
A minimum of four hand-carved stone seed-pods entitled"Celebration of Growth" will be placed
near the irrigation channel. The seed-pod sculptures will be carved from stone boulders,cut in half
to show the interior of the pod and its seed. These sculptural forms will also be suitable for seating.
Along with the other elements, two site-specific sculptures titled, "Sprouting" will be made from
existing cottonwood tree trunks, approximately 6' to 10' tall. The hand carved sprouts will be
carved in different stages of development as they stretch upward.

The City of Fort Collins Art in Public Places Program is pleased to
announce the Spring Canyon Community Park Project, located in s
northwest Fort Collins along the Overland Trail. In collaboration with
the project team, artist Karl Ciesluk proposes three environmentally
themed art elements for the site. The art will consist of a minimum of
four stone seed-pods, two large hand-carved sprout-shaped sculptures ;
made from existing cottonwood trees, and an installation of
approximately 50 hand-carved pp y porcelain tiles. All works are site-
specific in relation to the importance of the irrigation channel at the
site, demonstrating plants' and animals' precious dependency upon Seed-pod model.

have the exposed cut surface polished and its outer edge either chiseled or its cut marks left to
define the thickness of the outer shell. The other two pods will be the opposite, with their outer
edge polished to define the thickness of the shell, and the inner area left with its natural cut
surface or chiseled to accent the pulp around the seed. The seed itself will protrude from the
surface of the interior split face, and will be cut in half and secured to the pod.
Two site-specific sculptures titled "Sprouting" will be made from two existing cottonwood tree
trunks, both approximately 2-1/2' in diameter — one 10' high and the other 6' high. These

An installation of inlaid porcelain tile artwork titled "Source of Life" will
be located at the pedestrian bridge. The tiles will cover the bridge with
engravings of animals that depend on water for survival. For this
element of the project, the 6th grade class at Olander Elementary
School will create the drawings of the animals that will later be carved
into the porcelain tiles by the artist. The section of tiles running
through the middle of the bridge will be done in blue to represent
water. The carved ceramic animal tiles will be placed alongside the
blue tile. The artist will also offer the students at Olander Elementary a
guided tour of where the artwork will be placed at the site.

VI. Spring Canyon Community Park Design Presentation:
A large map of the Spring Canyon Community Park was presented to the board showing the location of the park
and the location of the three elements of the artwork design. All elements are designed by Canadian artist Carl
Ciesluk who was selected for this project.
The proposed artwork includes a the work on a pedestrian bridge,carved wood sprout sculptures,and stone seed
pods. The pedestrian bridge tile designs will originate from drawings of animals by the children at Olander
Elementary School near Spring Canyon Community Park These designs will be etched into the and placed on the
bridge. The second component is near the picnic area The artist will use existing trees stumps in the park that will
be carved on site for the artwork The third component is seed pods carved from large rocks that will be placed
along the corridor of the park The timeline for the finished work is estimated at fall of 2007.
In addition to the APP artwork,artist Carl Ciesluk will also be creating an Eagle shelter that has been contracted by
another donor. In addition to the map of the area,Ms.Martin handed out a packet with the project proposal by
artist Carl Ciesluk An outline of the budget was presented which includes a contingency. The budget also stated
that this project is partially funded by Utility money for the bridge element.If there is remaining contingency
money,the project elements could be expanded with input from the Project Manager and team.
Mr.Tollison motioned that we go forward with the proposal design as presented

APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE
ACCOUNTS IN THE CULTURAL SERVICES AND FACILITIES FUND AND THE
STORM DRAINAGE FUND TO COMMISSION AN ARTIST TO CREATE SCULPTURAL
ELEMENTS FOR THE SPRING CANYON COMMUNITY PARK PROJECT
WHEREAS, Section 23-303 of the City Code established the Art in Public Places reserve
accounts in the Cultural Services and Facilities Fund and the Light and Power,Water,Wastewater
and Storm Drainage Funds for use in the acquisition or leasing of works of art,maintenance,repair
or display of works of art,and administrative expenses related to the Art in Public Places Program,
in accordance with the Art in Public Places Guidelines adopted by Council in Ordinance No. 020,
1995 (the "Guidelines"); and
WHEREAS, the City has begun construction on the new Spring Canyon Community Park
(the "Park Project"), which will include a new stormwater diversion structure that shall also serve
as a pedestrian bridge; and
WHEREAS, the City Stormwater Utility has previously constructed capital projects at
locations not suitable for public art (the "Stormwater Projects"); and
WHEREAS, pursuant to Section 23-303 of the City Code, one percent of the funds
appropriated for the Park Project was set aside in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund, and one percent of the funds appropriated for the Stormwater
Projects was set aside in the Art in Public Places reserve account in the Storm Drainage Fund to be
used for public art at more suitable locations; and
WHEREAS,the Board decided to use an RFP process with the City Purchasing Department
to select an artist who would work with the Park Project Team to create artwork appropriate to the
Park Project site; and
WHEREAS,the Selection Committee selected Karl Ciesluk(the"Artist")to create a design
concept appropriate for the Park Project site; and
WHEREAS,the Board evaluated the Artist's final design at its regular meeting on June 21,
2006, pursuant to the Guidelines; and
WHEREAS,based on that evaluation,the Board voted to recommend the Artist's proposal
for an art project that consists of three environmentally-themed art elements:hand carved stone seed-
pod forms entitled "Celebration of Growth"; large carved sprout-shaped tree sculptures entitled
"Sprouting"; and a community project that will create animal drawings for tile carvings to be
installed on the pedestrian bridge/diversion structure entitled"Source of Life"(collectively,the"Art
Project"); and
WHEREAS the estimated cost to r, create the Art Proje
ct,including commission of the Artist,
fabrication, installation, travel, contingency and related project expenses for the Art Project, is
$92,880; and
WHEREAS, $80,880 of those funds have been appropriated in the Art in Public Places
reserve account in the Cultural Services and Facilities Fund and$12,000 in the Art in Public Places
reserve account in the Storm Drainage Fund to provide for the artist design fees, fabrication,
installation and contingency for the Art Project; and
WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the
recommended art be presented for Council review and approval,because the cost of the art exceeds
$10,000; and
WHEREAS,pursuant to Section 23-303 of the City Code,monies credited to Utility Art in
Public Places reserve accounts shall be expended only for the acquisition of works of art that provide
a betterment to such utility or that are otherwise determined by the City Council to be for a specific
utility purpose that is beneficial to the rate payers of such utility; and
WHEREAS,the Art Project will provide a betterment to the Stormwater Utility by enhancing
the appearance of a stormwater diversion structure.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the Council hereby finds that the Art Project proposed provides a
betterment to the Stormwater Utility.
Section 2. That the Council hereby authorizes the expenditure of up to EIGHTY
THOUSAND EIGHT HUNDRED EIGHTY DOLLARS ($80,880) from the Art in Public Places
reserve account in the Cultural Services and Facilities Fund, and up to TWELVE THOUSAND
DOLLARS ($12,000)from the Art in Public Places reserve account in the Storm Drainage Fund for
the Art Project, which consists of three environmentally-themed art elements: hand carved stone
seed-pod forms entitled "Celebration of Growth"; large, carved, sprout-shaped tree sculptures
entitled"Sprouting"; and a community project that will create animal drawings for tile carvings to
be installed on the diversion structure/pedestrian bridge and entitled"Source of Life",which project
was proposed by the artist Karl Ciesluk, and the conceptual design of which was reviewed and
approved by the Art in Public Places Board on June 21, 2006
