Second Reading of Ordinance No. 005, 2010, Appropriating Unanticipated Revenue in the Capital Projects Fund for
the Intersection Improvements Project for Harmony Road and College Avenue.
EXECUTIVE SUMMARY
The City has received State and Federal funds totaling $747,000, designated for the construction of improvements
to the Harmony Road and College Avenue intersection. This Ordinance, unanimously adopted on First Reading on
February 2, 2010, appropriates those funds.

EXECUTIVE SUMMARY
This Resolution authorizes the City to amend a contract with the Colorado Department of Transportation (CDOT)to
receive State and Federal Funds designated for the construction of improvements to the Harmony Road and College
Avenue intersection. The Ordinance appropriates those funds.
BACKGROUND/ DISCUSSION��� ��,� -t�\ r7
The intersection of Harmon Road and Colle a Avenue is one-of-the highest volume intersections in the City. The

intersection currently operates at a Level of!Service D (50 seconds average delay) and is forecast to be Level of
Service F (95 seconds average delay)�i 0 years"`It Is constrained on all four corners by existing development, but
proposed improvements will reduce delay, improve the pavement surface, add urban design and landscaping
elements, and provide better facilities for bicycles and pedestrians.
In February 2008,Council approved the appropriation of State and Federal funds totaling$1,420,000 for this Project.
This action enables Council to add additional Federal and State funds totaling $747,000. Two types of funding are
being added. Congestion Relief funding comprises$627,000 and Hazard Elimination funding comprises$120,000.
Staff is currently completing the final stages of design and right-of-way acquisition. Construction is planned to start
in the spring of 2010 and last into the fall.

SUSTAINABILITY: ECONOMIC, ENVIRONMENTAL AND SOCIAL IMPACTS
This Council action authorizes additional funding to be added to a project that is currently underway and planned to
be constructed in 2010. The economic,environmental and social impacts described below refer to the entire$6 million
project as a whole.
Economic Impact
The Project will provide an important long-term positive economic impact through a direct investment into improving
mobility through one of the City's busiest intersections and vital retail areas. A significant effort is also being made
to improve the look and feel of the area through landscaping and urban desigrnimprovements.

Staff acknowledges that there is a short-term impact to area businesses die the disruption caused by construction
of a project of this size. The Project`Teamyhas�mple-mented a strategy to minimize this impact by shortening the
duration of the project and maintaining traffic flow whenever possible. This process has included pavement design
that can be constructed quickly, performing tree and utility relocations prior to the main work, holding a day-long
constructability workshop with regional contractors, and providing monetary incentives to the contractor for early
completion.
Environmental Impact
The Project will have a positive impact on long-term air quality. The Design Team estimates that the improvements
will reduce congestion by about 20%based on the ten-year traffic projection. This means a reduction in the emissions
caused by idling vehicles will be reduced correspondingly. ��rr /�
The Project completes the last rema thing gap m bicycle laneso`Harmony\Ro d from east of Ziegler Road to Taft Hill
Road. The Project also improves the safety and convenience-for°pedestrians crossing the intersection.
The Project includes significant improvements to stormwater quality with the installation of facilities to remove
suspended solids and hydrocarbon contaminants from roadway drainage prior to discharge into receiving waters. The
Project will also be required to minimize sediment runoff during construction through the use of a Stormwater
Management Plan Permit.
The Project has been designed to minimize material usage and.waste. For example, existing trees are being
transplanted where possible, existing road base material is being reused on site, and asphalt millings will be recycled
into road base.
Social Impact

The Project provides an improvementutothe;.ctizens offFort Collins by reducing congestion and
increasing transportation choices. During therenn,there is a negative impact due to the inconvenience of the
construction. As mentioned above, the Design Team has taken steps to minimize this impact.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution and of the Ordinance on First Reading.
PUBLIC OUTREACH
The Design Team held a Public OpenrHouse in,,April,,.2009 an ndi�et�;with area property and business owners in
November 2009. The Design TeamMhas met-muytiple times�i�dividuaallyQwithfproperty owners along the Project who
are affected by the right-of-way acquisition process. Staffaattended,the South College Business Association meeting
in January 2010. A project-specific web siteshas�been maint' i ned for thelFroject. A communication plan to inform
the public of the construction has been-designed. u) [J

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE CAPITAL
PROJECTS FUND FOR THE INTERSECTION IMPROVEMENTS PROJECT
FOR HARMONY ROAD AND COLLEGE AVENUE
WHEREAS, the Harmony Road and College Avenue intersection is one of the highest
volume intersections in the City and it is projected that the volume will increase in the future; and
WHEREAS, these proposed improvements will reduce delay time, improve the pavement
surface, add urban design and landscaping elements, and provide better facilities for bicycles and
pedestrians; and
WHEREAS, approximately $5.3 million has already been appropriated for the Harmony
Road and College Avenue intersection project, consisting of$2,280,000 from Building on Basics
funds, $1,420,000 State Transportation Plan Metro Funds Grant, and $1,557,000 from the
Transportation Fund Harmony Maintenance Reserve; and
WHEREAS,the City has been awarded Congestion Relief funds in the amount of$627,000
and Hazard Elimination and Safety funds in the amount of$120,000 from the Colorado Department
of Transportation designated for the construction of improvements to the Harmony Road and
College Avenue intersection; and
WHEREAS, these sources will complete the funding required for the Harmony Road and
College Avenue Intersection project; and
WHEREAS, on February 2, 2010, City Council adopted Resolution 2010-003 authorizing
the Mayor to amend a contract with the Colorado Department of Transportation to add funding for
the construction of the Harmony Road and College Avenue Intersection Project; and
WHEREAS, Article V, Section 9, of the City Charter permits the City Council to make
supplemental appropriations by ordinance at any time during the fiscal year,provided that the total
amount of such supplemental appropriations, in combination with all previous appropriations for
that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be
received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the revenue as described
herein will not cause the total amount appropriated in the Capital Projects Fund to exceed the current
estimate of actual and anticipated revenues to be received in that fund during any fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated revenue in the Capital Projects Fund
the sum of SEVEN HUNDRED FORTY-SEVEN THOUSAND DOLLARS ($747,000) for
expenditure in the Capital Projects Fund-Building on Basics—Intersection Improvements Project
for Harmony Road and College Intersection Improvements.
Introduced, considered favorably on first reading, and ordered published this 2nd day of
February,A.D. 2010, and to be presented for final passage on t 1 th day of February,A.D. 2010.
