SUBJECT
Second Reading of Ordinance No. 190, 2006, Appropriating Unanticipated Revenue in the
Recreation Fund to Be Used for the Purpose of Improving Youth Football Operations and Increasing
Awareness And Interest in the Sport.
RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY
The Recreation Division was awarded a three-year National Recreation and Park Association
(NRPA) Grant in the amount of$150,000 over three years. The Recreation Division will receive
$50,000/year to be used for staffing a full-time youth football Coordinator. NRPA, as part of its
grant agreement with USA Football, has received funds to be sub-awarded to five community
organizations for the purpose of improving youth football operations and increasing awareness and
interest in the sport. Fort Collins was selected as one of the five Hubs. This Ordinance,
unanimously adopted on First Reading on December 5,2006, appropriates the funding from NRPA
for this sub-grant.

BACKGROUND
The three year sub-grant from NRPA will fund a full-time Coordinator who will be responsible
for capacity building, increasing community awareness, planning a community celebration,
utilizing resources, and completing measurement and assessment information to further NRPA's
agenda of improving overall youth football operations and developing and increasing interest in
the sport.

ORDINANCE NO. 190, 2006
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED REVENUE IN THE RECREATION
FUND TO BE USED FOR THE PURPOSE OF IMPROVING
YOUTH FOOTBALL OPERATIONS AND INCREASING AWARENESS
AND INTEREST IN THE SPORT
WHEREAS, the National Football League Youth Football Fund("YFF"), was established
by the National Football League and the National Football Players Association, to promote positive
youth development and ensure the health and future of the sport at the grassroots level; and
WHEREAS, the YFF has supported numerous programs aimed at strengthening America's
youth football movement; and
WHEREAS, USA Football is an independent,non-profit organization,the purpose of which
is to support and promote football at all amateur levels; and
WHEREAS, the National Recreation and Park Association ("NRPA") as part of its grant
agreement with USA Football,has received funds to be sub-granted to community organizations for
the purpose of improving youth football operations; and
WHEREAS,the City's Recreation Division applied for and was recentlyawarded a sub-grant
from the NRPA for the conduct of a project entitled NRPA/USA Football Hub Grant; and
WHEREAS,the aforementioned sub-grant totals$150,000 and covers the period beginning
October 2006 and ending September 2009; and
WHEREAS,the scope of work covered by the sub-grant includes hiring a full-time program
coordinator responsible for capacity building, increasing community awareness, planning a
community celebration, utilizing resources, completing measurement and assessment information
to further the NRPA's agenda of improving overall youth football operations, and developing and
increasing interest in the sport of football; and
WHEREAS, no local matching funds are required according to the terms of the sub-grant;
and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the NRPA/USA Football
Hub Grant funds will not cause the total amount appropriated in the Recreation Fund- NRPA/USA
Football Hub Grant project to exceed the current estimate of actual and anticipated revenues to be
received during the fiscal year; and
WHEREAS,it is the desire of the Council to appropriate the sum of$150,000 in NRPA/USA
Football Hub Grant funds in the Recreation Fund - NRPA/USA Football Hub Grant project to be
used for the purpose of improving youth football operations and increasing awareness and interest
in the sport.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenues in the
Recreation Fund - NRPA/USA Football Hub Grant project the sum of ONE HUNDRED FIFTY
THOUSAND DOLLARS ($150,000), representing grant proceeds from the NRPA/USA Football
Hub Grant, to be used for the purpose of improving youth football operations and increasing
awareness and interest in the sport.
Introduced, considered favorably on first reading, and ordered published this 5th day of
December, A.D. 2006, and to be presented for final passage on the 19th day of December, A.D.
2006.
