1. Call Meeting to Order.
2. Downtown River District Transportation and Utility Design Project Update—Fall 2006.
(30 minute discussion)
This discussion is to consider the following questions:
1. Which transportation/utility design alternatives does Council prefer for Willow,
Linden Lincoln and Jefferson Streets?
2. What are the preferences for the streetscape enhancements, intersection
improvements, and strategies to address parking and transit options within the
Downtown River District?
3. Fall Land Use Code Amendments. (90 minute discussion)
This discussion considers the Fall Land Use Code Amendments in two parts:
A. Downtown Zone District Standards for Taller Buildings (Over 3 stories).
1. Does Council agree with incorporating DSP recommendations for taller
buildings into the Downtown Zoning District, with or without adjustments
in response to ownership concerns in two specific situations?
2. If so, does Council find the proposed Code language to be adequate and
appropriate as drafted?
B. Fall 2006 Land Use Code Changes and Business Outreach Follow-W.
The purpose of this work session is to introduce to Council the proposed amendments
or options, revisions and clarifications to the Land Use Code for Fall 2006 and to
update the status of business outreach items that were discussed at a recent Council
work session. The Land Use Code team encourages any questions or comments
regarding any of these proposed changes.
The question staff would like Council to consider for shelters for victims of domestic
violence is:
1. Does Council agree with the establishment of a new permitted use that would
be processed and reviewed under Basic Development Review which does not
require a mailed notice or public hearing?
The question staff would like Council to consider regarding potential business
outreach code changes is:
2. Do the proposed code changes accurately express the desire of City Council
with regard to off-street parking, signs, transportation impact studies and
emergency access?
The question staff would like Council to consider regarding delayed business
outreach items is:
3. Is the timeline proposed for these items (Spring 2007) acceptable to City
Council?
4. LWlementation of New State Immigration Laws. (1 hour discussion)
This item discusses the City's efforts to comply with several new state laws which govern the
ways in which the City is to deal with persons who may have entered the country illegally.
It also discusses the pros, cons and potential costs of adopting a local ordinance on the same
subject.
1. Does Council have any concerns or direction with regard to staff s implementation ofthe new
state immigration laws?
2. Should staffproceed with preparation of a local ordinance that would impose additional local
sanctions upon any City contractors or subcontractors who employ illegal aliens to perform
work for the City?
