SUBJECT
Items Relating to the Multi jurisdictional Drug Task Force.
RECOMMENDATION
Staff recommends adoption of the Ordinances on First Reading.
FINANCIAL IMPACT
The City has received grants for the Latimer County Drug Task Force from the Office of National
Drug Control Policy in the amount of$70,200 and two grants from the Bureau of Justice Assistance
in the amounts of$90,000 and$56,808. The funding cycle for the Office of National Drug Control
Policy grant is January 1, 2007 through December 31, 2007. The funding cycle for both Bureau
of Justice Assistance grants is October 1, 2006 through September 30, 2009.
There is no financial impact to the City of Fort Collins as there are no matching funds required.
EXECUTIVE SUMMARY
A. First Reading of Ordinance No. 162, 2006, Appropriating Unanticipated Grant Revenue
from the Office of National Drug Control Policy in the General Fund for the Latimer County
Drug Task Force
B. First Reading of Ordinance No. 163, 2006, Appropriating Unanticipated Grant Revenue
from the Bureau of Justice Assistance in the General Fund For the Larimer County Drug
Task Force
These Ordinances appropriate grant funds received by the Latimer County Drug Task Force from
the Office of National Drug Control Policy and the Bureau of Justice Assistance. These funds are
to be used to fund the investigation of illegal narcotics activities in Latimer County.
BACKGROUND
The Larimer County Drug Task Force consists of representatives from Fort Collins Police Services,
Loveland Police Department,Larimer County Sheriff's Department,Estes Park Police Department
and the Colorado State University Police Department.

Fort Collins Police Services ("FCPS") applied to the Office of National Drug Control Policy and
the Bureau of Justice Assistance on behalf of the Latimer County Drug Task Force for federal grant
monies to help fund the investigation of illegal narcotics activities in Latimer County. As the grant
administrator,FCPS will ensure funding to other participating agencies for their share of the federal
funds.
The$70,200 grant will be used to offset overtime costs of each participating agency. The$56,808
grant will be used to fund confidential purchases of narcotics from drug dealers. The$90,000 grant
will be used to fund a confidential off-site lease agreement with the City of Fort Collins and daily
operational expenses of the Colorado State University and Estes Park Police Department investigator
positions.
These appropriations are not a request to identify new dollars for the FCPS 2006 budget; instead

ORDINANCE NO. 163, 2006
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE FROM THE OFFICE
OF NATIONAL DRUG CONTROL POLICY IN THE GENERAL FUND
FOR THE LARIMER COUNTY DRUG TASK FORCE
WHEREAS, the Office of National Drug Control Policy has awarded Fort Collins Police
Services a grant of federal money in the amount of$70,200 (the "Grant"); and
WHEREAS, the Grant is to be used by Y the Larimer Count Drug Task Force the "Task
Force")to help fund the investigation of illegal narcotics activities; and
WHEREAS, the Task Force consists of representatives from Fort Collins Police Services,
Loveland Police Department,Larimer County Sheriff s Department,Estes Park Police Department,
and the Colorado State University Police Department; and
WHEREAS, the City of Fort Collins and Fort Collins Police Services will administer the
Grant for the Latimer County Drug Task Force; and
WHEREAS,Article V,Section 9,of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS,City staff has determined that the appropriation of the grant funds as described
herein will not cause the total amount appropriated in the General Fund to exceed the current
estimate of actual and anticipated revenues to be received in that fund during the fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated from unanticipated grant revenue in the General Fund
the sum of SEVENTY THOUSAND TWO HUNDRED DOLLARS($70,200)for expenditure,upon
receipt,in the General Fund for Police Services for the Multi jurisdictional Drug Task Force Grant
Project.

FOR THE LARIMER COUNTY DRUG TASK FORCE
WHEREAS, the Drug Task Force for the Bureau of Justice Assistance has awarded Fort

("Grant II"); and
WHEREAS,the Latimer County Drug Task Force(the"Task Force")will use the two grants
