Resolution 2006-109 Making Appointments to the Affordable Housing Board and the Human
Relations Commission.
RECOMMENDATION
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY
Several vacancies exist on the Affordable Housing Board due to the resignations of Chris Crutcher,
Donna Wetzler,Michelle Jacobs and Joe Hebert. Applications were solicited and Councilmember
Kastein conducted interviews. Councilmember Kastein is recommending Jason Oldham, Rachel
Davis, Robert Sullivan and Dan Byers to fill the vacancies.
Several vacancies exist on the Human Relations Commission due to the resignations of Parker
Preble,Lester Washington and Jeffery VanFleet. Applications were solicited and Councilmembers
Roy and Brown conducted interviews. The Council interview team is recommending Karen Wong-
Brown, Christina Matsushima and Lisa Poppaw-Schinnerer to fill the vacancies.

Why do you want to become a member of this particular board or commission? There is a strong need for affordable
housing in any area. The City of Fort Collins has done a great iob in providing its citizens with affordable
units. Additionally, the city has a great first time homebuver program I would like to help in the education

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
t) Unit marketability/resale.With fluctuating real estate trends, it can be difficult to determine how marketable any given
unit will be in the future. However,there seems to be a problem surrounding the affordable units. I have talked to
many owners who are attempting to sell and are faced with brining money to the table in order to close.Solution:At
minimum, better education for the buyers so they can plan to allow several months for the sale of a unit. Preferably,
the establishemnt of a program that helps better link potential users to current sellers.
p) Negative views/associations with affordable housing.It seems as though many view affordable housing as having
negative influences on communities. Most do not realize that these people may have college loan debt medical
bills,or other commitments which may reduce their potential for higher housing payments.Solution: analysis and
presentation of the demographics of the users of affordable housing units. Also in conjunction with the above issue,
education of the benefits of home ownership and the pros and cons of different financing methods.
3) Getting developers to build affordable units.Given the potential problems surrounding buyer qualification, unit
marketability, etc., it can be difficult to motivate developers to build affordable units.Solution: incentives such as
allowing for flexibility with design codes in leiu of construction of a predetermined number of units and other
incentives may work. Conversely, and more controversially, inclusionary zoning such as that utilized by in the
Boulder. CO area can provide for a predetermined amount of affordable housing.

affordable housing is an area I would like to specialize in I wish that EVERYONE could own a home and I
hope that becoming a member of this board will promote this

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
t) LOW-INCOME HOUSING: I believe Fort Collins needs more low-income developments To Promote this endeavor,
the Board could have a contest in which builders/developers submit plans for a low-income housing project The
winning plan would give the applicant the contract Funded by private donations charity event proceeds and
government funding.
z) AFFORDABLE UTILITIES: In conjunction with the above,the contest would also include energy efficiency The
_ plan would require elements such as solar energy, south facing windows, alternative sources of electricity(windmill)
etc.
3) IMMIGRANT LOW-INCOME HOUSING: As the demographics change in Fort Collins. I believe there is a need for
low-income housing for our immigrants. The board could develop a clearing house for interpreters• Spanish-
Chinese-. Russian-speaking realtors, and any services related to buying a home.

bettering the Fort Collins community. I believe that the growth predicted for the Northern Colorado region
over the next 20 years will reguire dilligent planning on the part of the city. The lifeblood of any city is

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
t) Based on my research of the board minutes and plans, one of the major issues facing the Affordable Housing Board
is reaching an understanding with the City Council in regards to the importance of developing the affordable housing
program now. The message has to be clear that waiting until a need for housing is obvious will create a painful
waiting period where supply cannot meet demand.
p) Another maior issue facing the board is the budget crunch that is currently facing the city of Fort Collins. Due to
regional growth, the city is seeing less and less sales tax revenue to fund its city programs and infrastructure. This
budget crunch will certainly impact the board in its ability to maintain a staff. It will be the mob of the board to
provide a continued emphasis on the importance of affordable housing as well as the need for a group to nurture
and grow this concept.
3) A third issue facing the board is filling all available seats and reaching a quorum at all scheduled meetings. It is
impossible for a board of any kind to be effective if it cannot maintain a regular meeting schedule and vote on the
issues of the day. By filling all vacancies with people who are committed to the purpose of the board it will allow the
board to function. It will make a situation where quorum cannot be reached much less likely.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) What is the appropriate percentage of affordable housing to total housing in Fort Collins and should Fort Collins be
doing more to insure that the housing needs of the low income population are being met? What incentives can be
used to encourage low income housing? While the average cost of housing in the City continues to climb are we
doing enough to insure that the needs of the lower income are being met?
p) Should mandates be used by the City when working with developers? I will keep an open mind in regards to this
question and see what the concerns of the City are Each particular project is different and may require different
"mandates'or lack thereof. My primary concern is insuring that projects are cost effective for developers to
proceed,thus benefiting both the developer and the City,while insuring that critical issues as addressed by the City
are met.
3) Can the process working with the City be streamlined to provide easier access to approval and city assistance?
I have continually heard from developers about the difficulty working with the City in regards to approvals for projects
and requirements placed on them by the City. Can the City continue to meeet its agenda in regards to housing
and the growth area in general, while easing the process for developers. Growth seems to be finding its way
outside of the City limits and developers need to be encouraged to look again at projects in the City's growth area

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) First. I believe there are a lot more work needs to be done in regards to diversity for the Fort Collins community. We
need to make the community aware of all cultures. We should promote awareness and understanding of differences
and also look at the similarities that we all have in common.
2) Second. 1 believe we need to try to communicate to high officials of our concerns. I understand a lot of them might
have their views. We need them to open up and listen. We also need to create dialog between them and us.
3) Third, we need community to build a strong community. For example,we have to work with the big entities such as
universities and business to loin force together. We need to make sure that these entities know that we are here for
the community and the people. If they need assistance, we would provide support and vice versa.

Some of the skills are my group counseling, facilitation and teaching. I can converse in a couple of languages such
as Chinese and Spanish. I took classes in regards to diversity issues. I am certified in Asian Studies. My
undergraduate degree was in Political Science.

I do not foresee any activities might be difficult for me. I highly believe in educating and empowering others to see
differences and eventually work together with the differences for a common ground. I am a visionary person

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
I feel there is an ongoing battle to represent the Spanish-speaking community. I think this issue should be
addressed with a request of the community to support facilitate and promote Spanish-speaking assistance and
education where practical and feasible.

2) Due to the large student population, I believe age discrimination exists to some extent for our senior community.
While I am aware of several elder outreach programs, I think it would be positive for the entire community to have
some sort of blended age-group event. The old cliche is true that we can learn a lot from our elders, and in Fort
Collins,that includes the many changes that have taken place over the years.
3) While I believe Fort Collins does an amazing iob of community events, it seems there is a division between the north
and south sides of town. In order to facilitate more community involvement in these varied activities, it would be nice
to rotate venues and areas of community events-extending further north and further south when events occur.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
f� Fort Collins is growing at a record pace and with that growth comes diversity. It is incumbent on the City of Fort
Collins that as we grow, residents of all races, religions, apes, abilities and gender are recognized and celebrated for
their contributions to our community. Presentations and forums that showcase these unique attributes allow
members of our community to embrace the flavor of our city.
p) It is important that this commission continues to cultivate positive relations between groups in our community, and
that those relationships are established at an early age. Active involvement in the Poudre School District is an
excellent way to foster positive interactions that lead to good will within the community.
3) It is important that positive relations between city government and the citizens of the community are fostered. This
commission should be a liaison between the two groups and should actively work to create ways for city officials to
interact with community members through meetings, programs and printed materials. An involved community is a
healthy community.

I have excellent communication skills (both written and verbal), leadership abilities, and organizational skills. I also
received a minor in Women's Studies from the University of Northern Colorado.

MAKING APPOINTMENTS TO THE
AFFORDABLE HOUSING BOARD AND THE
HUMAN RELATIONS COMMISSION
WHEREAS, vacancies currently exist on the Affordable Housing Board due to the
resignations of Chris Crutcher,Donna Wetzler,Michelle Jacobs and Joe Hebert; and
WHEREAS, vacancies currently exist on the Human Relations Commission due to the
resignations of Parker Preble,Lester Washington and Jeffery VanFleet; and
WHEREAS, Council wishes to fill said vacancies.
NOW, THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
