SUBJECT
First Reading of Ordinance No. 094, 2006, Amending Section 2-182 of the City Code Relating to
Membership of the Community Development Block Grant Commission("CDBG Commission").
RECOMMENDATION
Staff and the Community Development Block Grant Commission recommend adoption of the
Ordinance on First Reading.
EXECUTIVE SUMMARY
The membership of the Community Development Block Grant (CDBG) Commission
("Commission") consists of 11 members appointed by City Council. For the past several years it
has become difficult to recruit and maintain full membership. The Commission has been
experiencing difficulty in obtaining a quorum for some of its meetings,making it difficult to conduct
its duties and functions. Commission members and staff have requested that the membership be
reduced to 9 members in an effort to make it easier to obtain quorums and to perform its duties in
a more efficient and timely manner.
BACKGROUND
The Community Development Block Grant Commission was created on September 4, 1990 by
adoption of Ordinance No. 098, 1990. The original membership of the CDBG Commission
consisted of 13 members in an effort to include residents of low- and moderate-income
neighborhoods that would benefit the most from CDBG Program funds for affordable housing
programs and community development activities. Ordinance No. 042, 1995 which was adopted on
Second Reading on May 2, 1995, reduced the membership to 11 members. Staff has continued
recruitment efforts with agencies and organizations providing services to low-and moderate-income
residents and will continue to include recruitment efforts to those organizations and agencies.
However,recent turnover and lower numbers of applications received during the annual boards and
commissions recruitment efforts have made it difficult for the CDBG Commission to maintain an
actual membership total of 11 persons. Staff and the Commission have discussed this problem with
the Council liaison, Councilmember Ben Manvel. Councilmember Manvel agrees with staff and
the Commission that reducing the membership of the Commission will help eliminate the problem
of reaching a quorum and allow the Commission to more efficient and effective in performing its
duties and functions.
ORDINANCE NO, 094, 2006
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING SECTION 2- 182 OF THE CODE OF THE CITY OF
FORT COLLINS RELATING TO MEMBERSHIP OF THE
COMMUNITY DEVELOPMENT BLOCK GRANT COMMISSION
WHEREAS , on September 4, 1990, the City Council adopted Ordinance No , 098 , 19901
which created a Community Development Block Grant Commission ("CDBG Commission"),
consisting of thirteen ( 13 ) members; and
WHEREAS , on May 2, 1995 , the City Council adopted Ordinance No. 042, 1995 reducing
the membership of the CDBG Commission ("Commission") to eleven ( 11 ) members; and
WHEREAS , the CDBG Commission has indicated that due to difficulty in reaching a
quorum, the membership should be reduced to nine (9) members ; and
WHEREAS , the Council wishes to accommodate the Commission ' s request to reduce the
membership of the Commission.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that Section 2- 182(a) of the Code of the City of Fort Collins be amended to read as
follows :
Sec. 2-182. Membership ; term.
(a) The Commission shall consist of cleven ( f 1) nine (9) members appointed
by the City Council, including persons of low and moderate income who are
residents of slum and blight areas and/or are residents of the low- and moderate-
income neighborhood strategy areas that have been identified by the city.
