SUBJECT
First Reading of Ordinance No. 093, 2006, Amending Section 2-447 of the City Code Relating to
Membership of the Youth Advisory Board.
RECOMMENDATION
Staff and the Youth Advisory Board recommend adoption of the Ordinance on First Reading.
EXECUTIVE SUMMARY
The Team Fort Collins Leadership Team has indicated it no longer wishes to make appointments to
the Youth Advisory Board. The Youth Advisory Board supports this request. This Ordinance, if
adopted, will reduce the membership of the Youth Advisory Board from 9 members to 7 and will
no longer require any members to be appointed by Team Fort Collins.
BACKGROUND
The Youth Advisory Board was created on April 19, 1994 by adoption of Ordinance No. 058, 1994.
At its inception the Youth Leadership Committee of Team Fort Collins was very active and the
original membership of the Youth Advisory Board included two members to be appointed by Team
Fort Collins and affirmed by City Council. Organizational changes within Team Fort Collins have
eliminated the Youth Leadership Committee,therefore Team Fort Collins no longer wishes to have
a presence on the Youth Advisory Board. The Youth Advisory Board agrees with this request.
One member from the Youth Leadership Team of Team Fort Collins, Ryan Hennig, is currently a
member of the Youth Advisory Board and the other Team Fort Collins position is currently vacant.
Ryan Hennig desires to remain on the Board. A Council appointed vacancy currently exists due to
the resignation of Kristi Thomas. Council will consider a separate Resolution on June 6 to appoint
Ryan Hennig to fill the vacant position created by the resignation of Ms. Thomas.
A memorandum from the Youth Advisory Board to Councilmember Kurt Kastein requesting the
change in membership is attached.

At the regular meeting of the Youth Advisory Board on April 5, 2006, discussion was
held regarding the number of members to be held on the roster. The current number of
nine (9) has been difficult to fill and maintain. Members felt that reducing the size of the
Youth Advisory Board to seven (7)members would benefit the productivity of the group.
According to the Municipal Code,the Youth Advisory Board shall consist of nine
members, two of which shall be appointed by the Youth Leadership Committee of Team
Fort Collins from its members. The Youth Leadership Committee no longer exists, and
Team Fort Collins is no longer interested in appointing Board members. There is
currently one Board member who was appointed by the Committee, so we are requesting
that his appointment/affirmation be honored for the remainder of his term (December 31,
2007).
Consistent attendance by Board members is a problem, and staff believes that would
improve if the number of Board members is reduced. Therefore, please consider this
request to reduce the number of Youth Advisory Board members from 9 to 7. Thank you

ORDINANCE NO, 093 , 2006
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AMENDING SECTION 2-445 OF THE CODE OF THE CITY OF
FORT COLLINS RELATING TO MEMBERSHIP OF THE
YOUTH ADVISORY BOARD
WHEREAS , on April 19, 1994, the City Council adopted Ordinance No . 058 , 1994, creating
a Youth Advisory Board, consisting of nine members, seven appointed by the City Council and two
appointed by the Youth Leadership Committee of Team Fort Collins from its members ; and
WHEREAS, the two appointments by the Youth Leadership Committee are affirmed by
Resolution by the City Council ; and
WHEREAS , the Team Fort Collins Youth Leadership Committee no longer exists and Team
Fort Collins has indicated that, due to the elimination of this Committee, they no longer wish to
make appointments to the City' s Youth Advisory Board; and
WHEREAS , the Youth Advisory Board requests that the Team Fort Collins appointees be
removed from the Board' s membership ; and
WHEREAS , the Council wishes to accommodate the Board' s request to reduce the
membership of the Board by eliminating the two appointments made by Team Fort Collins .
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that Section 2-445 (a) of the Code of the City of Fort Collins be amended to read as
follows :
Sec. 2-445. Membership ; term.
(a) The Board shall consist of nine (9) seven (7) members, seven (7) of who
shall be appointed by the City Council and two (2) of whom shall be appointed b
the Youfh Leadership eommittee of Team Fort eoiiins from its members .
Appointments by the Youth Leadership eommittee shall be affirtned by the eity
All members shall be qualified by experience, training, age,
ethnicity, or socioeconomic background to represent a diverse cross-section ofyouth
in the Fort Collins community. At least five (5) of the members of the Board shall
be under the age of twenty-one (21 ) years at the time of appointment.
