FINANCIAL IMPACT The Colorado Department of Transportation has awarded Fort Collins Police Services a 2006 Law Enforcement Assistance Fund grant in the amount of$11,750 to help reduce the number of drunk drivers in Fort Collins. No matching funds are required. EXECUTIVE SUMMARY Ordinance No. 014, 2006 was unanimously adopted on First Reading on February 7, 2006 and appropriates grant funds from a 2006 Law Enforcement Assistance Fund,provided by the Colorado Department of Transportation, to help reduce the number of drunk drivers in Fort Collins. No Ching s are q EXECUTIVE SUMMARY On December 20, 2005, City Council approved a Resolution authorizing the Mayor to enter into a contract with the Colorado Department of Transportation for Fort Collins Police Services("Police Services") to apply for a 2006 Law Enforcement Assistance Fund grant in the amount of$11,750 to help reduce the number of drunk drivers in Fort Collins. This Ordinance appropriates the grant funds. The stipulations of the grant are as follows: • The grant money will be used for overtime compensation for police officers to perform drunk driving enforcement duties. • Police Services will conduct at least two sobriety checkpoints or saturation patrols during 2006. February 7, 2006 -2- Item No. 12 • Police Services will be actively involved in the Colorado Department of Transportation DUI Enforcement public awareness campaign. • Police Service ase DUI arrests by 10%from the 2005 level s e n o i ORDINANCE NO. 014, 2006 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING UNANTICIPATED REVENUE IN THE GENERAL FUND FOR THE FORT COLLINS POLICE SERVICES DRUNK DRIVING ENFORCEMENT PROGRAM WHEREAS, the Colorado Department of Transportation awarded Fort Collins Police Services ("Police Services") a 2006 Law Enforcement Assistance Fund grant in the amount of $11,750; and WHEREAS, these funds will be used by Police Services to support the Fort Collins Drunk Driving Enforcement Program; and WHEREAS, Council adopted Resolution 2005-133 on December 20, 2005, approving and authorizing the Mayor to execute the Drunk Driving Enforcement Grant Contract#L-06-24 between the City and the Colorado Department of Transportation; and WHEREAS,Article V, Section 9,of the Charter of the City of Fort Collins permits the City Council to make supplemental appropriations by ordinance at any time during the fiscal year, provided that the total amount ofsuch supplemental appropriations,in combination with all previous appropriations for that fiscal year, does not exceed the current estimate of actual and anticipated revenues to be received during the fiscal year; and WHEREAS, City Staff has determined that the appropriation of the Colorado Department of Transportation grant funds, as described herein, will not cause the total amount appropriated in the General Fund to exceed the current estimate of actual and anticipated revenues to be received in that fund during the fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS that there is hereby appropriated from unanticipated revenue in the General Fund the sum of ELEVEN THOUSAND SEVEN HUNDRED FIFTY DOLLARS($11,750)for expenditure,upon receipt, in the General Fund for the Fort Collins Police Services Drunk Driving Enforcement Program.
