RECOMMENDATION Staff recommends adoption of this Resolution. EXECUTIVE SUMMARY On February 19,2008,Council adopted Resolution 2008-022,authorizing the City Manager to issue a temporary revocable permit to Platte River Power Authority for the purpose of installing meteorological (MET) towers at Meadow Springs Ranch. Due to an unanticipated interruption in data collection,Platte River is requesting a 12-month extension to improve its data set.The proposed Resolution will authorize the City Manager to issue a 12-month extension to the revocable permit , for the purpose of extending the data collection period. The extension for the temporary towers will allow Platte River to collect detailed wind speed and other data to investigate the site for potential wind generation. BACKGROUND Platte River Power Authority (Platte River) is continuing to evaluate potential wind generation resources to meet the needs of Fort Collins and its other member/owner communities. As part of this effort, Platte River is evaluating wind generation potential on the Meadow Springs Ranch property owned by the City of Fort Collins. This property is located adjacent to the Rawhide Energy Station property, which is owned by Platte River. Resolution 2008-022, adopted by Council on February 19, 2008, authorized Platte River to install two 60-meter temporary meteorological towers near the north edge of the Meadow Spring Ranch property. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Manager is hereby authorized to execute such documents as are necessary to grant a revocable permit to PRPA as described herein, together with such additional terms and conditions as the City Manager, in consultation with the City Attorney, deems necessary or appropriate to protect the interests of the City or to effectuate the purposes of this Resolution, including any necessary corrections to the legal description thereof that do not result in a material increase or change in character of the intended license.
