SUBJECT
Resolution 2009-070 Authorizing a Twelve-Month Extension of the Revocable Permit Issued to
Platte River Power Authority for Installation of Two Meteorological Towers on Meadow Springs
Ranch Property.
RECOMMENDATION
Staff recommends adoption of this Resolution.
EXECUTIVE SUMMARY
On February 19,2008,Council adopted Resolution 2008-022,authorizing the City Manager to issue
a temporary revocable permit to Platte River Power Authority for the purpose of installing
meteorological (MET) towers at Meadow Springs Ranch. Due to an unanticipated interruption in
data collection,Platte River is requesting a 12-month extension to improve its data set.The proposed
Resolution will authorize the City Manager to issue a 12-month extension to the revocable permit ,
for the purpose of extending the data collection period. The extension for the temporary towers will
allow Platte River to collect detailed wind speed and other data to investigate the site for potential
wind generation.
BACKGROUND
Platte River Power Authority (Platte River) is continuing to evaluate potential wind generation
resources to meet the needs of Fort Collins and its other member/owner communities. As part of
this effort, Platte River is evaluating wind generation potential on the Meadow Springs Ranch
property owned by the City of Fort Collins. This property is located adjacent to the Rawhide Energy
Station property, which is owned by Platte River.
Resolution 2008-022, adopted by Council on February 19, 2008, authorized Platte River to install
two 60-meter temporary meteorological towers near the north edge of the Meadow Spring Ranch
property.

RESOLUTION 2008-022
OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE ISSUANCE OF A REVOCABLE PERMIT TO PLATTE RIVER
POWER AUTHORITY FOR INSTALLATION OF TWO METEOROLOGICAL TOWERS ON
MEADOW SPRINGS RANCH PROPERTY FOR THE PURPOSE OF EVALUATING WIND
GENERATION POTENTIAL
WHEREAS, Platte River Power Authority ("PRPA") provides electric generation and
transmission service to the City, as well as three other municipal members and owners of PRPA;
and
WHEREAS, PRPA is evaluating potential wind generation resources to meet the needs
of its four member cities; and _
WHEREAS, PRPA has determined that it would be beneficial to study wind generation
in areas near its existing generation and transmission facilities, including Rawhide Energy
Station, for the purpose of collecting detailed wind speed and other data that can be correlated to
long-term data available from the Rawhide Energy Station and other sites; and
WHEREAS, the City is the owner of a certain parcel of real property located in Larimer
County,Colorado,known as Meadow Springs Ranch(the"Ranch"); and
WHEREAS,the Ranch is located near the Rawhide Energy Station; and
WHEREAS, PRPA has requested that the City cooperate with its effort to evaluate wind
generation on the Ranch by allowing the installation of two temporary meteorological towers
that are 60 meters tall near the north edge of the Ranch;and
WHEREAS, City Utilities staff have worked with PRPA staff to identify mutually
acceptable locations for the installation and operation of the two meteorological towers; and
WHEREAS, PRPA will bear all costs of installation, operation, maintenance and removal
of the towers; and
WHEREAS, City staff has reviewed the request by PRPA and believes that the towers
will not interfere with or adversely affect the Ranch, based on current expectations; and
WHEREAS, PRPA anticipates that the towers will be removed from the Property within
eighteen(18)months of installation; and
WHEREAS, based on these agreed upon conditions, PRPA has requested that the City
grant to it a permit or license for the installation of the two meteorological towers on the Ranch,
at or in the vicinity of the specific locations described on Exhibit "A", attached hereto and
incorporated herein by reference; and
WHEREAS, in light of the public purpose to be served and the benefit to the City of
potential wind generation resources to meet the electric service needs of the City, the potential
benefit to the City of obtaining wind generation data for this portion of the Ranch and the fact
that the towers will have little or no impact on City operations, City staff recommends that no
compensation be required for the rights granted hereunder; and
WHEREAS, Article XI, Section 10 of the Charter of the City of Fort Collins authorizes
the Council to permit the use or occupation of any street, alley, or public place, provided that
such permit shall be revocable by the Council at its pleasure, whether or not such right to revoke
is expressly reserved in such permit.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that the City Manager is hereby authorized to execute such documents as are
necessary to grant a revocable permit to PRPA as described herein, together with such additional
terms and conditions as the City Manager, in consultation with the City Attorney, deems
necessary or appropriate to protect the interests of the City or to effectuate the purposes of this
Resolution, including any necessary corrections to the legal description thereof that do not result
in a material increase or change in character of the intended license.

revocable permit for two temporary meteorological towers approximately 60 meters in height near
the north edge of the Ranch for a period of up to 18 months; and
WHEREAS,due to an unanticipated interruption in data collection,PRPA has requested an
extension of its revocable permit for the two temporary towers for a period of twelve months; and
WHEREAS,City staff has reviewed the request by PRPA and believes that extension of the
period of operation of the towers will not interfere with or adversely affect the Ranch, based on
current expectations; and
WHEREAS, in light of the public purpose to be served and the benefit to the City of
potential wind generation resources to meet the electric service needs of the City, the potential
benefit to the City of obtaining wind generation data for this portion of the Ranch and the fact that
the towers will have little or no impact on City operations,City staff recommends that the extension
of the revocable permit be approved without requiring compensation to the City; and
WHEREAS,Article XI,Section 10 of the City Charter authorizes the City Council to permit
the use or occupation of any street, alley, or public place, provided that such permit shall be
revocable by the City Council at its pleasure, whether or not such right to revoke is expressly
reserved in such permit.
