SUBJECT
Resolution 2006-095 Identifying Projects to be Funded by Passenger Facility Charges Collected at
the Fort Collins-Loveland Municipal Airport.
RECOMMENDATION
Staff recommends adoption of the Resolution.
FINANCIAL IMPACT
The Passenger Facility Charge (PFC) will generate an estimated $353,976 from ticketed airline
passengers flying from the Airport.
EXECUTIVE SUMMARY
The Aviation Safety and Capacity Expansion Act of 1990 provided a new source of funding
(Passenger Facility Charges-PFC),for authorized airports to fund needed airport expansion projects
that might otherwise go unfunded. A new PFC Application is being submitted to the FAA for
recovery of eligible project costs in accordance with this Act. The cities of Fort Collins and
Loveland are required to approve the projects being submitted in the Application. This Ordinance
identifies the projects submitted in the Application.
BACKGROUND
The PFC funds that will be collected from this Application total $353,976 and represent the cities'
share of costs associated with these projects. Items 1 through 5 are costs that have already been
incurred by the cities and items 6 through 9 are for projects being done this summer and over the
next two years. The funds must be used for the projects that will be listed in the PFC Application.
The projects are:
1. Recover design costs to rehabilitate Phase 1 and 2 of the commercial apron.
2. Recover costs to install security gates and access control system.
3. Recover costs to purchase snow removal equipment.
4. Recover costs to purchase the Terminal Hold Room and Baggage Claim structure.
5. Recover costs to purchase the Americans with Disabilities Act passenger ramp.

6. Rehabilitate a portion of parallel taxiway Alpha and maintenance on a portion of
taxiway Alpha.
7. Install security lighting.
8. Rehabilitate runway 15/33.
9. Replace runway 15/33 high intensity runway light system.
The application approval process takes approximately six months to complete. Once the application
is approved by the FAA, the collections will not start until the current PFC collections have been
completed; which is estimated to be April 2007. Once collections start, it will take approximately
2.5 years to collect the $353,976, based on estimated enplaned passengers.
RESOLUTION 2006-095
OF THE COUNCIL OF THE CITY OF FORT COLLINS
IDENTIFYING PROJECTS TO BE FUNDED BY
PASSENGER FACILITY CHARGES COLLECTED AT THE
FORT COLLINS-LOVELAND MUNICIPAL AIRPORT
WHEREAS,Section 7.5-93 of the City Code provides for the designation of projects eligible
for receipt and expenditure of passenger facility charges, which designation shall be by resolution
of the Councils of the Cities of Fort Collins and Loveland; and
WHEREAS, the Council of the City of Fort Collins has determined that it is in the best
interest of the City that the projects identified in this Resolution be pursued utilizing funds collected
at the Fort Collins-Loveland Municipal Airport ("Airport") as passenger facility charges.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following Airport projects are hereby designated by the Council as being eligible
for the receipt and expenditure of funds generated by passenger facility charges, subject to the
appropriation of such funds as may actually be received by the City from such charges:
1. Recover design costs to rehabilitate Phase 1 and 2 of the commercial apron.
2. Recover costs to install security gates and access control system.
3. Recover costs to purchase snow removal equipment.
4. Recover costs to purchase the Terminal Hold Room and Baggage Claim structure.
5. Recover costs to purchase the Americans With Disabilities Act passenger ramp.

Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 5th
