SUBJECT
Resolution 2009-064 Approving Expenditures-from the Art in Public Places Reserve Account in the
Cultural Services and Facilities Fund to Commission an Artist to Create Art Elements for the West
Harmony Road Project.
RECOMMENDATION
Staff recommends adoption of the Resolution.
At its meeting on,June 24, 2009, the Art in Public Places Board recommended approval of the
Resolution.
FINANCIAL IMPACT
The funds for this item have been appropriated in the Art in Public Places Reserve Account in the
Cultural Services and Facilities Fund.The Art in Public Places program has a maintenance fund for
the long-term care of the APP art collection.
The West Harmony Road Project art budget is.$38,600 to be used for design,materials,installation,
and contingency for this project.
EXECUTIVE SUMMARY
This Resolution will approve expenditures of $38,600 for design, materials, installation and
contingency for a project by the artist Christopher Weed to create sculptural elements for the West
Harmony Road Project.
BACKGROUND
Section 23-303 of the Code,which was added in 1995,established the Art in Public Places Reserve
Account, and designated it for use in acquiring or leasing works of art, maintenance, repair or
display of works of art, and administrative expenses related to the Art in Public Places Program, in
accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No. 020,
1995. The Council permanently adopted the Art in Public Places Program,and reenacted City Code
Chapter 23, Article IX, with certain modifications in 1998.

The Art in Public Places Board moved to select an artist for this project using an RFP process
through the City's Purchasing Department. Artist Christopher Weed was selected to work with the
project team to develop design concepts appropriate to the site. This design concept was reviewed
and recommended by the project team and the APP Board. The APP Board reviewed the design for
this project at the Board meeting on June 24, 2009.
The artist will design,fabricate,and install a gateway piece on the west end of Harmony Road,close
to Front Range Community College. The larger than life sculptural elements will be placed in the
median, creating a larger than life garden.

Six abstracted larger than life Sunflowers will be placed along the West Harmony Street
median, creating a whimsical yet visually powerful gateway piece that is sure to be noticed by
passersby.
The flowers are native to Colorado and speak to a time when one could go for miles, witnessing
endless fields of wildflowers. The final result is a collection of playful and thought-provoking
sculptures that will stand the test of time.
The approximately 18 foot tall flowers will be supported by 4" diameter polished
stainless steel stems. The leaves will also be made of stainless steel.
The flower heads will be durably constructed of powder coated steel and will vary in
size between 46" and 50" across.

V. Fort Collins Mtuet Lin/Disc cry Science Center Presentation:
Ms. Geiselm an presente an overview of the Fort Collins Discovery Museum Project. Mr. Kechter spoke
about the new buildi ,site and the RFP that has been released for the design/build process and how
they want to inte .to an APP artist early in the process. Ms Martin spoke to the goals of the project xid
ways the bud can be utilized. It was discussed that the initial focus be on adding an artist to the
project tea .Then as the project unfolds,there can be the possibility of additional artists being brought
in to ad ess other artistic aspects. The board decided to place no restrictions on APP applicarats,and to
have e focus of an iconic statement for the project in the text of the RFQ.
Russell moved to stncnue the RFQ to bring in artists nationally wth a design contract and an
implementation contract focusing on the water component within the musewn building project.
Mr.York seconded the motion.

\11.West Hannon}'Road Project Design Review:
\ Ms.itikmin introduced artist Christopher Weed and Mr. Klingner of the Engineering Department.Mr.
/> \Need presented his project design,stating that there was a focus on linear design with consideration
toward a gateway piece. Discussion was had regarding safety for drivers as the pieces will be placed
within the median.The artistic elements will be constructed with a break-away feature for safety.The
pieces are expected to be completed and installed this fall.
Ms Nevrn'y moved to accept the West Harmony Road Project as presented.
Mr.Russell seconded the motion.

RESOLUTION 2009-064
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES
RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND
TO COMMISSION AN ARTIST TO CREATE ART ELEMENTS FOR
THE WEST HARMONY ROAD PROJECT
WHEREAS, the City is currently in the process of constructing improvements to West
Harmony Road (the "Project"); and
WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the
funds appropriated for the Project was set aside in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund for use in the acquisition or leasing of works of art, the
maintenance, repair or display of works of art, and administrative expenses related to the Art in
Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the City
Council in Ordinance No. 047, 1998 (the "Guidelines"); and
WHEREAS,the Art in Public Places Board(the"Board"),chose to select an artist to design
artwork for the Project using an RFP process through the City's Purchasing Department; and
WHEREAS, Christopher Weed (the "Artist") was selected to work with the Project Team
to create a design concept appropriate to the Project site; and
WHEREAS,the Board evaluated the Artist's final design at its regular meeting on June 24,
2009, pursuant to the Guidelines; and
WHEREAS, based on that evaluation, the Board voted to recommend the Artist's proposal
for a gateway piece consisting of giant sculptural steel sunflowers placed in the median (the "Art
Project"); and
WHEREAS, the estimated cost to create the Art Project, including design, materials,
installation and contingency for the Art Project, is $38,600; and
WHEREAS, those funds are available in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund,and are appropriated as part of the 2009 budget,to provide for
the Artist's design fees, materials, installation and contingency for the Art Project; and
WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the
recommended art be presented for City Council review and approval, because the cost of the art
exceeds $10,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Council hereby authorizes the expenditure of up to THIRTY EIGHT
THOUSAND SIX HUNDRED DOLLARS($38,600)from the Art in Public Places reserve account
in the Cultural Services and Facilities Fund for the Art Project proposed by Christopher Weed, the
conceptual design of which was reviewed and approved by the Art in Public Places Board on June
24, 2009.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 7th
day of July, A.D. 2009.
