RECOMMENDATION
Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY
A vacancy currently exists on the Planning and Zoning Board due to the resignation of Mikal
Torgerson. Applications were solicited and Councilmembers Weitkunat and Roy conducted
interviews. At the time of printing the agenda the Council interview team had not made a
recommendation. The name will be inserted in the Resolution at the February 21 meeting.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING AN APPOINTMENT TO THE
PLANNING AND ZONING BOARD
WHEREAS, a vacancy currently exists on the Planning and Zoning Board due to the
resignation of Mikal Torgerson; and
WHEREAS, Council wishes to fill said vacancy.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following named person is hereby appointed as a member of the Planning and
Zoning Board with a term to begin immediately and set forth to expire on December 31, 2007.
Passed and adopted at a regular meeting of the City Council held this 21st day of
February, A.D. 2006.

Briefly explain what you believe are the three most important issues facing this board or commission,and how do you
believe this board or commission should address each issue?
1) Increases in CSU enrollment have fueled haphazard conversion of older single-family neighborhoods into de facto
student housing.Much of this conversion is noncompliant with the Land Use Code,and is often associated with
dangerous violations of our building codes.The Planning and Zoning Board can help by encouraging residential and
commercial re-development of blighted neighborhoods near CSU campus.
2) Fort Collins needs a new strategy of nontraditional re-development.Simply stated. Fort Collins needs to be the most
exciting and attractive place in northern Colorado for people to live,work and shop.The Planning and Zoning Board
can help by encouraging recent trends in mixed-use re-development near Old Town and a rich diversity of new
venues for entertainment and recreation.
3) Poudre School District recently proposed building two new elementary schools.Neither school is in the Fort Collins
city limits. Enrollment in older schools is decreasing. However,the most affordable housing in Fort Collins is in those
same older neighborhoods.The Planning and Zoning Board can encourage commercial re-development near older
neighborhoods to increase their appeal as starter-homes.

On April 16, 2004, 1 received a DWAI in Fort Collins. I recieved a routine sentence involving suspension of my
drivers liscense for 90 days. 24 hours of alcohol education classes. 40 hours of community service and fines of
approximatlev$1,000.00. 1 completed all requirements on time and have had my drivers liscense reinstated.

Why do you want to become a member of this particular board or commission? The planning and zoning board dese es
a small business perspective. As a resident of Fort Collins for nearly 38 years. I believe a can provide a fair
and balanced perspective from a resident and business standpoint. I will be fair, reasonable when applying
the city code as adopted by council.
Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1) Undeveloped land in Fort Collins is limited. The growth management boundary appears to be permanent. ADDIvina
fair and reasonable interpretation of city code is essential for all future new development.
p) Planning process time frame. Efficient review of proposed development. Although improvements to the process
have been made, additional streamlining to the planning review process are needed.
3) Managed and controlled growth. Fort Collins is a very desirable place to live, work, play.. P&Z needs to be
reasonable and responsible regarding managed growth. Too much growth, too fast is not good. No growth is even
worse. Fort Collins needs to have a BALANCED approach toward growth.

I have interests in real estate in Fort Collins. These interests have provided me with the opportunity to stay abreast
of development issues in Fort Collins. I believe my experiences and knowledge will be valuable while serving on
Planning and Zoning.

excuse myself regarding these converstions and or votes, if ever applicable.

t) Infill and redevelopment. I realize the P&Z serves City Council and implements City land use policy. However. I
believe this board has an opportunity to work with City Council in an effort to further infill and redevelopment goals
and objectives.
2) Neighborhood integrity. As Fort Collins continues to grow it will be important to balance the needs of the
neighborhood against redevelopment goals and objectives.
g) Process Integrity. It is important to apply established policy fairly on all items before P&Z. P&Z does not establish
policy, but merely applies existing standards in a fair and impartial manner.

growth goals for the present and future needs of the community.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
t) Transportation: Regional transportation with respect to our link with other communities in our northern Colorado
region. Planning and Zoning must assume forward looking posture to prepare our local transportation infrastructure
to link transparently with planned mass tranportation needs of the future. The City must avoid unintended
consequences of failure to redevelop with the future needs and opportunities in mind.
2) Redevelopment and infill:Associated closely with regional transportation is the requirement to blend the
redevelopment of our downtown to preserve the historical and asthetic character with the future needs of the
community. Old town must be protected and nutured. Limited assets of of remaining land for development
demands careful consideration to avoid strip retail corridors while promoting attractive efficient shopping fascilities.
They must be balanced with the need for Primary Employment industries and encouraging interest in our city by
suitable providers of that employment.
3) Neighborhood integrity must be restored and preserved to attain and maintain the quality of life so identified with our
city in the past. Redevelopment and infill requires conscientous consideration of density targets for housing which
impact the effect of traffic on neighborhoods, convenience for the citizens while avoiding undesired adverse results
Planning and Zoning will set the stage to implement the desired results for acceptable land use applications

Colorado Real Estate Broker License, practical experience in landscape installation and management high quality
language skills,technical analysis skills and experience, practical building construction experience. Associates
