SUBJECT
Resolution 2006-021 Authorizing the Mayor to Execute Intergovernmental Agreements with the
Colorado Department of Transportation Regarding the Development of a Traveler Information Web
Page as Part of the Advanced Traffic Management System.
RECOMMENDATION
Staff recommends adoption of the Resolution.

The preliminary overall budget for the project is estimated as follows:

EXECUTIVE SUMMARY
The Colorado Department of Transportation(CDOT)has awarded the City of Fort Collins$418,090
in Federal Congestion Mitigation and Air Quality Funds to develop a web traveler information page.
The purpose of this project is to provide real time information to travelers so that people will have
excellent information before making a trip. These Federal funds will be matched with$96,173 in
local funds. The Federal funds will be available in two stages: $255,604 between today's date and
July 1 and$162,486 after July 1. The funds are currently available in the Traffic Operations 2006
approved budget.

BACKGROUND
The project, as envisioned, is an outgrowth/continuation of the Advanced Traffic Management
System(ATMS). The project entails much more than a web site. The project will also provide the
data that is "pumped"to the site for the public to view. Once this project is completed, the public
will be able to easily access the site and be provided with the following information:
• Current travel conditions. The project will place several hundred micro sensors in
the pavement and will continually count traffic along the major corridors. The
viewer will be able to look at a map and the various roadways will appear indifferent
colors indicating anywhere from free flow to congested conditions.
• Real time Video. The viewer will be able to point and click on a camera icon and
view real time traffic conditions. The ATMS installed 10 cameras and this project
will install another 10 cameras.
• Roadway Work. The site will be updated at least weekly and the viewer will be able
to see a map of any roadway construction currently occurring. The viewer will click
on an "orange cone" icon and be able to connect to a data base that describes the
work activity.
• Weather and Pavement information. There will be links on the site that connect to
the weather stations that we currently have located in the city.
• Alternative Modes. The site will provide links to transit, smart trips, and bicycle
maps.
• Statewide information. The site will be linked to the CDOT web site, COTRIPS, so
that people will easily see statewide traffic conditions.
The project is expected to be completed by September 1, 2006.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO EXECUTE INTERGOVERNMENTAL
AGREEMENTS WITH THE COLORADO DEPARTMENT OF TRANSPORTATION
REGARDING THE DEVELOPMENT OF A TRAVELER INFORMATION WEB PAGE AS
PART OF THE ADVANCED TRAFFIC MANAGEMENT SYSTEM
WHEREAS, cities and states across the country are beginning to develop web pages for
the efficient dissemination of real-time traffic information to the public as a means of lessening
congestion; and
WHEREAS, the City has the means to expand its traffic management capability through
the advanced traffic management system; and
WHEREAS, the Colorado Department of Transportation (CDOT) has awarded a Federal
Congestion Mitigation and Air Quality grant to the City in the amount of$255,604 federal funds
to be matched with $53,134 in local funds and $9,262 in non-participating funds for the web
page development to be used between February 21, 2006 and June 30, 2006; and
WHEREAS, the Colorado Department of Transportation (CDOT) will supplement the
web page project on July 1, 2006 with another $162,486 in Federal funds to be matched with
$33,777 local funds which will complete the project; and
WHEREAS, the total amount of the project is budgeted in the 2006 Traffic Operations
budget and it is in the best interest of the City that the City enter into the intergovernmental
agreements.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the Mayor is hereby authorized to execute an intergovernmental
agreement between the City and CDOT regarding the development of a Traveler Information
Web Page, which intergovernmental agreement will provide Federal Congestion Mitigation and
Air Quality grant funds to the City in the amount of$255,604, with the City matching funds in
the amount of$53,134 and also $9,262 in non-participating funds to be used between February
21, 2006 and June 30, 2006.
Section 2. That the Mayor is hereby authorized to execute a supplemental
intergovernmental agreement between the City and CDOT regarding the completion of the
development of a Traveler Information Web Page, which supplemental intergovernmental
agreement will provide Federal Congestion Mitigation and Air Quality grant funds to the City in
the amount of$162,486, with the City matching funds in the amount of$33,777 to be used after
June 30, 2006.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this
21 st day of February, A.D. 2006.
