AGENDA ITEM SUMMARY DATE: February 21, 2006
FORT COLLINS CITY COUNCIL STAFF: Brian Janonis
Steve Comstock
Terri Bryant
SUBJECT
First Reading of Ordinance No. 030, 2006, Authorizing the Transfer of Appropriations Between
Capital Projects Within the Wastewater Fund for the Purpose of Purchasing Property.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
FINANCIAL IMPACT
Approval of this Ordinance transfers $700,000 to facilitate a potential land acquisition with
money that is budgeted and available in the Wastewater Fund.
EXECUTIVE SUMMARY
The Wastewater Utility has a time sensitive opportunity to purchase land. This can be achieved
by transferring money from the budget for land purchases in the Drake Water Reclamation
Facility ("DWRF") capital project to the land budget Sludge Disposal Improvements capital
project.
BACKGROUND
The DWRF capital project budget encompasses long-term planning and construction needs. The
money proposed to be transferred was budgeted for land purchases as buffer for the DWRF.
There is no immediate need for these funds in the DWRF capital project, and future needs will
be reviewed during the next biennial budget. The Sludge Disposal Improvements capital project
is used for long-term planning, construction, and land acquisitions for the City's sludge disposal.
The proposed purchase would expand the land base for the City's biosolids program and would
avoid a potential conflict with operations should the land be available to future development.
