HomeMy WebLinkAboutCOUNCIL - AGENDA ITEM - 06/09/2009 - ITEMS RELATING TO GRANTS FROM THE FEDERAL AVIATION ITEM NUMBER: 3 A-B AGENDA ITEM SUMMARY DATE: June 9, 2009 FORT COLLINS CITY COUNCIL STAFF: Dave Gordon Mike Freeman SUBJECT Items Relating to Grants from the Federal Aviation Administration to the Fort Collins-Loveland Airport. RECOMMENDATION Staff recommends adoption of the Resolutions. FINANCIAL IMPACT The Airport's 2009 approved budget is being amended to include the necessary appropriations for the expenditure of the American Recovery and Reinvestment Act funds and the Airport's local funds associated with the Entitlement funds. The local funds necessary for the projects funded with these Grants are $89,500.00 and will come from the Airport's Fund Balance. EXECUTIVE SUMMARY A. Resolution 2009-057 Authorizing the Execution of the 2009 Grant Agreement with the Federal Aviation Administration for Improvements to Construct a New Taxiway to be Known as the"Echo Taxiway"and to Improve Other Taxiways at the Fort Collins-Loveland Municipal Airport. B. Resolution 2009-058 Authorizing the Execution of a Stimulus Grant Agreement with the Federal Aviation Administration for Improvements to the Alpha Taxiway at the Fort Collins- Loveland Municipal Airport. Resolution 2009-057 authorizes the execution of a FAA grant in the amount of$675,379. This grant provides the remaining amount of the $1 million of entitlement funds the Airport will receive this federal fiscal year. In February 2009, the Cities accepted the first installment of the $1 million in the amount of$324,621. Resolution 2009-058 authorizes the execution of a FAA grant in the amount of$556,797 and is funded through the American Recovery and Reinvestment Act of 2009 ("ARRA"). This grant covers 100% of the project costs and therefore does not require any local funding. June 9, 2009 -2- Item No. 3 A-B BACKGROUND The work to be completed with the entitlement grant will include paving anew public taxiway(Echo Taxiway)that will better serve the expansion of the aircraft hangar area,and reconstructing portions of existing public taxiways in the hangar area that have badly deteriorated. The Airport tenants support the need to increase taxiway access to the hangar area and the reconstruction of portions of existing taxiways that are failing and causing drainage problems. It is the responsibility of the Airport to make these improvements. The ARRA Grant will be used to reconstruct a portion of the Alpha taxiway, which is the primary taxiway for the Airport's main runway and has a high priority for federal funding. Alpha taxiway was reconstructed two years ago,except for the portion that will now be completed with the ARRA funds. In preparation for this summer's construction work,several additional projects were bid with the anticipation that ARRA funds might become available. The Alpha taxiway was one of those projects and staff is pleased with the results of this effort. RESOLUTION 2009-057 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE EXECUTION OF THE 2009 GRANT AGREEMENT WITH THE FEDERAL AVIATION ADMINISTRATION FOR IMPROVEMENTS TO CONSTRUCT A NEW TAXIWAY TO BE KNOWN AS THE "ECHO TAXIWAY"AND TO IMPROVE OTHER TAXIWAYS AT THE FORT COLLINS-LOVELAND MUNICIPAL AIRPORT WHEREAS, the Federal Aviation Administration has made available to the cities of Fort Collins and Loveland, which jointly operate the Fort Collins-Loveland Airport (the "Airport"), a grant in the amount of $675,379, with the Airport providing matching funds in the amount of $89,500, for the purposes of improving taxiways at the Airport and constructing a new taxiway to be called the "Echo Taxiway"; and WHEREAS,the City Council has determined that it is in the best interest of the Airport that the Echo Taxiway be constructed and that other taxiways be improved, and that such improvements are consistent with the adopted Airport Master Plan. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Manager is hereby authorized to execute a grant agreement with the Federal Aviation Administration for the provision of$675,379 to the Airport upon the condition that the' Airport provide matching funds in the amount of$89,500 from the Airport's fund balance, for the purposes of constructing a new taxiway to be known as the"Echo Taxiway"and reconstructing and repairing other public taxiways at the Airport. Said grant agreement shall be substantially in the form on file in the Office of the City Clerk, subject to such additional terms and conditions as the City Manager, in consultation with the City Attorney, deems necessary and appropriate to protect the interests of the City or to effectuate the purpose of this Resolution. Passed and adopted at an adjourned meeting of the Council of the City of Fort Collins this 9th day of June, A.D. 2009. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Manager is hereby authorized to execute a"Stimulus"grant agreement with the Federal Aviation Administration for the provision of$556,797 in "American Recovery and Reinvestment Act of 2009" funds to the Airport, with no matching funds, for the purpose of reconstructing the"Alpha Taxiway." Said grant agreement shall be substantially in the form on file in the Office of the City Clerk, subject to such additional terms and conditions as the City Manager, in consultation with the City Attorney, deems necessary and appropriate to protect the interests of the City or to effectuate the purpose of this Resolution.
