RECOMMENDATION Staff recommends adoption of the Resolution,after selecting an applicant for fill the vacancy on the Water Board. EXECUTIVE SUMMARY A vacancy currently exists on the Water Board due to the expiration of Jim Finley's term. Councilrnembers Roy and Brown conducted interviews but did not agree on a recommendation for the Water Board. The Council interview team wishes to submit two names(Paul Czarnecki and Phil Phelan) for Council's consideration for that position. Applications are attached for the two applicants being considered. RESOLUTION 2005-142 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING AN APPOINTMENT TO THE WATER BOARD WHEREAS,a vacancy currently exists on the Water Board of the City due to the expiration of Jim Finley's tern; and WHEREAS, the City Council desires to fill the vacancy which exists on the Water Board. NOW, THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that is hereby appointed as a member of the Water Board,with a tern to begin immediately and to expire December 31, 2009. Passed and adopted at a regular meeting of the City Council held this 20th day of December, A.D. 2005. I am a 30 year horticulturalist and have given numerous talks to groups, agencies and schools on xeriscape and the proper use of water on plants. To be more active in understanding r cities need for water and the regulations that will affect the use and allocation of this resource. Water is obviously a concern to the green industry but more importantly to our quality of life. I Briefly explain what you believe are the three most important issues facing this board or commission, and how do you believe this board or commission should address each issue? t) Planning for both immediate and long term water supply issues. I don't believe this drought is over or its impact over from affecting our decision making process. There are many options to consider in developing conservation and allocation of this precious resource. I feel that we should be thinking both in terms of immediate and long term strategies. p) Interaction with other municipalities and agencies both within and outside of our region. I believe that there is a lot to be shared and learned from our neighbors as each of us face differing challenges but a common need. 3) Growth and the ability to support a quality of life that ensures this cities economic health cultural development natural beauty and future. As growth puts more pressure on natural resources it is likely to cause decisions that pit environment against economic concerns.
