RECOMMENDATION Staff recommends adoption of this Resolution. EXECUTIVE SUMMARY One of the basic priorities in our community and a key outcome of the 2006-2007 Biennial City Budget is ensuring a safe community. Over the past few years, police staffing levels have been modestly increased in an effort to keep pace with service needs. In order to determine the specific, future staffing and resources needs related to Police Services, Council has asked staff to prepare a more detailed service plan and set of metrics that are pertinent and directly applicable to Fort Collins' community profile and public safety needs. To facilitate this work,this Resolution establishes a two-member Council committee(Public Safety Planning and Funding Committee)to work with the City Manager in preparing an assessment of the resource needs of Police Services and recommendations as to how best to maintain, as well as increase,the funding available for such services. The Committee is an ad-hoc committee of the City Council and will serve until the completion of this project. RESOLUTION 2005-141 OF THE COUNCIL OF THE CITY OF FORT COLLINS ESTABLISHING A TWO-PERSON PUBLIC SAFETY PLANNING AND FUNDING COMMITTEE TO FORMULATE RECOMMENDATIONS REGARDING THE STAFFING OF, AND FUNDING FOR, THE CITY'S PUBLIC SAFETY SERVICES WHEREAS,one of the critical concerns facing the Fort Collins community is the provision of effective police services; and WHEREAS, during the City's recent "Budgeting for Outcomes" process, ensuring a safe community was identified by the City Council as a key outcome; and WHEREAS,in order to determine the specific,future staffing and resource needs of Police Services, Council has asked the City Manager to prepare, consultation with the Chief of Police, a more detailed service plan and set of metrics that are pertinent and directly applicable to Fort Collins' community profile and public safety needs; and WHEREAS, the Council believes that it would he helpful to establish a two-member committee of the Council,to be known as the"Public Safety Planning and Funding Committee,"to work with the City Manager in preparing an assessment of the resource needs of Police Services and, recommendations as to how best to maintain, as well increase, the funding available for such services. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section1. Thatthere is herebycreated aPublic SafetyPlanning andFunding Committee of the Council (the "Committee"), consisting of two Councilmembers. Section 2. That the purpose of the Committee is to assist the City Manager in preparing an assessment of the resource needs of Police Services and recommendations as to how best to maintain, as well as increase, the funding available for such services. Section 3. That the following Councilmembers are hereby appointed by the Council to serve on the Committee: Section 4. That the Committee shall continue in existence until such time as a final report and recommendation regarding the above referenced issues has been submitted to the Council by the City Manager and/or the Committee.
