SUBJECT
First Reading of Ordinance No. 076, 2006, Appropriating Unanticipated Grant Revenue in the
Cultural Services and Facilities Fund to Be Used for Research and Documentation of the Soapstone
Natural Area.
RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
EXECUTIVE SUMMARY
The City was awarded a $147,563 grant from the National Park Service. This Ordinance
appropriates that grant money in the Fort Collins Museum's Soapstone Natural Area grant project.
BACKGROUND
On April 5, 2006 the Fort Collins Museum was awarded a$147,563 Preserve America Grant from
the National Park Service. This Preserve America Grant will enable the Museum and Natural Areas
Departments to work cooperatively to research and document the oral histories and traditions of the
ranchers and Native Americans who have lived on and worked the property. Information gathered
through this grant will be incorporated into a long-term exhibit at the Fort Collins Museum.
The Museum will utilize the grant funds to hire a Project Coordinator to oversee the oral history
research and documentation process, and to purchase needed computer equipment.
The $147,563 will be disbursed on a reimbursement basis over a two-year period. The Museum is
requesting Council appropriate$147,563 into the Museum's Soapstone grant project for use during
the grant cycle of April 2006 to April 2008.
ORDINANCE NO. 076, 2006
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE
IN THE CULTURAL SERVICES AND FACILITIES FUND
TO BE USED FOR RESEARCH AND DOCUMENTATION
OF THE SOAPSTONE NATURAL AREA
WHEREAS, Congress appropriated funds from the Historic Preservation Fund for the
Preserve America Grant program and which grants are to assist local economies in finding self-
sustaining ways to promote their cultural resources through heritage tourism; and
WHEREAS, the Fort Collins Museum (the "Museum") has been working towards
researching and documenting the oral histories and traditions ofranchers and Native Americans who
have lived on and worked the property associated with the Soapstone Natural Area; and
WHEREAS,on April 5, 2006,the Museum was awarded a grant in the amount of$147,563
from the Department of Interior, National Park Service; and
WHEREAS,the Museum will use the grant proceeds to hire a Project Coordinator to oversee
the oral history research and documentation process and to purchase needed computer equipment;
and
WHEREAS, the information gathered through this grant will be used in a long term exhibit
at the Museum; and
WHEREAS, no local matching funds are required; and
WHEREAS,Article V, Section 9, of the Charter of the City of Fort Collins permits the City
Council to make supplemental appropriations by ordinance at any time during the fiscal year,
provided that the total amount of such supplemental appropriations,in combination with all previous
appropriations for that fiscal year,does not exceed the then current estimate of actual and anticipated
revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the National Park Service
Preserve America Grant program grant funds as described herein will not cause the total amount
appropriated in the Cultural Services and Facilities Fund Museum budget to exceed the current
estimate of actual and anticipated revenues to be received during any fiscal year; and
WHEREAS, it is the desire of the Council to appropriate the sum of$147,563 in National
Park Service Preserve America Grant program grant funds in the Cultural Services and Facilities
Fund, Soapstone Natural Area grant project to be used to research and document the oral histories
and traditions of ranchers and Native Americans who have lived on and worked the property
associated with the Soapstone Natural Area.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that there is hereby appropriated for expenditure from unanticipated revenue in the
Cultural Services and Facilities Fund, Soapstone Natural Area grant project, the sum of ONE
HUNDRED FORTY-SEVEN THOUSAND FIVE HUNDRED SIXTY-THREE DOLLARS
($147,563), upon receipt from the National Park Service,to be used to research and document the
oral histories and traditions of ranchers and Native Americans who have lived on and worked the
property associated with the Soapstone Natural Area.
Introduced and considered favorably on first reading and ordered published this 16th day of
May, A.D. 2006, and to be presented for final passage on the 6th day of June, A.D. 2006.
