SUBJECT
Resolution 2009-038 Authorizing the Mayor to Execute an Intergovernmental Agreement with the
Colorado Department of Transportation to Design, Construct, and Enhance Components of the
Traveler Information Web Page.
RECOMMENDATION
Staff recommends adoption of the Resolution.
FINANCIAL IMPACT
The Colorado Department of Transportation(CDOT)has awarded the City of Fort Collins$161,000
in Federal Congestion Mitigation and Air Quality (CMAQ) Funds. The CMAQ Federal funds
require a local match of 17.21% equal to $33,468 with a local overmatch of$6,352. The local
matching funds have been appropriated in the Traffic Operations 2009 approved budget.
The preliminary overall budget for the project is estimated as follows:

EXECUTIVE SUMMARY
This Congestion Mitigation and Air Quality (CMAQ) project will design, construct, and enhance
components of the existing Traveler Information Web Pageāwww.fcgov.com/fctrip. The project
will include installation of equipment to expand coverage of the existing closed circuit television
(CCTV) system. Additional vehicle detection equipment will also be installed to provide more
comprehensive congestion measurement to improve the accuracy of the roadway condition
information available to the public on the web page.

BACKGROUND
The Traveler Information Web Page Enhancement project is an expansion of the existing web page
component of the Advanced Traffic Management System(ATMS). The web page and parts of the
ATMS were financed by CMAQ funds. The web page features a map showing traffic congestion
levels on arterial roads that is updated every five minutes. The information for the web page is
collected through a variety of on-street components. The congestion levels are calculated from
traffic data obtained via video detection cameras and vehicle sensors in the pavement. As part of
the project, additional equipment will be installed to provide more comprehensive information
regarding roadway conditions. Road construction,information and intersection images are also
provided through the map. The intersection images provide the traveling public with a visual
indication of current road conditions and are uploaded from the CCTV cameras every five minutes.
Currently there are 28 cameras located at key intersections throughout the city. This project will
install 10 additional CCTV cameras which will increase the number of intersection images available
to the public and allow staff to better monitor the city's arterial roadways.
The project is expected to be completed by October 1, 2009.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO EXECUTE AN INTERGOVERNMENTAL
AGREEMENT WITH THE COLORADO DEPARTMENT OF TRANSPORTATION
TO DESIGN, CONSTRUCT, AND ENHANCE COMPONENTS OF THE
TRAVELER INFORMATION WEB PAGE
WHEREAS, the City's Traveler Information Web Page features a map showing traffic
congestion levels on arterial roads that is updated every five minutes; and
WHEREAS, the Web Page is a component of the City's Advance Traffic Management
System which presently includes twenty-eight closed circuit televisions cameras located at key
intersections throughout the City; and
WHEREAS, this Resolution would authorize the Mayor to execute an intergovernmental
agreement with the Colorado Department of Transportation ("CDOT") for an additional award in
the amount of$161,000 in Federal Congestion Mitigation and Air Quality funds,with an additional
local provision of matching funds to be provided by the City in the amount of$39,820, for the
purpose of designing,constructing and enhancing the components of the Traveler Information Web
Page by the installation of ten additional closed circuit television cameras; and
WHEREAS, these additional cameras will increase the number of intersection images
available to the public and will allow the staff to better monitor the City's arterial roadways; and
WHEREAS, the City Council has determined that the CDOT funding and proposed
intergovernmental agreement are in the best interest of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Mayor is hereby authorized to execute an intergovernmental agreement with
CDOT whereby the City will accept an award of funding in the amount of$161,000 in Federal
Congestion Mitigation and Air Quality funds for the purpose of designing, constructing and
enhancing components of the Traveler Information Web Page by the addition of ten closed circuit
television cameras to the City's Advance Traffic Management System and further provided that the
City shall contribute matching funds in the amount of$39,820.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 21 st
day of April, A.D. 2009.
