SUBJECT
Resolution 2006-055 Approving Expenditures from the Art in Public Places Reserve Account in the
Cultural Services and Facilities Fund to Commission an Artist to Create Art Elements for the
Northside Aztlan Community Center Project.
RECOMMENDATION
Staff and the Art in Public Places Board recommend adoption of the Resolution.
FINANCIAL IMPACT
The funds for this item have been appropriated in the Art in Public Places Reserve Account in the
Cultural Services and Facilities Fund. The Art in Public Places program has a maintenance fund for
the long-term care of the APP art collection.
The Northside Aztlan Community Center Project art budget is $78,037 to be used for design,
materials, installation, and contingency for this project.
EXECUTIVE SUMMARY
This Resolution approves expenditures of$78,037 for design,materials,installation and contingency
for a project with artist Carolyn Braaksma to create multiple elements for the Northside Aztlan
Community Center Project.
BACKGROUND
Section 23-303 of the City Code, which was added in 1995, established the Art in Public Places
Reserve Account,and designated it for use in acquiring or leasing works of art,maintenance,repair
or display of works of art, and administrative expenses related to the Art in Public Places Program,
in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No.
020, 1995. The Council permanently adopted the Art in Public Places Program, and reenacted City
Code Chapter 23, Article IX, with certain modifications in 1998.
The Art in Public Places(APP)Board moved to select an artist for this project using an RFP process
through the City's Purchasing Department. Artist Carolyn Braaksma of Braaksma Design,Inc.was
selected to work with the project team. Ms.Braaksma worked with the project team to develop design

concepts appropriate to the site. This design concept was reviewed and recommended by the project
team and the APP Board.The APP Board reviewed the design for this project at its regular meeting
on April 19, 2006.
The artist will design, fabricate and install integrated elements that will be placed on the fagade of the
building and into the floor of the main lobby area. The art elements include a 5-foot diameter cut metal
apex "Porthole"with papel picado (Mexican paper cuts) pattern over the front entry, stenciled glass
windows also with the papel picado pattern for the front of the building, a community project of
concrete and glass components located on an exterior wall, and a colored concrete floor in the main
lobby with an inserted bronze face and cast glass disks.

The artistic elements will consist
of the following:

All artistic enhancements will be integrated with the
construction of the new facility. Because the activity
inside the building is so great, the majority of the ? Ir w- r_
enhancements are located on the exterior of the facility.

The lobby windows will also have a pattern based on the papel picado (Mexican paper cuts). The
patterns will be rendered on the glass with a stencil and will be visible from the outside of the building
(also seen on cover page).
The lobby floor will be colored concrete with a cast bronze face and cast glass disks that give a polka-
dot look to the floor (as seen above). The undulating line of the floor will lead the building user to the
front desk.
Visitors will walk past a long exterior wall as they move from the parking lot to the entrance of the
facility. This wall will contain three 20-foot long panels that consist of concrete and glass modules
designed by children participating in a community project. For this component, children will have an
opportunity to participate in two different ways: they can bring in round objects that will create a 3-D
polka-dot texture on concrete blocks for the wall, or they can draw portraits of themselves or others.
The drawings will be transferred into prototypes that will be cast in glass (20-30 pieces total). The wall
will become the `face' of the community. (This project component will be coordinated through the
Recreation Division). The concrete modules will become reproducible units for the medallions on the
exterior of the building(as seen below; approximately 40 total).

V. Northside Aztlan Community Center Design Presentation:
Ms.Martin introduces the project. Artist Carolyn Braaksma has been working with the project team to develop
concepts for the site. She mainly intends to focus her work on the exterior of the facility. The cut metal medallion
on the face of the building is S diameter. The glass patterns are baked-on. The community project wall includes a
polka-dot pattern;objects provided bythe children. Included children's portraits are at larger-than-life-scale. The
floor design includes a bronze face of the`communty/and glass discs. There will be 20.40 faces on the
community wall.

VI. Nix Natural Areas II Design Presentation:
Mr.Needham introduces the project,artist and staff members from Natural Areas. Mr.Moore presents a plan
view of the site. The site may be used in conjunction with on-site teaching at the Natural Areas Offices. Artist Joe
MlcGrane presents his art concepts and a history of the site and his other work there. This project is created in
relation to stone stacking from his other work on-site,"Hidden Habitats." `Prairie Bouquet'is the title of the
presentation piece for the garden A model exhibits the style of stone stacking. Additional elements include three
stone basins carved with water imagery. Chosen imagery for the patio floor is from a prairie cone flower. The Nix
Farm site is designated as a historic space.

VII. Transformer Cabinets Project Presentation:
Mr.Needham introduces Mr.Bader.Ms.Martin introduces the history of the project•,original design work This
will be the second transformer project brought from Light&Power Dept.to the board. This project is an
opportunity to explore Tenney Court Alley as a site for the art on the transformer cabinets. Ms.Martin suggests
bringing a muralist to the project. Tenney Court has just undergone renovation. Possibly limit the RFP to local
artists;mentor groups;students. Mr.Bader states that the Light and Power Dept.could help prime the surfaces;
and add a graffiti coating. The intent is to have a vibrant feeling in the space;reducing the blank canvas look,and
help mitigate the graffiti problem. The budget for this project could range between$5,000 and$8,000. Mr.Bader
suggests the possibility of a Light&Power scholarship for student entrants. It was suggested that we target a
school audience for marketing the project. Timeline should take place this summer.

VHL Marketing Plan:
Ms.Martin presents an outline of various ways to promote the program;[APP website;map brochures;educational
material on website;special email list for APP events;APP PowerPoint or DVD's with web-links to APP website;
etc.]The board discussed the marketing possibilities,including,using the Utilities bill mailer to promote the
program,look into cinema advertising,APP press packets,place information in the brochure stands at the mall,
share with PSD schools,etc.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES
RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND
TO COMMISSION AN ARTIST TO CREATE ART ELEMENTS
FOR THE NORTHSIDE AZTLAN COMMUNITY CENTER PROJECT
WHEREAS,the City will soon begin construction of a new building to replace the existing
Northside Aztlan Community Center facility(the"Project"); and
WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the
funds appropriated for the Project was set aside in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund for use in the acquisition or leasing of works of art, the
maintenance, repair or display of works of art, and administrative expenses related to the Art in
Public Places Program,in accordance with the Art in Public Places Guidelines adopted by Council
in Ordinance No. 047, 1998 (the "Guidelines"); and
WHEREAS,the Art in Public Places Board(the"Board"), selected an artist for this project
using an RFP process through the City's Purchasing Department; and
WHEREAS,Carolyn Braaksma ofBraaksma Design,Inc.(the"Artist")was selected to work
with the Community Center Project Team to create a design concept appropriate to the Project site;
and
WHEREAS,the Board evaluated the Artist's final design at its regular meeting on April 19,
2006, pursuant to the Guidelines; and
WHEREAS, based on that evaluation,the Board voted to recommend the Artist's proposal
for artwork at the Project site that will consist of art elements integrated into the facade of the
building and floor of the lobby area, including a five-foot diameter cut metal apex "Porthole"with
papel picado (Mexican paper cuts) pattern over the front entry, stenciled glass windows also with
the papel picado pattern for the front of the building, a community project of concrete and glass
components located on an exterior wall, and a colored concrete floor in the main lobby with an
inserted bronze face and cast glass disks (the "Art Project"); and
WHEREAS,the estimated cost to create the Art Project,including commission of the Artist,
fabrication, installation and contingency for the Art Project, is $78,037; and
WHEREAS, those funds are available in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund,and are appropriated as part of the 2006 budget,to provide for
the artist design fees, fabrication, installation and contingency for the Art Project; and
WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the
recommended art be presented for Council review and approval,because the cost of the art exceeds
$10,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Council hereby authorizes the expenditure of up to SEVENTY EIGHT
THOUSAND THIRTY SEVEN DOLLARS($78,037)from the Art in Public Places reserve account
in the Cultural Services and Facilities Fund for the Art Project, which will include a five-foot
diameter cut metal apex "Porthole"with papel picado (Mexican paper cuts)pattern over the front
entry, stenciled glass windows also with the papel picado pattern for the front of the building, a
community project of concrete and glass components located on an exterior wall, and a colored
concrete floor in the main lobby with an inserted bronze face and cast glass disks, which project is
proposed by the artist Carolyn Braaksma of Braaksma Design, Inc., and the conceptual design of
which was reviewed and approved by the Art in Public Places Board on April 19, 2006.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 16th
day of May, A.D. 2006.
