EXECUTIVE SUMMARY This Resolution approves expenditures of$78,037 for design, materials, installation and contingency for a project with artist Carolyn Braaksma to create multiple elements for the Northside Aztlan Community Center Project. BACKGROUND Section 23-303 of the City Code, which was added in 1995, established the Art in Public Places Reserve Account, and designated it for use in acquiring or leasing works of art, maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No. 020, 1995. The Council permanently adopted the Art in Public Places Program, and reenacted City Code Chapter 23, Article IX, with certain modifications in 1998. The Art in Public Places(APP)Board moved to select an artist for this project using an RFP process through the City's Purchasing Department. Artist Carolyn Braaksma of Braaksma Design,Inc.was selected to work with the project team. Ms.Braaksma worked with the project team to develop design May 16, 2006 -2- Item No. 21 concepts appropriate to the site. The artist will design, fabricate and install integrated elements that will be placed on the fagade of the building and into the floor of the main lobby area. The art elements include a 5-foot diameter cut metal apex "Porthole"with papel picado (Mexican paper cuts) pattern over the front entry, stenciled glass windows also with the papel picado pattern for the front of the building, a community project of concrete and glass components located on an exterior wall, and a colored concrete floor in the main lobby with an inserted bronze face and cast glass disks. I . c . 2006 The City of Fort Collins Art in Public Places Program is pleased to announce a proposal for the Northside Aztlan Community r Center project. A project team consisting of artist Carolyn f Braaksma, City of Fort Collins 4` Recreation and Project Manager Staff, Aller - Lingle Architects, and Sink, Combs, & Dethlefs Architects, has chosen a number of places for artistic enhance- ments at the new Northside Aztlan Community Center. The artistic elements will consist of the following: Stained concrete lobby floor concept with bronze face detail view. • A 5' diameter cut metal apex "Porthole" with papel picado (Mexican paper cuts) pattern (detail view on cover page; overview seen below). • Lobby windows created with the papel picado pattern. • Colored concrete lobby floor with cast bronze face r a and cast glass disks. • A children s community project on the fagade , , ,i 1 WO of the building. All artistic enhancements will be integrated with the construction of the new facility. Because the activity inside the building is so great, the majority of the ? Ir w- r_ enhancements are located on the exterior of the facility. The 5 diamet apex Porthole will b at from cut ! ,_+_ ,— _..._._ metal with a pattern that is based on papel picado, or Mexican paper cuts. The metal will be powder coated in a Exterior view of upper story with papal blue-green color that coordinates with the red brick of the picado cut metal elements. building. The light will create a strong silhouette pattern. The lobby windows will also have a pattern based on the papel picado (Mexican paper cuts). The patterns will be rendered on the glass with a stencil and will be visible from the outside of the building (also seen on cover page). The lobby floor will be colored concrete with a cast bronze face and cast glass disks that give a polka- dot look to the floor (as seen above). The undulating line of the floor will lead the building user to the front desk. Visitors will walk past a long exterior wall as they move from the parking lot to the entrance of the facility. This wall will contain three 20-foot long panels that consist of concrete and glass modules designed by children participating in a community project. For this component, children will have an opportunity to participate in two different ways: they can bring in round objects that will create a 3-D polka-dot texture on concrete blocks for the wall, or they can draw portraits of themselves or others. The drawings will be transferred into prototypes that will be cast in glass (20-30 pieces total). The wall will become the `face' of the community. (This project component will be coordinated through the Recreation Division). The concrete modules will become reproducible units for the medallions on the exterior of the building(as seen below; approximately 40 total). r i A y - @ez>zys4. - 1 ee `kPKkLLN'Ty 4i4{g-r { F i F Children's Community Project Wall 11 .......... _moo., a_.e..-. ... ............... ,_.......,- I I 4. fm !+ TII; IIIILLE4i,? l ` t1 !I( "L' f li I it i ( I i 7 '. ff f fi!I !
