SUBJECT
Resolution 2006-054 Approving Expenditures from the Art in Public Places Reserve Account in the
Cultural Services and Facilities Fund to Commission an Artist to Create Art Elements for the CSU
Transit Center Project.
RECOMMENDATION
Staff and the Art in Public Places Board recommend adoption of the Resolution.
FINANCIAL IMPACT
The funds for this item have been appropriated in the Art in Public Places Reserve Account in the
Cultural Services and Facilities Fund. The Art in Public Places program has a maintenance fund for
the long-term care of the APP art collection.
The CSU Transit Center Project art budget is$65,936 to be used for design,materials, installation,
and contingency for this project.
EXECUTIVE SUMMARY
This Resolution approves expenditures of$65,936 for design,materials,installation and contingency
for a project with artist David Griggs to create multiple art elements for the CSU Transit Center
Project.
BACKGROUND
Section 23-303 of the City Code, which was added in 1995, established the Art in Public Places
Reserve Account,and designated it for use in acquiring or leasing works of art,maintenance,repair
or display of works of art, and administrative expenses related to the Art in Public Places Program,
in accordance with the Art in Public Places Guidelines adopted by the Council in Ordinance No.
020, 1995. The Council permanently adopted the Art in Public Places Program, and reenacted City
Code Chapter 23, Article D{, with certain modifications in 1998.
The Art in Public Places(APP)Board moved to select an artist for this project using an RFP process
through the City's Purchasing Department. Artist David Griggs was selected to work with the
project team. Mr. Griggs worked with the project team to develop design concepts appropriate to the

site. This design concept was reviewed and recommended by the CSU Transit Center Team and the
APP Board. The APP Board reviewed the design for this project at its regular meeting on July 20,
2005.
The artist will design and produce integrated art elements that will be placed in the new"great hall'
entrance to the CSU Lory Student Center/Transit Center.The elements include a stained concrete floor,
interior glass panels for the atrium railing, a wall relief to be placed underneath this railing and the
exterior railing panels on the send floor west-facing balcony.

The City of Fort Collins Art in Public Place Program is pleased to announce the CSU Transit Center
Project. The project team, consisting of artist David Griggs, Fort Collins City representatives, Coover
Clark &Associates,the CSU Student Focus Group, and other design team members, has developed the
following three concepts that reference the Colorado landscape:
1) The floor design of the CSU Transit Center is central to the experience of the new entrance to this
University. Part of this floor is underneath the two-story atrium space, a new"great hall" for the Lory
Student Center. This floor will be made of stained concrete. The"base bid" floor is a three color design
based on an orthogonal grid. The art floor adds two more colors to the design, and is an abstraction of
tree shadows through the floor grid.,. RPM WLE 5i.

2) The exterior rail on the 2"d floor west-facing balcony marks the transition from the outside to the
inside of the new Transit Center. Artwork will be integrated into this balcony with intricate water-jet cut
panels inserted in to balcony railing. The railing system in the base bid has 2'6"x 4' inset panels
between vertical posts. The art railing will replace these panels with a layered design of steel and
copper.

3) The interior rail in the atrium space will be a significant element for color and light. Here, artistic
elements will be etched into the glass panels of the railing. The basic glass panels,part of the
construction project's base bid, will be delivered to the artist to be etched by a photo-emulsion process.
The etched designs are based on a pattern of trees and branches that recall the designs of the adjacent
floor and wall relief.
The wall relief underneath the interior railing will also have a strong visual presence. Layers of thin
MDF (medium density fiberboard, 1/4") will be used to echo the designs on the glass railing above and
on the main floor below. The MDF will be cut on a computer-controlled router table. This three-layer
design will be painted a white color similar to the adjacent walls in the space, and it will cast strong
vertical shadows, recalling the pattern of the tree shadows on the floor below.

Project Team's Directives:
The Transit Center for CSU is the new front door of the campus. For many, this facility will be their
first impression of the University, offering a welcome image of CSU. As the focal point of
transportation options on campus, it will be a transitional space between CSU and Fort Collins, creating
a prominent connection with the community.
Call attention to the new entrance as the front door of the Campus by making it forthcoming,
welcoming, and engaging. Celebrate the use of this facility as a transitional space by acknowledging and
revealing movement and motion. Consider the space environmentally rather than discretely. Integrate
elements into the space that add up to a unified environment. Bring the outside inside. Use a sense of
scale, materials, surfaces, and textures to reference Colorado and the West.
Colorado State University is special because it is in Colorado. This artwork honors the relationships
between Colorado's beauty, variety, and uniqueness.

Plans Presented by Project Manager Steve Seefeld and Recreations Manger.Jean Helburg. The original facility was
built in 1978. The new facility will be approximately oximately 50,000 square feet. It will be built in the parking lot area of
of the current fad while the current facility is kept open.Handouts were given on the elevations and floor plans
ProP� any. Design-builder has been selected. Work should proceed on October 1 with design.

VI. CSU Transt Center Design Presentation:
Artist-David Griggs;Project Manager-Steve White. Ms.Martin presents the history of the project,including the
RFP process. Project Manager Mr.White states that designs will be out to contract next week Bids will come in
the next 4-6 woks. The Lory Student Center at CSU is adding onto the north elevation. This is the lasr phase of
the project. Mr.Griggs explains his role in the project. Mr.Griggs has been working with the project team which
includes the city&Colorado State University. Mr.Griggs iterates three points of interest with the project: 1.The
Transit Center is the new front door of the campus. There will be a co-mingling of Transfort and CSU. 2.
Colorado is a special place;it should be celebrated 3.CSU's reputation the projett is a representation of liberal
ants education. Mr.Griggs presents a slide show including images from Rocky Mountain National Park and
architectural renderings of the building:the northwest corner of the building,the main hall, and a great hall where
most of the art integration occurs. The art dements include:a rating feature which has silhouettes of trees on an exterior railing,imerior railing of glass prods with curved top edge to mirror the barrel vauh ceiling The glass is etched with a photo eumulsion/sandblastingtle artists tree pattern. OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES
RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND
TO COMMISSION AN ARTIST TO CREATE ART ELEMENTS
FOR THE CSU TRANSIT CENTER PROJECT
WHEREAS, the City, in conjunction with Colorado State University, is currently
constructing an addition to the Colorado State University Transit Center(the"Project"); and
WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the
funds appropriated for the Project was set aside in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund for use in the acquisition or leasing of works of art, the
maintenance, repair or display of works of art, and administrative expenses related to the Art in
Public Places Program, in accordance with the Art in Public Places Guidelines adopted by Council
in Ordinance No. 047, 1998 (the "Guidelines"); and
WHEREAS,the Art in Public Places Board(the`Board"), selected an artist for this project
using an RFP process through the City's Purchasing Department; and
WHEREAS,David Griggs(the"Artist")was selected to work with the Transit Center Project
Team to create a design concept appropriate to the Project site; and
WHEREAS,the Board evaluated the Artist's final design at its regular meeting on July 20,
2005,pursuant to the Guidelines; and
WHEREAS,based on that evaluation,the Board voted to recommend the Artist's proposal
for artwork at the Project site that will consist of various art elements to be placed in the new"great
hall"entrance to the Transit Center, including a stained concrete floor, interior glass panels for the
atrium railing, a wall relief, and exterior railing panels for a balcony(the "Art Project"); and
WHEREAS,the estimated cost to create the Art Project,including commission of the Artist,
fabrication, installation and contingency for the Art Project, is $65,936; and
WHEREAS, those funds are available in the Art in Public Places reserve account in the
Cultural Services and Facilities Fund,and are appropriated as part of the 2006 budget,to provide for
the artist design fees, fabrication, installation and contingency for the Art Project; and
WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the
recommended art be presented for Council review and approval,because the cost of the art exceeds
$10,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Council hereby authorizes the expenditure of up to SIXTY FIVE THOUSAND
NINE HUNDRED THIRTY SIX DOLLARS ($65,936) from the Art in Public Places reserve
account in the Cultural Services and Facilities Fund for the Art Project, which will incorporate
artwork including stained concrete,interior glass panels,a wall relief,and exterior railing panels into
the"great hall'entrance to the Colorado State University Transit Center,which project is proposed
by the artist David Griggs, and the conceptual design of which was reviewed and approved by the
Art in Public Places Board on July 20, 2005.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 16th
day of May, A.D. 2006.
