Second Reading of Ordinance No. 045, 2006, Appropriating Unanticipated Grant Revenue in the
General Fund From the Colorado Department of Revenue,Enforcement of Underage Drinking Law
Program.
RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.
EXECUTIVE SUMMARY
The Colorado Department of Revenue, Enforcement of Underage Drinking Laws Program has
awarded the Fort Collins Police Services with a grant in the amount of$51,983. This Ordinance,
which was adopted unanimously on First Reading on March 21,2006,appropriates the unanticipated
grant revenue in the General Fund to pay for overtime in possession/illegal sales operations,joint
enforcement activities with Colorado State University Police, and educational supplies and
implementation through CSU's Office of Alcohol and Other Drug Prevention and Education
Services Department.

Leadership Conference in Baltimore, MD. This grant requires no cash match.
EXECUTIVE SUMMARY
Fort Collins Police Services has been awarded a grant by the Colorado Department of Revenue,
Enforcement of Underage Drinking Laws Program in the amount of$51,983. The grant funds will
be used to pay for overtime in possession/illegal sales operations,joint enforcement activities with
Colorado State University Police, and educational supplies and implementation through CSU's
Office of Alcohol and Other Drug Prevention and Education Services Department. The grant period
begins April 1, 2006 and ends April 1, 2007.
ORDINANCE NO. 045, 2006
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING UNANTICIPATED GRANT REVENUE
IN THE GENERAL FUND FROM THE COLORADO DEPARTMENT
OF REVENUE, ENFORCEMENT
OF UNDERAGE DRINKING LAWS PROGRAM.
WHEREAS, the City of Fort Collins Police Services has been awarded a grant from the
Colorado Department of Revenue in the amount of$51,983 for salaries, educational materials,
and educational programs associated with enforcement of underage drinking laws; and
WHEREAS, this grant will afford the City the opportunity to take a multifaceted
approach to reducing the incidence of underage drinking through increased enforcement,
education and examination of social norms; and
WHEREAS, Article V, Section 9, of the Charter of the City of Fort Collins (the
"Charter") permits the City Council to make supplemental appropriations by ordinance at any
time during the fiscal year, provided that the total amount of such supplemental appropriations,
in combination with all previous appropriations for that fiscal year, does not exceed the current
estimate of actual and anticipated revenues to be received during the fiscal year; and
WHEREAS, City staff has determined that the appropriation of the Colorado Department
of Revenue grant funds as described herein will not cause the total amount appropriated in the
General Fund to exceed the current estimate of actual and anticipated revenues to be received in
that fund during the fiscal year; and
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that there is hereby appropriated from unanticipated grant revenue in the
General Fund the sum of FIFTY ONE THOUSAND NINE HUNDRED EIGHTY THREE
DOLLARS ($51,983) for expenditure in the General Fund for the Police Services Enforcement
of Underage Drinking Laws Program.
Introduced, considered favorably on first reading, and ordered published this 21st day of
March, A.D. 2006, and to be presented for final passage on the 4th day of April, A.D. 2006.
