GENERAL DIRECTION SOUGHT AND SPECIFIC QUESTIONS TO BE ANSWERED 1. Does Council have any questions, comments, or concerns about the Study purpose or process? 2. Does Council have any feedback regarding alignment alternatives around Duck Lake? BACKGROUND The Colorado Department of Transportation (CDOT) is continuing work on an Environmental Overview Study (EOS) of the State Highway 392 (Carpenter Rd/ LCR-32) Corridor. The parameters of this analysis are from US-287/South College Avenue on the west,to east of Windsor. The City of Fort Collins and Larimer County entered into discussions with CDOT in 2004 to transfer jurisdiction of Larimer County Road 32/Carpenter Road to CDOT as an extension of SH-392. This transfer was approved by City Council in 2004.This Study addresses the recommendations by City Council, the Natural Resources Advisory Board, and the Transportation Board, that a pre-NEPA corridor analysis should be undertaken. The purpose of this analysis is to identify primary issues and begin discussing alternatives that provide for mobility needs while protecting key natural resource areas. Of particular interest to the City of Fort Collins is the analysis of potential future alignments of SH-392 around the Duck Lake area. CDOT is also conducting an Access Control Plan(ACP)in parallel with this EOS. The purpose of the ACP is to identify the proper level of access to properties along the corridor and to improve traffic flow and safety.At the request of City of Fort Collins Transportation staff,CDOT has agreed to extend the ACP boundaries to include the portion of Carpenter Road/Larimer County Road 32 west of the I-25 interchange for approximately 1/2 mile. Even though CDOT has not yet officially taken over jurisdiction of this portion of the road as SH-392, both CDOT and staff recognize the importance of proactively identifying access issues and needs in this area of potentially developable land. March 28, 2006 Page 2 ISSUES: CDOT Cross Section v. Fort Collins Master Street Plan (MSP) Traffic analyses conducted for the EOS indicate that a four lane roadway will be needed to meet the travel demand in 2030. These four lanes are projected to operate at Level of Service"D"or better in the peak periods. Because the Fort Collins Master Street Plan identifies Carpenter Road as ultimately being a six-lane facility, the Study team conducted a sensitivity analysis to determine whether six lanes might, in fact, be necessary by 2030. The analysis sought to identify how much additional traffic might use the roadway if the roadway's capacity was not limiting the traffic demand. It was found that traffic might increase approximately 15%if the road were six lanes instead of four. Analysis showed that although the arterial would have adequate reserve capacity to absorb this increase in traffic,several intersections would need minor operational improvements—such as acceleration/deceleration and left turn lanes—to operate acceptably.These improvements could be accomplished at such time that traffic increased to the point that operations degraded significantly. Transportation Planning staff will consider amending the MSP to be consistent with this Plan after CDOT takes jurisdictional control of Carpenter Road. Alignment options around Duck Lake Three alternative alignments are currently under consideration in the EOS: 1. Alternative A—the existing alignment north of the lake, widened to four lanes. 2. Alternative C — four lanes around the south side of the lake, located as close as possible to the lake to minimize impacts to conservation easements and land uses south of the lake. Although this alternative crosses conservation easements that currently prohibit transportation use, this alternative provides the opportunity to abandon portions of the existing Carpenter Road/LCR 32 and connect habitat areas and open lands at Duck Lake and Fossil Creek Reservoir. 3. Alternative E—four lanes around the south side of the Lake,but located as far away as possible from the Lake to maximize the amount of habitat areas and open lands that can be connected between Duck Lake and Fossil Creek Reservoir.However,this alternative would have more impacts to other land uses, namely land application of wastewater treatment sludge by the South Fort Collins Sanitation District, and developments west of Timberline Road in Larimer County. Next Steps: IGA and Plan After receiving input from the local jurisdictions involved in the Study, CDOT plans to prepare a final EOS Report that will identify those alternatives that are believed to meet the project purpose and need. Where appropriate, local agencies such as Fort Collins or Larimer County will be asked to help preserve the recommended corridor by setting aside the necessary right-of-way as development occurs. A Memorandum of Understanding is expected to be negotiated and executed March 28, 2006 Page 3 between all the project partners to indicate their acceptance of the Study findings and recommendations,and to serve as the basis for preserving the right-of-way.As a planning study,the SH-392 EOS and its recommendations will not result in any construction of improvements. Assuming that federal funds would be necessary to advance such improvements,a study complying with the National Environmental Policy Act (NEPA)must be performed. Depending on the extent to which local agencies were successful in preserving corridors,it is anticipated that the NEPA study would indicate similar results to what the EOS recommended. The Access Control Plan Study will culminate in an Intergovernmental Agreement that will be executed between all jurisdictions on the corridor, and ultimately adopted by the State Transportation Commission into law for issuing access permits. RECOMMENDATIONS: Transportation and Natural Resources staff have worked together to study alignment options around Duck Lake. Site visits were made with Latimer County Engineering and Environmental staff to identify issues and opportunities.City staff offers the following observations and recommendations: • Transportation and Natural Resources staff supports either Alignment A or C as viable alternatives. • Option E is too remote to be considered as a feasible mobility alternative and impacts several private landowners. Option E is not recommended for further consideration. • Improving the existing alignment(A)would avoid impacts to wetlands on south side of Duck Lake and may be more cost-effective. • Option C may be more optimal for mobility purposes but would likely have greater impacts on existing wetland areas. • The curve of the existing alignment(A)may be smoothed to better facilitate volumes and safety of forecast future traffic. • Before federal funds could be used,CDOT will conduct a full NEPA analysis before alignment decisions and design are finalized. • The EOS will identify a recommended alignment and allow Larimer County and the City of Fort Collins to reserve right-of-way when possible to facilitate any new alignment needs. The CDOT study team has not yet determined a preference for any of the alternatives. The team is still reviewing all the public and agency input and considering it with the potential effects to make a recommendation for the EOS Report.Depending on the feedback received,it is possible that more than one alternative could be retained in the EOS for future consideration. March 28, 2006 Page 4 OUTREACH: The EOS has conducted an extensive public and agency outreach program to ensure that issues and concerns are identified and considered. Three public open houses have been conducted throughout the duration of the Study,which began in the fall of 2004. Other outreach to the general public has occurred through a project Web site, newsletters, meeting notices, and small group meetings such as civic groups. Local governments were well represented in the Study as well. Larimer and Weld Counties, the North Front Range Metropolitan Planning Organization, Windsor, Fort Collins, Loveland, Severance, and Greeley all participated in a technical working group. This group met monthly to review study process and findings and provide input to the project team.In addition to these monthly progress meetings,numerous one-on-one staff meetings were conducted on specific topics.Finally, the CDOT project team met with the Fort Collins Natural Resources Advisory Board and the Transportation Board each on three separate occasions. Transportation Board The Transportation Board discussed this project at the January,February,and March meetings.The Board feels that Alternatives A and C are viable options.The Board noted Alternative C would work well for mobility purposes but would impact wetlands along the southern boundary of Duck Lake. In addition, the Board strongly advised that, if Alternative C is chosen by CDOT, the current alignment should only be used to provide access for the natural area and for the South Fort Collins Sanitation District.Alternative A is a viable option as well,providing the current curve is smoothed for mobility and safety purposes.Alternative A would avoid some impacts(not all),but this option allows for mitigation and potential cost savings. The Transportation Board will forward its recommendation to Council. Natural Resources Advisory Board Natural Resources Advisory Board discussed this project at its February and March meetings. The Board was concerned with impacts to the natural areas and Duck Lake as a result of any of the alignment options. The Board hopes for more investigation into a Null Alternative that would not require widening of the road. It also wants more investigation into Alignment E as well as A and C. The Board feels there is not enough information at this time to recommend one alternative over another. If Alignment C is chosen, it agrees with the Transportation Board that the existing current alignment should be open only for local access purposes. NRAB will forward its recommendation to Council.
