RECOMMENDATION Staff recommends adoption of the Resolution. FINANCIAL IMPACT The Community Development Block Grant (CDBG) Program and Home Investment Partnership (HOME)Program provide Federal funds from the Department of Housing and Urban Development (HUD)to the City of Fort Collins which can be allocated to housing and community development related programs and projects,thereby,reducing the demand on the City's General Fund Budget to address such needs. City funds for this item have been appropriated as part of the Human Services Program and Affordable Housing Fund in December 2007. EXECUTIVE SUMMARY On June 3,2008,the City Council passed Resolution 2008-052 that established which programs and projects will receive funding with CDBG funds for the FY 2008 Program year(Entitlement Grant and Program Income),which starts on October 1,2008,and which programs will receive funds from previous CDBG and HOME fiscal years (Reprogrammed and Unprogrammed funds) and from the City's Human Services Program and Affordable Housing Fund. The CDBG Commission presented a list of recommendations as to which programs and projects should receive funding. After adoption of Resolution 2008-052, staff discovered an error in the allocation of available HOME Community Housing Development Organization(CHDO)funds. Staff erroneously assigned CHDO funds to the Fort Collins Housing Authority(FCHA)instead of the Fort Collins Housing Corporation(FCHC). The FCHC is eligible to utilize HOME CHDO funds while the FCHA is not eligible to do so. Resolution 2008-086 corrects the errors made in Resolution 2008-052. There are no changes to the amounts of funding to each of the applicants approved by the Council in Resolution 2008-052. The only changes made by Resolution 2008-086 to the funding allocations made in Resolution 2008-052 are changes with regards to which funding source will be used to fund individual projects/programs. The changes only apply to funding for affordable housing projects/programs, funding for public service programs are not affected. I RESOLUTION 2008-086 OF THE COUNCIL OF THE CITY OF FORT COLLINS REPEALING RESOLUTION 2008-052 AND APPROVING THE PROGRAMS AND PROJECTS THAT WILL RECEIVE FUNDS FROM THE FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT(CDBG) AND HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAMS, THE CITY'S HUMAN SERVICES PROGRAM FUND AND AFFORDABLE HOUSING FUND WHEREAS, the Community Development Block Grant (CDBG) Program and the Home Investment partnerships(HOME Program are ongoing grant administration programs funded by the Department of Housing and Urban Development (HUD); and WHEREAS, the City of Fort Collins has received CDBG Program funds since 1975 and HOME Program funds since 1994; and WHEREAS, the City Council has budgeted General Fund dollars into a Human Services Program and an Affordable Housing Fund for use in assisting affordable housing programs/projects and community development activities; and WHEREAS,on January 18,2000,the City Council approved Resolution 2000-13,formally adopting a competitive process for the allocation of City financial resources to affordable housing programs/projects and community development activities; and WHEREAS,since January 2008,the CDBG Commission has held a public hearing to obtain citizen input on community development and affordable housing needs,and has heard presentations and asked clarification questions from each applicant that submitted a proposal to the City requesting funding; and WHEREAS, the CDBG Commission met in a special meeting for the purpose of preparing a recommendation to the City Council as to which programs and projects should be funded with the FY 2008 CDBG Entitlement Grant, CDBG Program Income, the use of Reprogrammed/ Unprogrammed CDBG Entitlement Grant funds,the use of Reprogrammed/Unprogrammed HOME Grant funds and the utilization ofthe City's Human Services Program and Affordable Housing Fund; and WHEREAS,on June 3,2008,the City Council passed Resolution 2008-052 that established which programs and projects will receive funding with CDBG funds for the fiscal year 2008 program year and which programs will receive funds from previous CDBG and HOME fiscal years and from the City's Human Services program and Affordable Housing fund; and WHEREAS, following passage of Resolution 2008-052, staff discovered that it had erroneously assigned Community Housing Development Organization funds to the Fort Collins Housing Authority instead of the Fort Collins Housing Corporation with a result that Resolution 1 2008-052 contain numerous errors in funding allocation amounts and should be repealed and a new resolution should be adopted setting forth the correct amounts.
