SUBJECT
Resolution 2006-028 Approving Amendment#1 to the Collective Bargaining Agreement Between
the City of Fort Collins, Colorado and the Northern Colorado Lodge#3 Colorado Fraternal Order
of Police(The"Agreement').
RECOMMENDATION
Staff recommends adoption of the Resolution.
FINANCIAL IMPACT
The cost of Amendment#1 is estimated to be$34,200 in 2006 and$15,600 in 2007. The cost will
be covered by the existing Police Services budget.
EXECUTIVE SUMMARY
Adoption of this Resolution would amend Article 8 of the Agreement and align the wage treatment
of the Dispatch Supervisors and Dispatch Manager with that of the Dispatchers. In accordance with
the amended Article 8, all Dispatch personnel in the bargaining unit would move proportionately
from the 2002 Pay Plan to the new 2006 Pay Plan(i.e., from step-to-step).
BACKGROUND
When the Collective Bargaining Agreement was ratified by City Council on September 20, 2005,
Article 8 placed Dispatch Supervisors and the Dispatch Manager in merit-based pay jobs.
Accordingly, employees in these jobs were only eligible for up to a 4.0%merit increase and a 1.9%
COLA.
Dispatcher jobs,however, continued to be categorized as members of the skills-based pay program,
and were eligible for proportionate movement from the 2002 Pay Plan to the 2006 Pay Plan. That
means that Dispatchers were eligible for a 14.83% pay increase, much larger than the maximum
increase of 5.9%their supervisors and manager were eligible to receive under the Agreement.
Amendment #1 of the Agreement modifies Article 8 and places the Dispatch Supervisor and the
Dispatch Manager job titles in the skills based pay-type pay program,and renders these jobs eligible
for proportionate movement between Pay Plans. In other words, a Dispatch Supervisor who was

at the top step in the 2002 Pay Plan,with this Amendment,will now be able to be paid at the top step
of the 2006 Pay Plan. If this Resolution is adopted, all Dispatch employees in the bargaining unit
will be paid according to a similar pay method.

APPROVING AMENDMENT#1 TO THE COLLECTIVE BARGAINING
AGREEMENT BETWEEN THE CITY OF FORT COLLINS, COLORADO
AND THE NORTHERN COLORADO LODGE#3,
COLORADO FRATERNAL ORDER OF POLICE
WHEREAS,on September 21,2005,as authorized by Resolution 2005-106,the City and the
Northern Colorado Lodge #3, Colorado Fraternal Order of Police (the "FOP") entered into a
collective bargaining agreement (the "Agreement') regarding the terms and conditions of
employment of certain employees in the police services area of the City; and
WHEREAS,the City and the FOP desire to amend Article 8 of the Agreement to provide for
a skill based pay-type plan for Dispatch Supervisors and Dispatch Managers in Police Services.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS,COLORADO,that Amendment#1 to the Collective Bargaining Agreement between the
City of Fort Collins, Colorado and the Northern Colorado Lodge#3, Colorado Fraternal Order of
Police, a copy of which is on file in the office of the City Clerk, is hereby approved and the City
Manager is hereby authorized to execute said Amendment#1 on behalf of the City.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 7th
day of March, A.D. 2006.

AMENDMENT# 1
TO THE COLLECTIVE BARGAINING AGREEMENT
BETWEEN THE CITY OF FORT COLLINS, COLORADO AND
THE NORTHERN COLORADO LODGE #3,
COLORADO FRATERNAL ORDER OF POLICE
FOR 2006 AND 2007
This Amendment #1 is made and entered into this day of J4I11
2006, by and between the CITY OF FORT COLLINS, COLORADO (hereinafter
referred to as the "City"), and the NORTHERN COLORADO LODGE #3, COLORADO
FRATERNAL ORDER OF POLICE(hereinafter referred to as the"FOP").
WHEREAS, the City and the FOP have entered into a collective bargaining
agreement executed by the parties on September 21, 2005 (hereinafter referred to as the
"Agreement"); and
WHEREAS, the City Agreement and the FOP desire to amend Article 8 of the A eement to
provide for sldll based pay for Dispatch Supervisors and Dispatch Managers.
NOW, THEREFORE, in consideration of the covenants and conditions herein
contained and set forth in the Agreement,the parties do hereby agree to the following:
1. Article 8 of the Agreement is hereby amended to read as follows:
Article 8• SALARY
Effective with the first pay period of each year, employee salary levels for
the jobs specified below shall be as follows, prorated based on the
employee's FTE:

Effective with the first pay period of 2006, Dispatchers, Dispatch
Supervisors, and the Dispatch Manager will be assigned,based on the sole
discretion of management, to the appropriate skill ladder level, based on
skills attainment as documented in the Dispatcher, Dispatch Supervisor,
and Dispatch Manager Skills Based Pay Assessments. Dispatchers,
Dispatch Supervisors, and the Dispatch Manager will begin earning the
salary level associated with the designated skill step effective with the first
pay period of 2006.
2. All other terms and conditions of the Agreement shall remain in full force and
effect.

3. The individuals signing below state and represent that they have the authority to
enter into this Amendment#1 on behalf of their respective parties.
